Appendix A – Tech Specification for Service work for Turkey Track
12363N21Q4023
APPENDIX A Technical Specifications for Service Work Items
A. SCOPE OF THIS ACTIVITY
This item is for the mobilization of equipment for the clearing of the roads that will be used for timber removal in the project area.
Item No 2 Timber Stand Improvement (TSI) - cutting and skidding of small diameter trees.
Item No. 2 unit 3 average 17 trees/acre 277 acres.
A. SCOPE OF THIS ACTIVITY
This activity is designed to improve growing conditions and species composition for live conifers. Commercial sized trees designated with “Blue” marking paint ranging in size from 8 inches DBH through 11.9 inches DBH will be felled, skidded to a landing, and processed into logs. If any additional un-marked tress are included, they will be marked by the Forest Service with “Green” paint. Trees marked with “Orange” paint will not be cut.
Improvements will be protected and are shown on the contract area map. Biomass generated from this activity in these units may be salvaged, as agreed to by the Forest Service, and will be subject to applicable timber removal specifications as found in Appendix B.
B. TECHNICAL REQUIREMENTS
1. Desired Outcome:
The end result of this treatment is to promote forest health objectives. Thinning the Ponderosa pine and mixed conifer stands will be implemented to reduce the stand density to approximately 80 basal area and reduce the incidence of insects and diseases.
2. Technical Specifications:
a. Cut all trees that are designated for harvest with “Blue” marking paint ranging in size from 8 inches DBH through 11.9 inches DBH. Additional trees if included will be designated with “Green” marking paint by the Forest Service at time of removal. Unmarked trees or trees with orange paint are designated reserve trees.
b. The maximum allowable stump height for the cut trees is 12 inches measured from the high side of the tree.
c. Cut trees shall be felled at angles and directions to protect residual trees.
d. Skidding will occur on designated skid trails only.
e. All landings and skid trails will be preapproved by the Forest Service.
f. Cut trees shall only be processed at approved landing locations
g. Slash generated at landings shall be piled. Slash piles may not be positioned within 50 feet of any residual trees. Refer to Appendix B (RO-CT6.7#)
h. Any residual slash shall be lopped and scattered to a depth of no more than 24 inches in height.
3. Measurable Performance Standard:
a. All TSI trees designated for harvest ranging from 8 inches DBH through 11.9 inches DBH are cut and skidded to designated landings.
ACCEPTABLE QUALITY LEVEL (Applies to Item 2)
The Contractor shall maintain a plot system that provides inspections for cutting and skidding of the 8” DBH through 11.9” DBH trees. The plot system shall sample 5 plots for every 50 acres for the entire area treated. The contractor must maintain 99% AQL for full payment. Slash treatment quality must reflect full compliance with requirements.
Contractor shall inspect by unit in a format that meets the measurable performance standards of the contract.
Failure of the Contractor to provide tree cutting and skidding quality, will deem the Contractor’s quality control unacceptable and will result in payment for that unit based on results of the Government’s quality assurance.
If the Government’s results are objectionable to the Contractor, a re-examination may be requested in writing.
At no time shall the contractor rely upon Government inspections to provide notification of unsatisfactory performance.
The Contractor may improve cutting quality by re-working an area if they desire.
Government verification after the rework will be made in the same manner as the first verification. The Government will assess the Contractor the actual costs of conducting the additional quality assurance.
