SECTION C - Description/Specifications/Statement of Work
Onsite IT and Panel Review Support
C.2 STATEMENT OF WORK - Severable Services
The Contractor shall furnish all of the necessary personnel, materials, services, facilities, (except as otherwise specified herein), and otherwise do all the things necessary for or incident to the performance of the work as set forth below:
Task 2.3 Post-Panel Review Activities
Task 2.3.a Peer Reviewer Support
i. The government will Provide $100 compensation to per panel reviewers for all allowable expenses (including parking, printing costs, or any other expenses approved by the COR) within ten business days of receipt of the panel reviewer’s completed survey.
SECTION K - Representations, Certifications, and Other Statements of Offerors or Respondents
K.1 52.204-8 ANNUAL REPRESENTATIONS AND CERTIFICATIONS (JAN 2016)
(a)(1) The North American Industry Classification System (NAICS) code for this acquisition is 5416111.
(2) The small business size standard is $6.5 $15 Million.
(3) The small business size standard for a concern which submits an offer in its own name, other than on a construction or service contract, but which proposes to furnish a product which it did not itself manufacture, is 500 employees.
(b)(1) If the provision at 52.204-7, System for Award Management, is included in this solicitation, paragraph (d) of this provision applies.
(2) If the provision at 52.204-7 is not included in this solicitation, and the offeror is currently registered in the System for Award Management (SAM), and has completed the Representations and Certifications section of SAM electronically, the offeror may choose to use paragraph (d) of this provision instead of completing the corresponding individual representations and certifications in the solicitation. The offeror shall indicate which option applies by checking one of the following boxes:

SECTION L - Instructions, Conditions, and Notices to Offerors or Respondents
L.9 TECHNICAL PROPOSAL INSTRUCTIONS (Cost Reimbursement)
Technical proposals shall be limited to 50 double-spaced pages, with 1-inch margins, and using not less than 12 point font. Offerors are encouraged to be succinct and economical in their presentation. Excessive volume and elaborate presentation are unnecessary. Cover Page, Cover Letters, Tables of contents, the 508 Evaluation, and works cited and the Technical Appendices are not included in the page count.
The technical proposal must not contain references to cost; however, resource information, such as data concerning labor hours and categories, materials, subcontracts, etc., must be contained in the technical proposal so that your understanding of the scope of work may be evaluated. It must disclose your technical approach in sufficient detail to provide a clear and concise presentation that includes, but is not limited to, the requirements of the technical proposal instructions. The proposal shall contain a response to each of the factors and sub-factors identified in Section M.
The Offeror must provide clear responses, including objectives and outcomes, to each Task addressing the work to be performed in Section C. Proposals which merely offer to conduct a project in accordance with the requirements of the Government's scope of work will not be eligible for award. The technical proposal should reflect a clear understanding of the nature of the work being undertaken.
Technical Appendices:
The technical appendices shall only include transcripts, resumes, and letters of commitment.
The technical proposal shall address the following factors:

FACTOR 4 - Section 508 Compliance
The offeror must demonstrate their compliance with the applicable Section 508 standards. This includes submitting the completed HHS Section 508 Evaluation Template Attachment J.6;

OTHER REQUIRED INFORMATION
Offerors shall propose a Quality Assurance Surveillance Plan (QASP) as part of the appendix in their technical volume.
SECTION M - Evaluation Factors for Award
M.5 TECHNICAL EVALUATION CRITERIA – POINT METHOD
The criteria identified below will serve as the standard against which the technical proposal will be evaluated and identifies the significant factors which the Offeror should address in their proposals.
The evaluation of the Offeror's proposal shall be based upon the completeness and thoroughness of the proposal submitted. Proposals that exceed requirements will be rated more favorably in assigning points. The following criteria will be used to technically evaluate proposals and shall be weighted as indicated in establishing a numerical rating (maximum of 100 points obtainable) for all technical proposals submitted:

FACTOR 1 – Organizational Experience and Capacity 40 POINTS
The technical proposal should include a description of the offeror’s overall corporate capacity and the management plan for providing onsite services to support ANA’s IT needs, application processing, and panel review and grantee meeting logistics.
The evaluation team will be reviewing the technical proposal to ensure that the offeror has adequate facilities and equipment available for this project and sufficient access to information systems and networks. The technical proposal should demonstrate the offeror’s use of state-of-the-art mechanisms to avoid duplication of effort and efficiently carry out tasks related to delivery of services and publication and production activities. The Government is interested in the offeror’s proposal to use technology for on-going communication and collaboration. The Government is also interested in the offeror’s experience and capacity working with Native American communities and understanding the cultural nuances of this population.
Also evaluated in this category is the offeror’s self-appraisal. The offeror must provide an appraisal of the organization’s experience with and success in the targeted areas below:
• How has the organization supported the IT needs of a small government agency or program?
• Describe how the organization has effectively provided logistical support for panel review activities and/or medium-size meetings/conferences.
• Discuss the organization’s experience with managing, overseeing or supporting federal grant application processes.
• Describe the organization’s experience with working with Native American communities.
• Demonstration of a minimum of 6 years organizational (corporate) experience with
Native American communities.
• Demonstration of a minimum of 5 years organizing and working with government panel review, including the recruitment of qualified panel review members.
• Provide examples of cost management techniques successfully used on previous projects.

With the recent changes in Section M in Amendment 1, is there an experienced contractor that the government is planning to award this opportunity?
Reference Amendment 1, Section M: “Demonstration of a minimum of 6 years organizational (corporate) experience with Native American communities”: this requirement would disqualify a number of small business competitors; would the government consider removing or loosening the requirement?
The government is soliciting this requirement to the most qualified contractor based upon the evaluation crtieria that is outlined in sections L and M in the solicitation. However the government does recognize the stringency of 6 years of experience and will consider loosingin the requirement. please reference amendment 00003 section M.5
L.10.5 55 Please clarify the meaning of section L.10.5 RESERVED.
Generic Contract language that does not relate to this requirement was ommited from this section; instead of renumbering all of the other sections. "L.10.5 RESERVED" was used instead as a place holder.
K.1 (a)(1) 44 Representations, Certifications, and Other Statements of Offerors or Respondents it indicates the NAICS code as 541611 for this contract and Section K.1(a)(2) states the small business size standard is $6.5 Million. Is this size standard correct? The SBA Table of Small Business Size Standards says that NAICS Code 541611 size standard is $15.0 million.
The offer is correct in their assessment this will be corrected in the solicitation Amendment
