About this file

This is an Addendum 1 Questions and Answers document for Durham Public Schools' Request for Statement of Proposal (RFP) 179-2627-284-DIST_RIGHTSIZE, dated August 25, 2026. The RFP solicits comprehensive districtwide rightsizing and consolidation feasibility studies for all 56 schools serving approximately 30,000 students across the district. The selected consultant will audit the functional capacity of existing K-12 facilities by assessing planned and maximum capacity in coordination with long-range enrollment forecasts, creating tables and maps to identify overcrowding and under-utilization hotspots and coldspots. The district will provide 2025 Facilities Condition Assessment reports, Learning Environment Guidelines, floor plans, space utilization data, school capacity information, and an ESRI geodatabase containing spatial files including school, planning unit, parcel, address, and Census boundaries. Student-level data from the 2020-21 school year is available with geocoding and relevant boundary joins, with aggregated enrollment data available without personally-identifying information. The consultant is responsible for leading 5-6 community engagement sessions and supporting stakeholder surveys with district leadership, parents, caregivers, teachers, staff, and other community members. Proposals are due August 25, 2026, with submissions to include anticipated milestones and timelines for completion within approximately six months. Four printed double-sided copies and one optimized PDF file (not exceeding 25 MB) on a flash drive are required; the 25-page limit excludes cover letters, required forms, and addenda.

The consultant fee structure should be commensurate with project scope and timeline, with no total contract amount or budget ceiling specified in the RFP. Compliance with Minority-Owned, Women-Owned, and Historically Underutilized Business (MWBE/HUB) requirements is no longer required per the 2026 North Carolina Appropriations Act effective July 2026, eliminating the need for MWBE/HUB affidavits and good faith effort documentation even for firms with subcontractors. Evaluation criteria include technical approach and methodology (30 percent), experience with similar K-12 districts and key team qualifications (20 percent), stakeholder engagement and communication capabilities (25 percent), project timeline (15 percent), and cost proposal (10 percent). Board of Education approval is scheduled for September 24, 2026, with contract preparation and notice to proceed by October 14, 2026. Vendors must comply with North Carolina General Statutes regarding E-Verify and debarment status, certify financial stability, and provide background check disclosures. Proposal offers must remain valid for at least 120 days from bid opening, with payment terms net thirty calendar days after invoice approval.

Date: 8/25/2026

ADDENDUM 1 – Questions and Answers

1. Can you please elaborate further on “audit the functional capacity of all existing K-12 facilities”? Specifically, is audit meant to suggest a formal attestation of building capacity or a validation of the district’s capacity determination methodology (or something else)?

Planned capacity and maximum capacity information will be provided for all school facilities. Consultant responsible for assessing planned capacity and maximum capacity in coordination with long range enrollment forecasts. Create tables and maps that match enrollment forecasts with capacity in order to identify “hot spots” (overcrowding) and “cold spots” (under-utilization).

2. What facilities data does DPS have that it can make available to the vendor?

2025 Facilities Condition Assessment 2025 Learning Environment Guidelines Floor Plans Existing Space Utilization School Capacity Information

3. Does DPS have reliable data as it relates to student addresses (for the mapping/transportation analysis)?

DPS has student-level data for all enrolled students, including addresses from the 2020-21 school year. This data is geocoded and joined with relevant school, Census, and other boundaries. Some further work would be required to remove student personally-identifying information.

DPS also has aggregated data on number of total enrolled students, charter students, and DPS “base” students, by relevant school, Census, planning unit boundaries. This aggregated data does not contain PII.

4. Does DPS have reliable parent email data for stakeholder surveys? Does DPS want to survey any other stakeholder populations?

DPS Public Affairs utilizes multiple strategies to reach our school community to share information and to provide access to surveys, including our parent portal, Spark newsletter, Instagram, Facebook, and email blasts. Parent email data is current as of the fall 2026 semester. Stakeholder surveys may include district leadership, parents, caregivers, teachers, staff, and/or other members of our community depending on the survey content.

5. Can you please elaborate on the community engagement requirements for the project? Specifically, how many in-person community engagement efforts would the vendor be expected to support? Is the district open to a proposal in which the vendor supports the community engagement planning, but does not conduct the community engagement events? It has been our experience that it is less effective for outside vendors to lead community engagement events on this topic.

Anticipate 5-6 community engagement sessions. Sessions to be led by consultant.

6. Are there specific milestones or deadlines that DPS needs to meet with this work? Is there an approximate date by which the work should be completed?

Submissions are to include anticipated milestones and timeline to complete work.

Refer to Section 6.0, Item III for deliverable requirements. Schedule is +/- six months.

7. Do you have any guidance on budget?

Teams are to present fee structure commensurate with project scope and timeline.

8. The RFP contains conflicting instructions regarding the required number of hard copies, delivery address, and designated contact. Please confirm the correct submission requirements.

MB.

9. Does the 25-page limit include the cover letter, title page, execution pages, resumes, pricing, required forms, and addenda? Please identify any exclusions.

10. Will DPS provide the referenced MWBE/HUB forms? If the prime consultant will self-perform the entire scope, which forms or supporting documentation are required?

Complying with MWBE/HUB requirements will no longer be required, per the 2026 Appropriations Act that became effective in the State of North Carolina in July 2026.

11. Is the consultant expected to conduct new physical facility condition and educational suitability assessments, or rely on existing District assessments and capital-planning information?

12. Will DPS provide the selected consultant with the student-level, school-choice, facility, financial, transportation, development, and GIS data required to complete the study?

In addition to the student-level data described above (refer to Question #3), DPS has an ESRI geodatabase that contains spatial files including school, planning unit, parcel, address, and Census boundaries.

DPS also has information on the capacity, magnet program, and region for each school in the district. Capacity data is available by grade as well.

Data has also been collected for residential developments in Durham County.

13. Can DPS clarify the intended scope of the facility condition analysis? Does this task involve reviewing existing facility condition information provided by DPS, or conducting independent site visits and facility assessments?
