About this file
This document is a Sole-Source Justification for the acquisition of CEIA USA SMD600PLUS and SMD601PLUS metal detectors. The Bureau of Prisons is awarding a contract to CEIA USA LTD for $221,869.00 under Solicitation Number 15BPCC24P00000011 for the CEIA metal detectors. The justification indicates that the CEIA detectors are the only products that can meet the agency's requirements, as they are proprietary and designed to capture the metal signature of each inmate. CEIA USA is the sole provider authorized to supply, service, and support these metal detectors, including providing parts and components. The Bureau of Prisons currently has a maintenance and support agreement with CEIA USA, which would be an additional expense if alternative vendors were used. The Contracting Officer has certified that the facts and representations provided justify the sole-source acquisition in accordance with FAR 13.106-1(b)(1).

4. Specific characteristics of the CEIA USA metal detectors that limit the availability to a sole-source, is the need for a metal detector that captures a metal signature of every inmate assigned to the institution where they are installed. The CEIA 600 PLUS and the 601 PLUS WTMD provide this requirement. Only this suggested source can furnish the requirements, to the exclusion of other sources, because as verified with CEIA USA, they design, manufacture, repair and performance capability is unique and proprietary to CEIA USA.

☐ The material or service must be compatible in all aspects
(form, fit, and function) with existing systems presently installed.
☒ A patent, copyright, proprietary data, or licensing agreement limits competition. The proprietary data are described as follows:
The CEIA 600PLUS and the 601PLUS are unique and proprietary to CEIA USA. CEIA is the only provider available to supply, service and support these metal detectors, to include parts and components of the CEIA 600PLUS and 601PLUS metal detectors.
☒ These are "direct replacement" parts/components for existing equipment.
CEIA 600PLUS and 601PLUS metal detectors are currently utilized by the Bureau of Prisons.
☒ Other information to support a sole-source buy:
CEIA USA currently has a maintenance and support agreement with the Bureau of Prisons. This blanket purchase agreement is for and extended warranty, parts, and repairs, which would be an additional expense for one year of Professional Services if the CEIA USA parts and services were to be acquired separately.
TECHNICAL AND REQUIREMENTS CETIFICATION:
I certify that the facts and representations under my cognizance, which are included in this justification and form a basis for this justification, are complete and accurate to the best of my knowledge.

CONTRACTING OFFICER’S CERTIFICATION AND APPROVAL:
I certify that statements checked, and information provided above, are complete and correct to the best of my knowledge. In accordance with FAR 13.106-1(b)(1), and the Bureau of Prisons Acquisitions Policy, BPAP 13.302-70, the facts of this acquisition preclude the use of full and open competition.
