ATTACHMENT 4: PERSONNEL QUALIFICATIONS
Attachment 4 SOURCE SELECTION SENSITIVE
SEE FAR 2.101 AND FAR 3.104
The following personnel qualifications represent the minimum desired qualifications in terms of education and experience for personnel under this contract. The contractor shall propose its own staffing plan to include labor categories, including qualifications for various levels of expertise and FTEs for each, as described at Section L of the RFP and as part of each subsequent Individual Task Order proposal. Additional requirements may be defined at the time of issuance of Individual Task Order RFQs.
FINANCIAL SUPPORT
Business/Financial Management: Support to DSO will consist of a mix of junior, mid-level, and/or senior financial managers possessing expertise or equivalent education in financial monitoring and execution. Experience with DoD financial systems to include creation of Military Interdepartmental Purchase Requests (MIPRs) and Purchase Requests (PRs) is desirable. Experience with creating authorizations and vouchers in Defense Travel System (DTS) is also desirable.
Budget Formulation: Support to DSO will consist of senior budget personnel possessing expertise or equivalent education in budget formulation to include forecasting and execution.
Experience with the President’s Budget process to include preparation of Program Objective Memoranda (POMs), R&D Descriptive Summaries (RDDS), and the Budget Estimate Submission (BES) is highly desirable. Background in DoD R&D and/or systems acquisition is also desirable.
ACQUISITION SUPPORT
Contracting Support: Support to DSO will consist of a mix of junior, mid-level, and/or senior contract specialists possessing expertise or equivalent education in contract negotiation and management. Knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS) is highly desirable. Experience negotiating and managing cost reimbursement R&D contracts, grants, and agreements is desirable. Experience with DoD’s Standard Procurement System (SPS) is also desirable.
Broad Agency Announcement Support: Support to DSO will consist of a mix of junior, mid-level, and/or senior BAA managers possessing expertise or equivalent education in the creation of BAAs and processing receipt of proposals. Strong research and policy interpretation skills are desirable.
ADMINISTRATIVE SUPPORT
Support to DSO will consist of a mix of junior, mid-level, and/or senior personnel. Junior to mid-level personnel will possess basic office management skills to include management of calendar, phones, filing and organization, correspondence, note taking, and travel planning.
Strong computer skills to include expertise in Microsoft Office suite is strongly desirable.
Ability to spell and use proper grammar is also highly desirable. Experience with creating travel authorizations and vouchers in Defense Travel System (DTS) is desirable.
In addition to the above, senior personnel will also possess creativity, foresight, and mature judgment and must possess the ability to anticipate, research, and solve problems. Senior personnel will possess the ability to provide seasoned advice to office leadership regarding office management matters to include special projects undertaken by DSO.
BRIEFING SUPPORT
Support to DSO will consist of junior, mid-level, and/or senior personnel who possess a combination of creativity and understanding of technical content in order to visually convey a highly technical message to a potentially non-technical audience. Briefing support personnel will be experienced users of various graphics software and also possess expertise in the use of Microsoft PowerPoint and Excel. Experience preparing briefings for an R&D audience is desirable. DARPA briefing experience is highly desirable.
MEETING SUPPORT
Support to DSO will consist of junior, mid-level, and/or senior meeting and conference planners possessing expertise or equivalent education in handling the logistics associated with large meetings, i.e. 100+ individuals. Experience planning and managing virtual meetings is desirable.
Knowledge of government statutes, DoD regulations and policies, and GAO decisions pertaining to hosting meetings and conferences is highly desirable.
PROGRAMMATIC SUPPORT
Support to DSO will consist of a mix of junior, mid-level, and/or senior personnel possessing expertise or equivalent education in program management and execution. Experience in managing R&D programs from inception to closeout is desirable. Expertise in the use of Microsoft Word, PowerPoint, Project, and Excel is highly desirable.
TECHNICAL SUPPORT
Front Office SME Support: Support to DSO will consist of senior subject matter experts (SMEs) who possess a depth and breadth of knowledge covering multiple areas/disciplines of science and/or engineering as well as the mature judgment required to advise senior government personnel. Strong written and oral communication skills are required. Experience with basic and applied research and prior experience as a DARPA Program Manager or senior SETA contractor is highly desirable. Experience managing R&D programs from inception to closeout is also highly desirable.
Mathematics, Modeling & Design: Support to DSO will consist of a mix of junior, mid-level, and/or senior scientists and/or engineers possessing expertise or equivalent education relevant to research into mathematics, modeling and/or design. Examples of related areas of expertise may include the following: stochastic processes, statistics, algorithm development, complexity theory, game theory, topology, quantification of uncertainty, computer science, data modeling, computer vision, etc.
Physical Systems: Support to DSO will consist of a mix of junior, mid-level, and/or senior scientists and/or engineers possessing expertise or equivalent education relevant to research into the development of physical systems. Examples of related areas of expertise may include the following: chemistry (to include organic synthesis), chemical engineering, physics (to include nuclear and quantum), optics, materials science, materials engineering, mechanical engineering, structural engineering, climate science, etc.
Human-Machine Systems: Support to DSO will consist of a mix of junior, mid-level, and/or senior scientists and/or engineers possessing expertise or equivalent education relevant to research in the interaction between humans and machines. Examples of related areas of expertise may include the following: Biology (to include neuroscience, psychology, sociology), autonomy, mechanical engineering, computer science, computer vision, human factors engineering, intelligence theory, game theory, computer learning, etc.
