PART II – EVALUATION FACTORS FOR AWARD

The Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. The evaluation factors are: 1) Technical Capability; 2) Past Performance; 3) Price.

Evaluation may be made with or without discussions with the offeror(s). Technical Capability and Past Performance, when combined, are considered to be equal to Price.

1) TECHNICAL CAPABILITY – Technical Capability shall be presented to the Government in written format. The specific technical evaluation sections listed below shall be clearly and fully addressed in the technical proposal. The responses to each section listed below must contain an adequate description of the services being offered in sufficient detail for the Technical Evaluation Board (TEB) to determine if the offeror can meet the requirements of the solicitation.

The Technical Capability criteria below will be used by TEB members to comparatively evaluate each offer:

Describe your firm’s understanding of the scope required by the Statement of Work.

Describe your firm’s technical ability to provide cellular services meeting the minimum requirements listed in the Statement of Work. Describe projects which are similar in scope, size, and complexity which your firm has performed within the past three (3) years. This shall include any related projects with other Federal Government Agencies.

Describe your firm’s technical ability to provide Virtual Private Network (VPN) services meeting the minimum requirements listed in the Statement of Work. Describe projects which are similar in scope, size, and complexity which your firm has performed within the past three (3) years. This shall include any related projects with other Federal Government Agencies

Technical Capability will be scored on a four (4) level adjectival rating scale:

Adjectival

Rating Definition

Exceptional

The proposal is exceptional in all respects and demonstrates an outstanding understanding of the Government’s requirements, and contains an approach that significantly exceeds the solicited performance/capability standards. The proposal does not contain any type of weaknesses (including significant) or deficiencies, and there is a high probability of success (and minimal) risk that this Offeror would fail to meet the Government’s requirements.

Good

The proposal demonstrates a good understanding of the Government’s requirements and contains an approach that exceeds the solicited performance/capability standards. The proposal does not contain any significant weaknesses or deficiencies, but may contain minor correctable weaknesses that are offset by one or more strengths that will benefit the Government. There is a strong probability of success and

USMS Mobile Device Management Requirements 5 | P a g e little risk that this Offeror would fail to meet the Government’s requirements.

Acceptable

The proposal meets all of the Government’s minimum requirements.

The proposal has one or more weaknesses that are not offset by strengths, but does not contain any deficiencies. There is a reasonable probability of success and some risk that this Offeror would be able to meet the Government’s requirements.

Unacceptable

The proposal contains one or more errors, omissions or deficiencies that fail to meet the Government’s minimum requirements. There is an unacceptably high degree of risk that this Offeror would be able to meet the Government’s requirements. Any proposal that receives this rating will not be considered for award.

2) PAST PERFORMANCE – The offeror is required to provide past performance data for similar or relevant Government or Commercial contracts worked within the past five (5) years by submitting two (2) different sources to enable the Government to verify their Past Performance.

Offerors shall have two (2) of their previous customers complete the Past Performance Questionnaire (Attachment A). The assessment of the offeror's past performance will be used as a means of evaluating the relative capability of the offeror.

In investigating an offeror's performance, the Government will consider the information provided by the offeror, information obtained from other sources, including past and present customers and their employees; other Government agencies, including state and local agencies; consumer protection organizations and better business bureaus; former subcontractors; and others who may have useful information.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance (see FAR 15.305 (a)(2)(iv)). Therefore, the offeror shall be determined to have unkown past performance. In the context of acceptability/unacceptability, “unknown” shall be considered a “PASS” past performance.

The offer will be evaluated on the currency, size, scope, and responsibilities of the offeror in engagements relevant to the requirements detailed in this SOW. The Government will evaluate overall customer satisfaction through information submitted in the Past Performance Questionnaire, assessments from the Past Performance Information System (PPIRS), and any other Federally managed exclusion list. The Government will also evaluate promptness and effectiveness of any necessary corrective action.

Past performance will be evaluated on a five (5) level adjectival rating scale.

The assessment of the offeror's past performance will be used as a means of evaluating the relative capability of the offeror. Past performance must reflect that work performed in the past five (5) years was satisfactory or better, as well as indicate a specific rating of satisfactory or better on meeting the performance schedule.

Based on the past performance data provided in the Past Performance Questionnaire, PPIRS, and any other Federally managed system, the Government will assess performance risk using the following scale:

ADJECTIVAL

RATING

DEFINITION

PASS

The offeror has demonstrated a satisfactory or better performance on work similar in nature to the requirements detailed in the RFQ for at least two (2) Government and/or commercial contracts within the past five (5) years. At least two (2) different references completed and submitted the past performance questionnaire (PPQ) on behalf of the offeror, and provided a specific rating of satisfactory or better in meeting the performance schedule. In lieu of two (2) PPQ, the offeror has satisfactory, or better ratings in www.PPIRS.GOV.

FAIL

The offeror does not have an acceptable past performance record for the requirements identified in the RFQ and/or at least two (2) different references did not complete and submit the past performance questionnaire on behalf of the offeror. In addition, there are no satisfactory, or better, ratings in PPIRS.GOV.

UNKNOWN

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the offeror may not be evaluated favorably or unfavorably on past performance. Therefore, the offeror shall be determined to have unknown past performance. In the context of Pass/Fail, “Unknown” shall be considered “Pass.” The

USMS Mobile Device Management Requirements 8 | P a g e

Government may also use past performance information obtained from sources other than those identified by the offeror to verify that the offeror does not have a past performance record. Information may be obtained from PPIRS, which functions as the central warehouse for performance assessment reports received from several Federal performance information collection systems.

3) PRICE – Each Price Proposal will be evaluated on the basis of price reasonableness. This evaluation may include, but is not limited to a comparison of the proposed price with the prices proposed by other offerors, the Government’s estimate, consideration of current prices being paid for the same or similar services, current market conditions, as well as other relevant measures.

This factor shall be addressed in the solicitation's Price Schedule.

AWARD:

The contract will be awarded to the offeror whose quote contains the combination of evaluated factors (i.e. Technical Capability, Past Performance, and Price) that is most advantageous to the Government.

The Government will perform a trade-off analysis, taking the established factors into account. The trade-off determination entails an assessment by the Government, in which, Technical Capability and Past Performance (when combined) are equal to Price.

All responsible sources that can meet the requirements and provide items as listed above may respond to this solicitation by submitting a price quote and technical proposal. To be eligible for award under this solicitation, the offeror must be listed with active status on the System for Award Management website -www.SAM.Gov .

The Government reserves the right to award a contract without discussions if the CO determines that discussions are not necessary. Accordingly, it is strongly suggested that each offeror initially submit their most favorable technical terms and pricing to the Government. If discussions are necessary, the discussions will allow the Government to clarify and discuss information provided in the written proposals, address any significant weaknesses and deficiencies, and gain additional information concerning the offeror’s proposal. The Government reserves the right to call for discussions, proposal clarifications, and or revisions at any time as may be determined to be in the Government’s best interest and in accordance with the FAR.
