STATEMENT OF WORK
The Occupational Safety and Health Administration's (OSHA)
Data Collection and Distribution Support
I. Purpose and Background The Occupational Safety and Health Administration's (OSHA) Office of Statistical Analysis (OSA) is responsible for planning, developing, and implementing an extensive statistical program that includes the collection, processing, analysis, and interpretation of information needed to support planning, operational, and management functions of OSHA. OSA meets the statistical needs of the Agency by:
defining the requirements for employer recording of occupational injuries, illnesses, and fatalities, and maintaining a consistent National recordkeeping system for 1.5 million private sector employers as required by the OSH Act;
providing analyses of existing sources of safety and health data;
identifying strategies to improve the availability and accessibility of information on occupational injuries, illnesses, and fatalities; and, performing research to develop new sources of statistical information on occupational injuries, illnesses, and fatalities and to measure OSHA's impact on their reduction.
Effective inspection targeting enhances OSHA's capability to affect occupational safety and health by directing its various programs toward employers with serious safety and health problems and to identify areas where the Agency's efforts will have the greatest impact. The contractor will maintain software systems that integrate and deliver data from various sources including the Bureau of Labor Statistics’, OSHA’s severe injury and illness reporting system, Dun and Bradstreet and McGraw-Hill Construction.
(Note: OSHA anticipates it will be developing and implementing a new injury and illness data collection system during the period of performance of this task order, contingent on the publication of a rule modifying 29 CFR Part 1904.41. Support for this collection will be conducted under a separate Task Order).
This work involves activities related to modifying software, updating databases, distributing data, and providing user support. Users include OSHA's National, Regional, and Area Offices, and the State Plan States. The task also includes activities involving the collection and compellation of data to support the Agency’s compliance efforts at the National, Regional, and Area Office levels. These data are used to set priorities as to where OSHA’s field staff is utilized. This includes the distribution of data for Construction and General Industry compliance efforts.
The Government Performance and Results Act (GPRA) became law in 1993. GPRA requires federal agencies to develop strategic plans, and annual performance plans and reports. The annual performance reports must provide information on the actual program performance achieved compared with performance goals expressed in the annual performance plans. The agency must report on an assessment of the results of a program activity compared to its intended purpose, the output and outcome measures and performance goals. To fulfill the requirements of GPRA, OSHA developed a strategic plan that specifies OSHA’s strategic goals, objectives and measures. OSA is responsible for the development and maintenance of a system to measure and report its performance related to the strategic goals, and objectives.
The Contractor provides assistance to the Agency in developing and maintaining systems to report on the Agency’s progress in meeting its goals as delineated in OSHA’s strategic plan. Each year the agency develops an operational plan to lay out the activities of the Agency related to its strategic plan. The operational plan activities are also tracked.
The Contractor also assists the Agency in maintaining its injury and illness recordkeeping program by providing support to develop tools and materials that assist employers in meeting their OSHA recordkeeping obligations.
II. Statement of Work The contractor will continue work on software systems that provide OSHA field staff with inspection related targeting lists and data. This includes the SST support website; the C-target website; the ListGen website; and the Establishment Specific Data System (EDS). This work involves those activities related to modifying the software, updating the database, distributing the data, and providing user support for the data distribution systems. Users include OSHA's National, Regional, and Area Offices, and the State Plan States.
The task also includes assistance in the collection, compilation, coding and analysis of data obtained through OSHA’s severe injury and illness reporting requirements.
The contractor will assist the Agency in developing, maintaining, and analyzing its performance measurement and reporting system and will provide ongoing support, analysis, outreach and training to assist the Agency in addressing performance measurement issues related to the Agency’s performance measurement efforts, including efforts to fulfill the requirement of the GPRA. The work will include the ongoing development and maintenance of the performance measurement system, which will include new functionality for the reporting system , updated data entry pages and reports for manual measures, an updated summary report comparing planned verses actual activities, documentation, and analyses. All modifications to the interface will be consistent with DOL Web template. The contractor will assist and will provide analytical support related to Strategic Plan and Operating Plan activities and development, including the establishment and analysis of performance measures. The task also includes ad hoc support for OSHA’s enforcement, compliance assistance, training and education, and performance measurement activities, including the collection, compilation, dissemination, and analysis of data to assist the Agency in carrying out its performance measurement tasks.
The contractor will provide software and analytical support of OSHA’s recordkeeping program.
III. Deliverables The maintenance of systems supporting OSHA’s field operations is done on a periodic basis. The construction site requires monthly updates. Other programs require the creation of databases to reside on a website when the program is initiated.
OSHA’s performance measurement system requires monthly updating with data, regular updating with manual-entry data, periodic changes reflecting changes in the goals and objectives, analyses of the performance measures, and documentation. Support for the FY 2016 operating plan, preparations and reporting for the FY 2017 plan, and development of the Strategic Plan will be required. Data will be collected, compiled, analyzed, and distributed in support of OSHA initiatives and efforts to carry out OSHA Strategic Plan and performance measurement tasks. Documentation of the performance measurement system will be provided
