JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE
1. IDENTIFICATION OF THE AGENCY AND CONTRACTING AGENCY:
Bureau of Labor Statistics Bureau of Labor Statistics Branch of Acquisition Management Office of Technology and Survey Processing 2 Massachusetts Ave, NE 2 Massachusetts Ave, NE Washington, DC 20212 Washington, DC 20212
2. NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED:
BLS intends to solicit from a single source, Innovative Systems, Inc. for their i/Lytics PostLocate & Geocoding software licenses.
3. DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S
NEEDS (Including the Estimated Value):
BLS communicates with Geocoded data which is produced by I/Lyics and which has the ability to modify/automatically correct addresses to meet USPS guidance and standards, identify proper county, MCD, or a congressional district association, and to assign longitude and latitude of each business establishment surveyed. The product geocoding accuracy exceeds 91%.
QCEW/OTCP uses these systems to process about 20,000,000 addresses every quarter. Other departments and groups have a similar usage of these processes. These abilities have been incorporated in many existing BLS processes and applications, and they are available in either automated mode, or could be obtained on-demand.
All existing BLS systems using these processes have their application interfaces precisely built in order to communicate with i/Lytics PostLocate, which would be impossible to replace with any other product currently on the market. Innovative Systems is the only provider of the i/Lytics PostLocate product and associated services.
The services include software, data, and periodic updates (Monthly – for address standardization, Quarterly – for geocoding), maintenance and support.
The estimated value of this support is $ 32,383.00.
4. AN IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING
OTHER THAN FULL AND OPEN COMPETITION:
As described in FAR 13.106-1(b), contracting officers may solicit from a single source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available.
Innovative Systems Inc. is the only vendor who provides the i/Lytics PostLocate product and associated maintenance.
5. A DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE
QUALIFICATIONS OR THE NATURE OF THE ACQUSITION REQUIRES USE OF
THE AUTHORITY CITED:
The BLS Office of Technology and Survey Processing (OTSP) has approved a standard list of hardware and software for use by all program staff and systems that meet operational and security requirements, and are fully supported. BLS system security configurations are customized specifically to accommodate standardized hardware and software, and introducing unapproved equipment could threaten the integrity of BLS data and systems. In addition, for effectiveness of operations, BLS local area network (LAN) user support roles are designed to support and maintain approved hardware and software.
The BLS is already using the latest Linux-based version of this product, which meets the DOL/BLS requirements of moving into open-source software platforms.
The software is efficient and cost-effective compared to the major competing products on the market.
6. A DESCRIPTION OF EFFORTS TO OBTAIN COMPETITION TO ENSURE THAT
OFFERS ARE SOLICITED FROM AS MANY POTENTIAL SOURCES AS
PRACTICABLE, INCLUDING WHETHER A NOTICE WAS OR WILL BE
PUBLICIZED AS REQUIRED BY SUBPART 5.2 AND IF NOT, WHICH
EXCEPTION UNDER 5.202 APPLIES:
This procurement will be publicized as required by FAR Subpart 5.2 on FedBizOps. Efforts will be made each year to determine whether other vendors exist that are capable of providing the support that is needed by BLS.
7. A DETERMINATION BY THE CONTRACTING OFFICER THAT THE
ANTICIPATED COST TO THE GOVERNEMENT WILL BE FAIR AND
REASONABLE:
The quote for $32,383.00 is acceptable based on the prices paid for the previous two years on DOL-BLS-16-P-0072 (FY16-$30,240.00) and 1625-OTS-17-NAT-0001 (FY17- $31,440.00).
Previous purchase were purchase from only one vendor who could supply the I/Lytic PostLocate.
8. A DESCRIPTION OF MARKET RESEARCH CONDUCTED (PART 10) AND THE
RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS
NOT CONDUCTED:
The Contract Specialist conducted market research by reviewing previous contracts completed at the Bureau of Labor Statistics for purchases similar in nature. The appropriate market research was conducted when BLS OTSP determined this product to be approved and certified.
Technical data packages, specifications, engineering descriptions, statements of work, and purchase descriptions are not applicable to enable full and open competition for this procurement at this time. Market research confirmed that Innovative Systems is the sole source provider for software and maintenance needed by BLS.
9. ANY OTHER SUPPORTING FACTS SUPPORTING THE USE OF OTHER THAN
FULL AND OPEN COMPETITION:
N/A
10. A LISTING OF SOURCES, IF ANY, THAT EXPRESSED, IN WRITING, AN
INTEREST IN THE ACQUISITION:
N/A
11. A STATEMENT OF THE ACTIONS, IF ANY, THE AGENCY MAY TAKE TO
REMOVE OR OVERCOME ANY BARRIERS TO COMPETITION BEFORE ANY
SUBSEQUENT ACQUISITION FOR THE SUPPLIES OR SERVICES REQUIRED:
