Questions and Answers

Q1. What type of signal distribution (wiring) is currently in place?

A1. Copper coax

Q2. Are cables home run back to a single comm. room? If multiple Comm. rooms, how are they connected?

A2. Hardline backbone, w/ amplifiers & taps

Q3. Are there multiple buildings? If so, how are they connected?

A3. Yes, Hallway/Breezeway

Q4. Is there an available climate controlled room for two eq. racks of equipment to be placed?

A4. Yes

Q5. Can you provide a TV inventory which lists brand and model # of TVs?

A5. No, Several different brands/models are deployed. All will be using a direct coax connection with digital tuners.

Q6. Will there be an opportunity for a site visit?

A6. Yes, a site visit has been scheduled for January 22, 2018 at 9:00 AM EST at the National Mine Health and Safety Academy, 1301 Airport Road, Beaver, WV 25813.

Offerors must e-mail smith.mindy@dol.gov with the name(s) of the person(s) in attendance by January 18, 2017 at 12:00 PM EST. Individuals entering the facility must present a valid photo ID to gain access.

Offerors are urged to inspect the site where services are to be performed and to satisfy themselves regarding all conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the site constitute grounds for a claim after contract award.

Q7. Are all the drops located in one building, or multiple buildings?

A7. Multiple buildings

Q8. If in one building how many floors are in the building and how many drops are on each floor?

A8. There are approximately 209 cable television hookups at the NMH&S Academy in multiple buildings, spread throughout the campus to include Dormitory Rooms, common areas, Classrooms/Labs, Conference Rooms, Library, Auditorium, select offices, Gym and various other locations throughout the Academy. The facility is a non-typical structure.

Q9. Who is the current service provider?

A9. The incumbent contractor is Cequel Communications, LLC and the contract number is DOLB134R24946.

Q10. Does the current service require a set top box (STB) at each TV?

A10. No

Q11. Are all the TV’s in the facility identical? If yes what make and model are the TV’s?

A11. No, various brands/models

Q12. Is the existing wiring scheme “homerun” or “daisy chain”?

A12. Coax Hardline Backbone, w/distribution amplifiers & taps

Q13. If no STB is required is the current service broadcast in analog (NTSC) or digital (ATSC) format?

A13. Digital

Q14. Will a site visit be scheduled, if yes will it be mandatory to attend?

A14. Yes, a site visit has been scheduled for January 22, 2018 at 9:00 AM EST at the National Mine Health and Safety Academy, 1301 Airport Road, Beaver, WV 25813.

Q15. Can a 5 year contract be signed if it will allow for a discount on equipment or programming costs?

A15. The government contemplates award of a Firm-Fixed Price contract with 4 option periods to be evaluated and exercised annually at the discretion of the government.

Q16. Do the TV’s have a built in pro-Idiom tuner?

A16. Some may, most do not.

Q17. Is the requirement for HD or SD programming?

A17. HD

Q18. The channel lineup appears to have some “fill” channels, can it be streamlined?

A18. Yes

Q19. Who is the existing or current Provider?

A19. The incumbent contractor is Cequel Communications, LLC and the contract number is DOLB134R24946.

Q20. Will you allow satellite TV?

A20. The selected vendor must provide service across existing wiring. Construction nature of most of the buildings (24” poured concrete architecture) will not allow for simple re-wiring.

Q21. Are you getting all the 99 Channels with HBO on all TVs?

A21. Yes. Right now, HBO is inserted at the CATV demark. location, using a digital Radiant.
