Justification and Approval for Other than Full and Open Competition
1. Contracting Activity: US Army Regional Health Contracting Office-Atlantic, Dalcarlia Health Contracting Cell, Bethesda, MD 20816
2. Description of Action: Approval to award a 12 month firm fixed price bridge contract with a 6 month option to extend services under FAR 52.217-8 for Hospital Housekeeping Services to prevent a break in service. The period of performance will be 31 March 2018 through 30 March 2019 with potentially a 6 month extension of services ending 30 SEP 2019. The requirement will be funded with DHP funds.
3. Description of Supplies/Services: Non-personal Hospital Housekeeping Services in support of the Blanchfield Army Community Hospital, Fort Campbell, KY. A 12 month bridge contract valued at using Fiscal Year 2018 funding and a 6 month extension of services valued at using Fiscal Year 2019 funding is proposed. Total value of the contract is . The contract number is TBD.
4. Authority Cited: 10 United States Code 2304(c)(1) as implemented in Federal Acquisition Regulation 6.302-1(a)(2)(iii)(B), Only one responsible source and no other supplies or services will satisfy agency requirements".
5. Reason for Authority Cited: The incumbent is the only responsible source that can perform the services for this short time period with the contractor personnel already in place and to ensure no interruption in services. AJ Services Joint Venture I, LLP is uniquely qualified to provide services temporarily until a follow-on contract is in place.
The competitive follow-on contract for these services is currently in the pre-soliciation phase. The requirements package is currently at MEDCOM awaiting approval by the Environmental Program Manager. The package was submitted to RHC-A and MEDCOM EVS timely by the MTF. The MEDCOM EVS Program Manager does not have an anticipated date on when the review will occur. This is due to staffing challenges within the MEDCOM EVS office which has created a backlog of reviews.Once the review is accomplished, the package will be sent back to the MTF for revision and then submitted again to the RHC-A EVS Program Manager, and the MEDCOM EVS Program Manager. Once the requirements package is approved, it will be forwarded to the Health Readiness Contracting Office, where it is anticipated that it will take 12 months to complete the competitive procurement. The bridge contract will allow time for the MEDCOM EVS Program Manager to complete the required review and allow time for HRCO to complete the long term procurement. FAR Clause 52.217-8, “Option to Extend Services” will be included in the contract. The “Option to Extend Services” will also allow for a transition period in the event that a new contractor is awarded the long term contract.
6. Efforts to Obtain Competition: The Government will synopsize using a sole source notice of intent for the proposed 18 month bridge contract. The long term requirement will be solicited on the Federal Business Opportunities website therefore competition will be achieved at that time.
a. Effective competition. The long term requirement will be solicited on the Federal Business Opportunities website therefore competition will be achieved at that time.
b. Subcontracting competition. Not applicable. The long term requirement will be restricted to 8(A) small businesses.
7. Actions to Increase Competition: The long term requirement will be solicited on the
Federal Business Opportunities website therefore competition will be achieved at that time.
8. Market Research: Market research for the bridge contract was conducted in accordance with FAR Part 10 and documented in PCF cabinet under A.01.01 Market Research, PANHCA-18-P-0000 035718 Hospital Housekeeping Services.
