Brief description of services to be provided:

BACKGROUND:

Gainwell provides automation services to maintain and support numerous programs for the Bureau of Audit within DHHS.

Per Contract, 171-180000000550, Contract Change Notice (CCN) to increase the base rate for two vacant Senior Level Developers on the current Gainwell contract and remove one Journey Level Developer from the contract resulting in a zero-dollar CCN.

These two Senior Developers will assist with development activities as prioritized by DHHS per the current contract.

MDHHS requires Gainwell to estimate all projects and process them in accordance with MDHHS priorities. MDHHS will prioritize projects and expects Gainwell to assign appropriate staff to the prioritized projects.

PROJECT OBJECTIVE:

CCN to change the base rate for two Senior Level Developers, working full time, up to 100% remote, for the remainder of the current contract. These positions exist within the base contract but have been vacant due to the inability to find staff to fill the roles at the existing rates.

Removing the Journey developer and splitting that rate across the two vacant Senior positions will allow Gainwell to find qualified candidates to fill the roles.

Again, the increase in the base rate for the Senior Level Developers will be fulfilled by the reduction of the Journey Level Developer.

Version 2021-1 2 of 4

SCOPE OF WORK:

CCN to increase the base rate for two Senior Level Developers for the remainder of the base contract.

The original base contract hourly rate for Senior Developers on staff is $83.83.

The original base contract hourly rate for Senior Developer staff beyond originally contracted staff is $115.

The original base contract hourly rate for Journey Developers on staff is $69.69.

In year 3, 5, and 7, each staff rate increases by 3%. The first increase started on 5/1/2020, the second increase on 5/1/2022, and the third will occur on 5/1/2024.

The following table indicates the rates per those rate increases for staff already on the base contract:

Position Rate as of

05/01/2018 Rate as of 05/01/2020

Rate as of 05/01/2022

Rate as of 05/01/2024

Sr. Dev $83.83 $86.34 $88.93 $91.60 Journey Dev $69.69 $71.78 $73.93 $76.15

The following table indicates the rates per those rate increases for Senior Developer staff NOT on the base contract:

Position Rate as of

05/01/2018 Rate as of 05/01/2020

Rate as of 05/01/2022

Rate as of 05/01/2024

Sr. Dev $115.00 $118.45 $122.00 $125.66

We have two vacant Senior Developer staff positions, and one vacant Journey Developer staff position on the base contract.

Starting 10/01/2022, the “On Contract” Senior Developer rate is $88.93 per hour. The rate for a Senior Developer not on the base contract on that date would be $122.00.

This CCN is proposing to remove the Journey Developer from the base contract and use those funds to increase the base rate of the two vacant Senior Developer positions so that Gainwell has an opportunity to find qualified candidates at a rate that is more consistent with the industry.

Journey Developer Rate as of 10/01/2022: $73.93.

We have two vacant Senior Developer positions. If we split the $73.93 across those two vacant positions, we could increase the associated rate by $36.96 each, resulting in a rate of $88.93 + $36.96 = $125.89, which would cover the cost of finding Senior Developers that were not on the original base contract.

Version 2021-1 3 of 4

These funds are already available as part of the base contract, thus this becomes a zero dollar Contract Change Notice.

To summarize:

This CCN is to increase the base rate for two vacant Senior Developer positions from $88.93 starting 05/01/2022 to $122.00.

Approving this CCN allows Gainwell to bring in the required Senior Level Developers under the base contract without the need to request additional funding.

Per Contract, 171-180000000550, Contract Change Notice (CCN) to modify the skillset required for one (1) of the base contract Senior Software Developers for the remaining period of the original contract, from 10/1/2019-4/30/2023.

The Bureau of Audit (BOA) has indicated a desire to create a new, more tightly integrated application to support their business needs. Currently BOA business is supported by a multitude of loosely integrated applications that have been developed over the past twenty-five (25) years. Many of these applications have been developed using technology that was state-of-the-art back in the 1990’s, however, maintaining these and attempting to integrate these with the newer technology applications is becoming more and more difficult. In addition, we’ve recently migrated to the Next Generation Digital Infrastructure (NGDI) environment, and some of these old applications are requiring additional efforts to maintain and/or keep functioning in the new environment.

The BOA desires the development of a new system that encompasses the entire current suite, supporting their business from end-to-end, while also providing a more streamlined process that allows them to address recently passed Senate Bill 1038, and also address recent audit findings.

The Senate Bill pertains to response times for Michigan Department of Health and Human Services (MDHHS) to complete audits of Medicaid cost reports and subsequently complete settlements. The audit findings are in regard to the majority of Cost Reports having to be returned to the provider for issue resolution.

To achieve our goals, we need to automate and streamline our business processes, and we will need staff with the skillset necessary to make that happen.

This is a $0 Contract Change Notice.

The original contract required a Senior Technical Business Analyst with seven (7) years recent experience, who could translate Business need into high-level requirements as a member of the integrated team. This individuals primary responsibility was to document the business requirements into functional and technical designs. With the drive toward developing a new all-encompassing system, we require someone with a Senior Developer skillset rather than a Senior Business Analyst skillset. This individual must have the ability to lead projects throughout the development life cycle, through implementation and beyond to production support. The individual must show a desire to follow processes and must have a team player work ethic. The individual must have the ability to single handedly write, compile, debug and thoroughly test application software to ensure a high level of quality throughout the project lifecycle.

This individual must have experience that demonstrates:

• The ability to design and create a graphical user interface (GUI) that provides a rich, well-defined, and pleasant end user experience

• The ability to design, develop, debug, and test application changes to ensure quality results

• The ability to design database tables and complex queries/stored procedures within SQL Server

• The ability to write clear, concise test cases and plans for development, user acceptance, and production verification.

• Approximately three (3) to five (5) recent years of concentrated experience with most, if not all of, the following technologies:

o HTML5 o Javascript o Bootstrap o Angular JS o Breeze o JQuery o MVC, MVVM…etc o Microsoft Web APIs o Microsoft Visual Studio

The Senior Developer Named Resource is Peter Lunneberg. This resource is replacing Senior Business Analyst, Cynthia Webb.

DXC Technology Services, LLC Contract 171-180000000550, provides automation services to maintain and support numerous programs for Long Term Care (nursing home) and Audit areas in the health care facility rate setting, reimbursement and audit programs within the Bureau of Audit.

This CCN is to modify the required skillset from Analyst to Developer for the Senior role that has recently been vacated due to staff retirement. The rates for the Senior Technical Business Analyst and the Senior Level Application Developer are identical under contract at $83.83 per hour. This staff position is required by the contractor to accomplish the development of the new application as described above.

CCN to modify the skillset for the Senior Role for the remaining period of the existing base contract 10/1/2019-4/30/2023 for contractual service support for the MDHHS Office of Audit.

Per Contract, 171-180000000550, CCN to modify skillset for Senior role for remaining contract period.

October 2019 – April 2023 Contractual Services $ 0.00 Grand Total $ 0.00

NOTE: This CCN replaces CN 01 – 180000000550. The reason for the replacement is due to the cost of these “extended” staff. CN 01 was based on extending two resources who were already on contract for an additional year.

These staff have since left DXC, and now we need DXC to hire new staff replacements. New staff cannot be acquired at the reduced rate, and therefore must be brought in at the higher rate stated in the contract for additional resources beyond those named within the contract. This CCN replaces CN 01 using the new staff rates, yet the statement of work remains the same as the original request.

Per Contract, 171-180000000550, Contract Change Notice (CCN) to exercise option year one (1) for the time period of 10/1/18-9/30/19 for an optional Journey Software Developer and Senior Software Developer support for development of a Foster Care Cost Reporting system, as well as enhancement to the Corrective Action Tracking System (CATS) for development of the Office of Retirement Services (ORS) environment.

The Foster Care Cost Reporting system will automate the current manual process of Cost Report submission and audit, and the system will be integrated with MILogin. This system will provide a mechanism to ensure the quality of the Annual Cost Reports and will place the burden of resolving the most common validation issues squarely on the Provider, thereby streamlining that process and freeing the Auditor from the current delays caused by communication during initial audit.

The Corrective Action Tracking system is a web-based application, available via MILogin. CATS allows users to track every step of the Audit process, including the receipt, progress and completion. This tracking includes Corrective Actions, Findings, Finding Parts, Responses, Recommendations, and in addition, provides a mechanism to store all the documentation that is amassed throughout the entire Audit process. This application has become invaluable for the Michigan Department of Health and Human Services (MDHHS), and now the ORS has indicated their need to utilize the application in the same way. The application is currently set up specifically for MDHHS, with only one environment.

Exercising this CCN will provide the resource necessary for the following enhancements to provide the ORS with their own segment in CATS:

• Make the necessary configuration and application changes within CATS to provide the ability for separate entities, ORS in this initial case, to utilize the application and maintain segregation of data from other entities.

Make these changes in such a way that other entities may be as seamlessly added in the future as possible.

• Upgrade the underlying technology from Silverlight to an HTML based solution

• Enhance Application Security

MDHHS requires DXC to estimate all projects and process them in accordance with MDHHS priorities.

MDHHS understands that it may not be possible to complete all aforementioned projects in the extension year given the stated staff requirements below. Due to this, MDHHS will prioritize projects and expects DXC to assign appropriate staff to the prioritized projects to ensure as many projects as possible can be accomplished within the given extension year. MDHHS requires project plans to be developed for any project approaching an estimated 90 calendar day duration.

support numerous programs for Long Term Care (nursing home) and Audit areas in the health care facility rate setting, reimbursement and audit programs within the Bureau of Audit, Reimbursement & Quality Assurance.

This extension contract requires two (2) full-time staff positions dedicated solely to providing enhancement and ongoing support to the Office of Audit systems. These staff positions are required by the contractor to accomplish the development of the aforementioned new applications, as well as necessary functions of system enhancements, database maintenance, web maintenance, network maintenance, and problem solving relative to application operations and data access. One Staff member will be a Journey Software Developer, and the other will be a Senior Software Developer.

Brief Description of Services to be provided:

Per Contract, 171-180000000550, Contract Change Notice (CCN) to request two additional Senior Software Developers for a period of two (2) years for the time period of 11/1/18-10/31/20. These staff are needed to address Long Term Care audit findings and to assist with crucial system changes to address Senate Bill 1038. Senate Bill 1038 seeks to amend 1939 PA 280 by adding:

• Section 111m(3) “The Department shall ensure that an audit of a Medicaid cost report filed by a nursing facility and the related settlement performed by the Department are completed not more than 18 months after the initial filing of the cost report.”

• Section 111m(7) IF an audit or settlement is not completed within 18 months as described in subsection (3), the Department shall accept the cost report as filed by the nursing facility and issue a settlement not more than 30 days after the end of the eighteen month described in subsection (3).

The audit finding is in regards to the majority of the Cost Reports we receive having to be returned to the provider for issue resolution. We must decrease the the timeframe of the audit process, and to do that, we need to put the ownness on the provider to fix the majority of these issues before they can even submit their costs to DHHS. To do that, we must enhance the Nursing Facility Cost Report (NFCR), and develop a Long Term Care (LTC) Settlement system.

Enhancing the NFCR will allow us to automate many of the common validation routines and place the burden of resolving the most common validation issues squarely in the hands of the provider. Currently the NFCR is a stand-alone Fat Client application that uses data files to process snapshot in time information. The Fat Client application is installed on third party machines and those third party users generate Cost Reports that are subsequently sent to DHHS for validation.

The first line of validation is then performed at DHHS, which then requires communication back and forth with the Provider to resolve data issues. By integrating this application within MILogin, the Providers can enter their data and be required to perform validation, prior to being allowed to “submit” the information to DHHS. This is critical in order to meet the requirements of Senate Bill 1038.

Developing the LTC Settlement system will automate the manual process that is in place today. Automating the transfer of data from the Optum reporting system, will decrease the human entry error, and allow automation of all steps throughout the Settlement process, increasing the efficiency of the Division.
