About this file
This is a Questions and Answers document issued by the Virginia Department of Transportation for IFB 161199, a ditch cleaning services contract for the Franklin Residency. The document addresses six clarification questions submitted by prospective bidders regarding project requirements and expectations. Key service components include ditch maintenance operations, traffic control management, erosion and sediment control implementation, and equipment specifications. The contractor is responsible for providing all traffic control operations, including signs, flagging equipment, certified flaggers, cones, and transport vehicles in accordance with the Virginia Work Area Protection Manual. Equipment specifications require 800 series ditch cleaning trucks, representing an update from previously outdated 200/30 series models. Contract operations are expected to commence upon contract execution, with Superintendents available to serve as points of contact for early morning communications.
The contractor shall assume responsibility for all traffic control operational costs, erosion control material supply and placement, and site-specific erosion and sediment control measures as outlined in the Virginia Erosion and Sediment Control Plans. Erosion control materials fall under Commodity Code 08585 and include various options such as silt fencing, asphalt, biodegradable paper, burlap, excelsior, jute, and straw, with specific requirements determined on a case-by-case basis by project Superintendents. Bidders are responsible for independently identifying nearby landfill facilities capable of accepting excavated dirt materials. All associated costs for traffic control, erosion control, equipment provision, and operational expenses must be included in bid pricing.

Questions and Answers
IFB 161199
Question 1:
For the traffic control items, does the Residency expect to use arrow boards, crash trucks, full lane closures with cones, barrels, etc. for any of the planned work? If so, would any of the items beyond flaggers, rumble strips, and appropriate flagging signage be expected to be provided by the contractor?
Answer:
Section IV.G: The contractor shall be responsible for all traffic control operations. The Contractor shall provide all necessary signs, sign stands, flags, certified flaggers, cones and all transport vehicles needed to place these devices to contract traffic within the work zone. The Contractor shall be responsible for the proper erection and placement of all traffic control devices in accordance with the current Virginia Work Area Protection Manual.
The Contractor needs to provide traffic control, and all traffic control operational costs shall be included in the bid price.
Question 2:
The Ditchmaster 400 and 700 series trucks are, in our experience, just as capable and more efficient. It is our hope that one of either latter model will suffice but would like to clarify.
Answer:
This was updated to 800 series as the 200/30 was outdated. We need to stick with updated equipment.
Question 3:
Are there county landfills (crucially, ones that will accept dirt) nearby for most locations?
Answer:
Bidders need to call around and find out this information.
Question 4:
Can it be guaranteed that there will be an available POC for early morning calls?
Answer:
The Superintendents’ names and numbers will be provided for you to call them if necessary.
Question 4:
When would the Residency be looking to begin operations?
Answer:
Once the contract is executed.
Question 5:
For erosion control items, “asphalt” is listed, what does that mean? Supply crushed asphalt? Also, biodegradable paper, burlap, excelsior…we have never had to use anything other than jute matting/staples and seed (The latter is not mentioned).
Is this boilerplate language or would we be expected to provide any of these items? Silt fencing is including in the item language but is also listed as a separate line; that leads me to believe the erosion control item is likely more limited in scope but again - want to verify. Is one line item for labor and the other for materials supply cost perhaps?

Answer:
Commodity Code 08585 is a category that includes all items for Soil Erosion Sheeting Materia like Silt Fencing, Asphalt, Biodegradable Paper, Burlap, Excelsior, Jute, Straw, etc. The items listed cannot be changed.
Question 6:
How extensive is the silt fencing expectation? I’m assuming they are talking about standard V-structures placed in front of outfalls or certain other conveyances?
Answer:
Section IV.A.5: During and at the completion of the work, the Contractor shall prevent site soil erosion, the runoff of silt and/or debris from the site in accordance with the applicable requirements and standards of the Virginia Erosion and Sediment Control Plans by VDOT Management for each job site and will be required to place erosion methods as outlined in the plans as directed.
Therefore, this will be determined at each location on a case-by-case basis. Typically, the Superintendents complete the E&S Plans.
