About this file

Summary

This is a Software as a Service (SaaS) contract with accompanying change notices between the State of Michigan and MSDSonline, Inc. (a VelocityEHS solution). The primary parties include the Michigan Department of Environment, Great Lakes, and Energy (EGLE), Michigan Department of Agriculture and Rural Development (MDARD), Michigan Department of Corrections (MDOC), and Michigan Department of Health and Human Services (DHHS). The contract provides subscription-based Safety Data Sheet (SDS) and Hazard Communication Standard compliance management services to multiple state departments.

The contract establishes a five-year initial term (May 26, 2018 through May 25, 2023) with five one-year renewal options, extending through May 25, 2028. The base service includes one HQ Account with unlimited read-only access for state employees, ten administrative user licenses, 150 annual SDS requests, and 350 annual SDS uploads. Annual pricing totals $10,500.00 across all services. Recent change notices increased the contract value from the initial $52,500.00 to $809,476.00 as of May 20, 2025, reflecting expanded agency participation and service enhancements. Services include hosting with 8-hour Recovery Point Objective (RPO) and Recovery Time Objective (RTO), support between 8:00 a.m. and 8:00 p.m. Eastern Time Monday through Friday, ADA-compliant mobile and web access, and 30-year data retention. Payment terms are Net 45 days with invoices due within forty-five calendar days of receipt.
