Scientific Computing Technical Scenario #1

REVISED 06/08/2016

Data Normalization and Analysis Scenario

The Center for Tobacco Products (CTP) receives numeric data sets that may be organized differently from each other and may be in different formats (excel spreadsheets, SAS data files, comma delimited files, OCR’d pdf files). CTP needs to combine those different data sets into one analyzable dataset.

CTP receives data from the Harmful and Potentially Harmful Constituents (HPHC) submission, the Substantial Equivalence (SE) submission, and the Ingredient submission for an individual product. The data needs to be analyzed for an individual product as part of the regulatory assessment.

The data may not have had any machine validation; data is in the format in which it was submitted. There are variations across the received data sets. The column headings may differ but the data is meant to be the same or the column labels may use the same words but seem to include different data. Units of measure may be different across the data sets or even within a data set. A column labeled grams may have an entry of “24 milligrams”.

Data from the SE submission is in a .pdf file that is not in a tabular format. One government subject matter expert is available (1 FTE) to provide clarification on terminology and scientific interpretation.

Data Characterization:

The Ingredient dataset contains 75 columns (25 ingredient elements and 50 product metadata elements). The HPHC dataset contains 100 columns (50 HPHC elements and 50 product metadata elements). The SE data contains both ingredient data and HPHC data along with additional data on product engineering. There is a unique subject identifier

(primary) and secondary keys to allow queries across the various domains of data.

The resulting analytical data sets may need to be analyzed using SAS, R, and possibly other statistical or graphics tools.

The requirement is to combine three disparate data sets into one analyzable dataset that can be further stratified for analysis of subsets.

The project must be completed within two months.

Requirements:

Data samples are not available at this time.

The Offeror is required to respond to the following:

Scientific Computing Technical Scenario #1

REVISED 06/08/2016

Clearly document any assumptions upon which your scenario response is based.

Describe the data normalization process required to create the analyzable dataset and the validation procedures used to ensure data integrity.

Describe the data storage recommendation to enable future analysis of the data.

Prepare a schedule that addresses all activities and associated deliverables required to complete the objectives of this scenario. Identify which labor categories including skill sets, associated experience and staffing levels (level of effort) are required to execute each task.

Describe the data standards imposed on the development of the analyzable data sets.

Identify potential technical, programmatic, and/or business issues and risks inherent in the scenario and provide approaches for their resolution or mitigation.

Discuss the leading service delivery and performance management practices, drivers, and associated metrics that are key to fulfilling the requirements of this scenario.
