SECTION C - Description/Specifications/Statement of Work
C.2 STATEMENT OF WORK - Severable Services
The Contractor shall furnish all of the necessary personnel, materials, services, facilities, (except as otherwise specified herein), and otherwise do all the things necessary for or incident to the performance of the work as set forth below:
Task 6 Operational, Administrative and Technical Support (OATS)
ANA requires the Contractor to provide qualified, efficient and well-trained staff to maintain and operate ANA's Help Desk, provide support to the ANA division directors as needed and provide IT database support.
Task 6.2 IT Support Activities
The Contractor shall:
a. As requested by the COR, provide technical assistance and support with hardware and software to ANA and on-site contractor staff.
b. Work with ACF IT staff to implement and/or maintain systems for grants management and administrative functions. These include, but are not all inclusive:
Grant Solutions and Automated Review Module (ARM).
c. Work with ANA program staff to implement and/or maintain systems for program management. A plan should be developed for quality assurance for obtaining 100% accuracy and on-time delivery. These include:
o Training and Technical Assistance (T/TA)Module - an online system for the COR to issue work Assignments and receive deliverables o Impact Evaluation Tool- an Adobe Forms system with supporting database o Survey Monkey - ANA uses this online tool for program evaluations and
"customer" feedback o SharePoint - a secure place to store, organize, share, and access information o Reviewer Database: a roster of qualified reviewers to serve on the panel
IRIS: an application screening database o Annual Data Report (ADR) – and Adobe Forms system with supporting database o Ad Hoc data pulls of data from Grants.gov and GrantSolutions to be used by ANA for analyses and policy development.
o Development of database to monitor internal due dates and track accomplishments for the Division Director’s and the Office of the Commissioner.
SECTION M - Evaluation Factors for Award
M.5 TECHNICAL EVALUATION CRITERIA – POINT METHOD
The criteria identified below will serve as the standard against which the technical proposal will be evaluated and identifies the significant factors which the Offeror should address in their proposals.
The evaluation of the Offeror's proposal shall be based upon the completeness and thoroughness of the proposal submitted. Proposals that exceed requirements will be rated more favorably in assigning points. The following criteria will be used to technically evaluate proposals and shall be weighted as indicated in establishing a numerical rating (maximum of 100 points obtainable) for all technical proposals submitted:

Factor 1 – Organizational Experience and Capacity = 40 Points Factor 2 – Implementation Approach = 30 Points Factor 3 – Personnel Qualifications = 30 Points Factor 4 - Section 508 Compliance Acceptable/Unacceptable
FACTOR 1 – Organizational Experience and Capacity 40 POINTS
The technical proposal should include a description of the offeror’s overall corporate capacity and the management plan for providing onsite services to support ANA’s IT needs, application processing, and panel review and grantee meeting logistics.
The evaluation team will be reviewing the technical proposal to ensure that the offeror has adequate facilities and equipment available for this project and sufficient access to information systems and networks. The technical proposal should demonstrate the offeror’s use of state-of-the-art mechanisms to avoid duplication of effort and efficiently carry out tasks related to delivery of services and publication and production activities. The Government is interested in the offeror’s proposal to use technology for on-going communication and collaboration. The Government is also interested in the offeror’s experience and capacity working with Native American communities and understanding the cultural nuances of this population.
Also evaluated in this category is the offeror’s self-appraisal. The offeror must provide an appraisal of the organization’s experience with and success in the targeted areas below:
• How has the organization supported the IT needs of a small government agency or program?
• Describe how the organization has effectively provided logistical support for panel review activities and/or medium-size meetings/conferences.
• Discuss the organization’s experience with managing, overseeing or supporting federal grant application processes.
• Describe the organization’s experience with working with Native American communities within ANA’s constituency base.
• Demonstration of a minimum of 6 years organizational (corporate) experience with Native American communities.
• Demonstration of a minimum of 5 years organizing and working with government panel review, including the recruitment of qualified panel review members.
• Provide examples of cost management techniques successfully used on previous projects.
FACTOR 2 – Implementation Approach 30 POINTS
In general, the technical proposal should demonstrate the offeror understands ANA programs and how they align with the mission of the Administration for Children and Families. No points will be awarded in this category if the proposal merely repeats back information from the SOW or ANA published materials.
The technical proposal should express the offeror’s ability to successfully fulfill the responsibilities and tasks outlined in the SOW. The offeror’s ability to successfully complete, on time and within budget, the contract requirements will be an important consideration for this criterion. The proposed methodology should show experience, clear processes, and creativity in accomplishing tasks. The offeror’s demonstrated understanding of the project and approach to implementation must be in the offeror’s own words and provide clear and succinct information that establishes the offeror understands the scope and objectives of the SOW.
The Government expects the proposal to address the complexities or intricacies of delivering the required services. The Government is also very interested in the offeror’s proven strategies, best practices, and new ideas to improve and support ANA services and programs.
Within this category, the evaluation team will also review the proposed Delivery Schedule and consider the offeror’s proposed performance standards and quality assurance surveillance plan (FAR 46.1003(a) and 46.401(a)). Also within this category, the Government will determine whether the Contract Hours by Task chart depicts an appropriate level of personnel assigned to each task and whether the assignments, as a whole, are consistent with the objectives of the SOW.
FACTOR 3 – Personnel Qualifications 30 POINTS
The technical proposal should clearly demonstrate that proposed staff have the academic and professional experience necessary to fulfill the tasks and positions described in the SOW. If the offeror is relying on resumes to demonstrate qualifications and experience, the offeror should ensure that the evaluation team is able to clearly identify the areas of expertise, basis for qualifications, and total years’ experience.
The technical proposal should also include a discussion of the organizational structure and management philosophy. It is critical for these contracts that the Government feels confident in the Contractor’s ability to coordinate and schedule personnel and to manage and communicate through clear lines of authority.
The offeror should demonstrate human resource techniques to effectively recruit hire and train staff and consultants with the appropriate qualifications and experience. The technical proposal should also include the offeror’s plan to attract and retain Native American professionals.
FACTOR 4 - SECTION 508 COMPLIANCE (ACCEPTABLE/UNACCEPTABLE)
In order to be evaluated as "Acceptable", the offeror must complete the HHS 508 Evaluation Template, the technical proposal must demonstrate compliance with the established EIT accessibility standards and the technical proposal must include a binding statement of conformance to the established EIT accessibility standards.
No points are assigned to this evaluation criteria and it will be evaluated as Acceptable or Unacceptable.
