Question # Question Answer

Under #6. Contract Requirements, “and Attachments 2 and 3, for anticipated Task Orders Statement of Work” Are these sample task orders or will these be awarded in conjunction with the IDIQ award?

The government intends on awarding the task orders associated with attachments 2 and 3, yet the government does reserve the right to also not award them at the time of award of the IDIQ.

Under #8.1 Instructions to Offerors, C Organization, 3. Management Approach, The Offeror shall also provide a Quality Assurance Plan that details how they plan to accomplish the tasks presented in the SOW.

A detailed Quality Assurance Plan will consume a substantial amount of the 50 page limit for the Technical Volume. Will the government consider allowing the Offeror to include the Quality Assurance Plan in an Appendix and exclude it from the 50 page Technical Volume page limit?

The Quality Assurance Plan shall be included as an appendix and will not count against the 50 page technical proposal limit.

Under #8.1 Instructions to Offerors, C Organization, 5. Submission of Organizational Conflict of Interest Plan, “The Offeror shall submit, along with its business/cost proposal, an Organizational Conflict of Interest Plan…” The OCI Plan is not listed as a required element in the Price Volume (page 4), please confirm the OCI Plan should be included in the Price Volume.

This is a miss statement of the government. The OCI plan is not to be a part of the Business/Cost Proposal, but part 5 of the Technical Proposal.

The requirement is to be restated, "The offeror shall submit an Organizational Conflict of Interest Plan describing the mitigation strategy...."

8.2 Submission – Due Date/Manner of Submission, “Offerors shall submit proposals ….no later than June 6, 2016 1:00pm Eastern” The due date of June 6, 2016 is past due. Would the government consider extending the submission date to 25 July 2016? Honoring the intent of FAR Subpart 6.1, it is to the advantage of the government to administer a fair, full, unbiased, and open competition allowing the marketplace ample time to provide a quality innovative technical and price proposal response to the Request for Proposal, Public Education Campaign Evaluation (16-233-SOL- 00027). The scope, size, and complexity of this solicitation necessitates at least 30 days as the ample amount of time to pull a response together. The 30 day timeframe will allow non-incumbent Offerors to develop a qualified response as well. With fair full and open competition at cornerstone of the federal acquisition system and understanding fair, full and open competitive contracts can save money, improve contractor performance, reduce protests, and promote accountability for results, please confirm a proposal due date extension from July 6, 2016 to July 25, 2016. When federal agencies open their contracts to competition, they frequently realize savings

The government has taken the recommendation under advisement, and will provide 30 days from the date of RFP submission for response Therefore, the due date for Proposal Responses shall be no later than July 13, 2016 1:00pm ET.

Under Attachment 1, “Detailed information, such as the campaign target audience, will be specified by the COR prior to development.”

Can the government please share information around FDA colleagues who will be involved with this specific solicitation in working with the designated COR establishing items such as campaign target audiences?

At this time, the individuals involved with the specific work at the government/program level is not set. Therefore, no FDA colleagues can be provided.

Under Attachment 2, “A complementary evaluation study, “Evaluation of the FDA’s Public Education on Teen Tobacco (ExPECTT)… from November 2013 – December 2015.”

Can the government please share whether CTP partnered with a contractor for ExPECTT and if so, who that contractor was and whether that contractor is involved in other recent CTP campaign evaluations?

FDA partnered with RTI International to develop and implement ExPECTT. RTI International is also involved with the evaluation of the Fresh Empire campaign and the This Free Life campaign.

This procurement requires a Subcontracting Plan. Since this is an IDIQ, offerors do not know what tasks are to be performed over the life of the IDIQ, and therefore, there are no dollars on which to base subcontracting goals. May offerors submit a plan with percentage goals only, and show the dollar goals as TBD?

Yes, the plan may be submitted with percentage goals at the overarching IDIQ level.

Are we to assume that the subcontracting plan will be measured at the IDIQ level, using the aggregate of all Task Orders awarded? The subcontracting plan will be measured at the base IDIQ level.

Regarding section 5 of attachment 1, which of the deliverables specified in attachments 2 and 3 must be 508 compliant? What else would be considered a product that would be subject to the accessibility standards at 36 CFR 1994?

Are computer-assisted-self-interviews, web surveys and social media advertisements for web survey participation considered products that are subject to the accessibility standards at 36 CFR 1194?

Computer-assisted-self-interviews, web surveys and social media advertisements for web survey participation are not considered products that are subject to the accessibility standards at 36 CFR 1194.

Attachment 4, Base IDIQ Pricing Worksheet, has a table for Materials/Other Direct Costs. Given that it is unknown the exact materials and other direct costs that will be necessary on task orders, is it acceptable to propose that any materials and other direct costs will be proposed at the task order level once the exact statements of work are known?

Attachments 2 and 3 are reflective of the work under this IDIQ. The government requsts that all costs which may be fixed (Labor rates, Materials, and ODCs) be presented on the Base IDIQ Pricing Worksheet.

Price Volume instructions indicate that formulas in the Excel attachments cannot be altered. However, pricing tables for both task orders only have columns for one labor rate. With both task orders spanning 4 years, is it acceptable for bidders to update the pricing tables to show labor rates for 4 years that follow the escalation proposed in the Base IDIQ Pricing Worksheet?

For the pricing tabes associated with Attachements 2 and 3, each should be expanded to include 4 years of performance utilizing the rates from the Base IDIQ Pricing Worksheet for Labor, Materials and ODCs.

Does FDA expect resumes to be included in our responses to the IDIQ and/or specific call orders? If so, should they be included in an appendix that does not count towards the 50 page technical page limit?

Would the Government kindly provide the past performance questionnaire referenced in this solicitation? See attachment to this amendment.

14 Would the Government accept CPAR evaluations completed within the last 3 years in lieu of asking references to fill out past performance questionnaires?

The government would prefer CPAR evaluations over Past Performance questionnaires. If the CPAR evaluations are in PPIRS, all the offeror is required to do is provide the government with the contract number associated with the CPAR evaluations.
