Pre-submission Inquiry Questions and Responses:

1. Will the closing date for the aforementioned bid be extended for questions and answers?

Answer: An extension of the due date will not be executed.

2. Their (OJC’s) Screening cutoffs are very high, so they will not capture as many employees who may be using drugs as compared to our screening cut off levels.

Answer: Screening cutoffs are as noted in the Solicitation.

3. They (OJC) specifically ask for Gas Chromatography/ Mass Spec. This technology is a bit antiquated. We use Liquid Chromatography/ Mass spec, which is more expensive and accurate.

Answer: Please refer back to the specifications listed in the solicitation.

4. Their cut off levels for confirmation are very high as well, so they won't identify as many employees that are using drugs. Here are a few examples of what they ask for vs what our cut off levels are:

Answer: Please refer back to the specifications listed in the solicitation.

5. Can I have an estimate or reference of previous contract amount for that services?

Answer: This information will not be provided.

6. Can testing be subcontracted for HIV testing and chlamydia?

Answer: No.

7. Are screens and confirmations needed for toxicology?

Answer: The contracted lab shall adhere to federal standards and guidelines for toxicology testing.

8. For HIV testing is a rapid test or blood draw?

Answer: Blood draw.

9. Is Chain of Custody required for the toxicology testing? If yes, is there an opportunity for the Contractor to create two separate contracts? One for the clinical testing and another for the toxicology testing.

Answer: Yes, the Chain of Custody is required for the toxicology testing. There will only be one contract.

10. Section B.1 Contract Type is listed as Time and Materials (T&M). However, our fees are billed at the test level and not billed based on labor rates or materials costs. We believe this type of contract is not applicable for the type of services we will provide. Please clarify.

Answer: Tests shall be billed per test as materials. Meetings, and Training and Education shall be billed as time.

11. When can we expect responses to bidders questions?

Answer: The responses are hereby provided as part of amendment 0001 to the solicitation.

12. Section B.2 - Price Schedule - There are descriptions and subtotal amounts for

“Meetings” and “Training and Education”. Please explain what these are.

Answer: The detailed definitions are under section Work Area 5 as well as the Education and Training section.

13. Section C - Requirements / Performance Work Statement

- Do each of the Job Corps Centers currently have the Abbott ID Now testing instrument or will the contracted lab need to provide this equipment?

- Will the contracted lab need to provide just the testing supplies for the Abbott ID NOW test?

- With the COVID-19 public health emergency expiring on May 11, 2023 do you anticipate the testing volumes for COVID-19 and Influenza provided in this solicitation decreasing? If so, what would be the anticipated annual volume?

- Would you consider submitting samples for COVID-19 and Influenza to the contracted lab for testing in place of the Abbott ID NOW test?

Answer: All Job Corps centers currently have at least one Abbott ID NOW testing instrument. As stated in the RFP, the contracted lab may need to provide replacements in the future. COVID-19 and Influenza testing requirements may change and future needs are unknown. The current requirement for testing COVID-19 and Influenza remains as stated in the RFP.

14. Please clarify. The inclusion of FAR 52.216-31 and FAR 52.216-8 seems out of place for this contract which has previously operated as a Firm Fixed Price contract based on the bid price for each type of test ordered and forecast quantity of tests + ODCs. Further, the Instructions to Vendors (E.1) instructs vendors to submit pricing according to Schedule B.2 in an excel spreadsheet as the Volume III submission. Schedule B.2 is set up clearly as a Firm Fixed Price type schedule. It is unclear what (If Any) contract line items are expected to be priced under either FAR 52.216-31 or FAR 52.216-8.

Answer: As stated in the RFP 1605C2-23-R-00001, the Government will be awarding a Time and Materials (T&M) type contract as a result of this solicitation. The vendor shall submit pricing according to Schedule B.2 in an excel spreadsheet as the Volume III submission. The Quantities in Section B.2 are the Maximum forecasted for each type of test. Actual total invoiced quantity for each year will be less than this Maximum quantity.

15. Do the OJC centers already have COVID-19 supplies and materials? If so, what COVID-19 supplies and materials are on-site at the locations? Will the materials and supplies need to be replaced regularly and who will accrue the charges and costs?

Answer: Job Corps centers currently have COVID-19 testing supplies. As stated in the RFP, the successful contractor shall provide additional testing supplies. The Government may adjust quantities and types of tests needed and realign the budget accordingly.

16. Will the Government pay for the initial supplies such as centrifuges and additional supplies?

Answer: The Government reviews and approves monthly invoices based on services and materials received. The Government does not pay in advance or provide financing for services or materials not received.

17. Does the Government currently have Abbott ID boxes at the sites? And if so, can those be utilized under this agreement?

Answer: See responses to questions 13 and 15.

18. Will the Government pay for Abbott ID Boxes?

Answer: The Government reviews and approves monthly invoices based on services and materials received. The Government does not pay in advance or provide financing for services or materials not received.

19. Is there a chance that the government will not perform or request all the COVID-

19 tests in the forecast quantity?

Answer: Yes, that is a possibility.

20. On the Covid-19 testing- are there PCR tests as well?

Answer: PCR tests are not part of the current requirement.

21. The listed volume for each test in the solicitation, are these numbers pre, post, or during the COVID-19 pandemic volume?

Answer: Estimates are based on all of the above.

22. Would the following COVID-19 Supplies listed above to be allowed to be line itemized in order to provide accuracy and more cost-efficient pricing for each product request? If so, would you be able to provide the volume for each item per Period of Performance?

Ref: PWS Work Area 4 – COVID-19 and Influenzas Testing and Supplies Services, Page 17 “The Contractor shall provide up to 100,000 COVID-19 and Influenza tests and supplies per contract year. Examples of such tests are Rapid Nucleic Acid Amplification (NAAT), Rapid Antigen, Polymerase Chain Reaction (PCR), and Rapid ID NOW Influenza (e.g., Abbott ID NOW or Abbott BinaxNOW).”

Answer: Additional information concerning the volumes will not be provided.

23. In the RFP GC/MS is the required method for the toxicology testing. We wanted to confirm that is correct and also check if LC/MS testing would be an acceptable method for testing?

Answer: The requirement is as stated in the RFP (to use Gas Chromatography/Mass Spec).
