Dyslexia Reading and Spelling Program
Questions and Answers
1. Is this a new or follow-on contract? If a follow-on, please provide the incumbent name and contract number. New
2. Can you provide the RFQ files in searchable PDF documents or the original Word docs?
What is available is in BetaSAM,gov for the solicitation.
3. Please elaborate on the requirements for the "Completed Technical Quotation Information packet". What is required as part of the Technical response? There are four Technical aspects that must be addressed. The proposal based on the requrements and SOW is considered your Technical Packet.
4. What system/curriculum is currently in place (can we get a copy)?
Is it consistent across institutions? Who are we interfacing with at the Bureau Education Branch? And where are they located? DC or at individual institutions?" We are currently using Hooked on Phonics; a copy of the program can be found by searching online. It is consistent across institutions. Offerors are interfacing with the Technical Evaluation Team within the Bureau Education Branch, located at 320 First Street NW, Washington, DC 20534.
5. Per 4.1 - State Training Requirements - is this contractor staff and/or BOP staff? How many BOP staff per each location will need training? BOP staff ; the number of staff per location will depend on each location (1-5).
6. How many Federal Offenders at each location will be in the program? How many BOP support staff at each location? BOP inmates identified as presenting with characteristics of dyslexia will be enrolled at each location; the numbers increase over time with the evaluation & assessment process. Expect at least ten or more inmates per institution will be enrolled.
7. Is there a specific window (day/week/month) in which the BOP training is to be scheduled per 4.2? Not at this time.
8. Please provide additional information regarding the BOP "Database" per Section 5.2. Is this MS SQL or other? How are we able to access? The database should be embedded into the Reading & Spelling System as a method of collecting individual student progress over time.
For a database of all students, to compare progress between students, your company can provide a system for this (Excel, for example). Your company will not have access to the Bureau data system.
9. Travel...how much TBD. It is anticipated that at least one travel date may take place for observation at an institution within the Mid-Atlantic Region, possibly in 2022, but no date has been determined. Travel is highly restricted at this time due to the ongoing pandemic and COVID-19 variants.
10. If you compare the CLIN Descriptions 0002,0003 with the SOW, please elaborate on the level of effort required. Please provide a comprehensive response to question 6 above in addition to quantifying the level of effort by providing previous assessments and data collected which may be deemed as representative of current inmate numbers to base our
Offer. In order to do an Assessment and the following data collection, analysis, and reporting - what is the breakdown of the 4,249 inmates among the 122 institutions? How many Education Branch staff need to trained at each of these 122 institutions? The Bureau cannot determine at this time as to how many inmates will qualify from screening to be enrolled in the Reading & Spelling Program. As previously indicated, the numbers are expected to increase over time with the evaluation & assessment process. Expect at least ten or more inmates per institution to be enrolled. With regard to support staff: There is at least one Education Department staff member at each institution who can assist in delivering the Reading & Spelling System to the inmates. It is expected that the Reading & Spelling System can be utilized for numerous inmates at each institution as needed, and would allow for one or more Education Department staff members to implement the program to numerous inmates; however, the delivery -- since this is a Tier 3 Intervention --would require 1:1 as typical delivery of intervention, and no more than 1:3 (one staff member to three inmates) at a time (otherwise, the intervention is diluted and not specific to the inmate's individual academic needs). As for the breakdown of numbers: We require a Reading & Spelling System that can be delivered at every institution, and in every Education Department building at every institution; hence, the request for 200 systems. Some institutions have two buildings in which education is conducted; some have as many as five.
Regardless, we require 200 Reading & Spelling Systems, to be utilized for inmates who require intensive educational support. As for the lesson plan: The offeror must provide a lesson plan for a minimum two-hour training event that includes administration, scoring, and interpretation of the reading and spelling system, and clearly demonstrate the ability to evaluate the effectiveness of the Reading & Spelling System by submitting a sample evaluation report with comprehensive interpretation. These are critical components of the technical evaluation.
11. What data sets presently exist and can you provide a snapshot or summary? A screenshot of the DB? The Bureau maintains within-Branch data collection; no snapshot, summary, or screenshot is available outside the Bureau.
12. Do you have the checklist data available so we may use that as a baseline to evaluate progress as well as Offerors may be able to determine a level of effort with regard to data collection, input, analysis, etc... Also this CLIN description is "Data Analyst (Within Bureau Education Branch)" - Is this a Data Analyst position/labor category to staff at the Education Branch? The Bureau checklist data is within-Bureau information that may be shared upon award of a contract with the awarded offeror. No, there is not a Data Analyst position/labor category to staff at the Education Branch.
13. Request for time extension? The solicitation was extended from August 09 to August 17. No further extensions will be granted.
