FCI ELKTON – REPLACE FIRE ALARM

PRE-BID QUESTIONS & ANSWERS
1. Under C. Replacement Device Totals
a. Digital Intelligent Device Controller Total = (3)
Question: Can you expand on what this device controls and the functionality of the device?
b. Analog Addressable Device Controller Total = Twenty (20)
Question: Can you expand on what this device controls and the functionality of the device?
CLARIFICATION: a. Digital Intelligent Device Controllers provide the interface between the Fire Alarm Control Panel’s main central processing unit and digital addressable field devices. They are commonly referred to as “loop controllers”.
CLARIFICATION: b. Analog Addressable Device Controllers provide the interface between the Fire Alarm Control Panel’s main central processing unit and analog addressable field devices. They are commonly referred to as “loop controllers”.
2. We did not have access to the Control Room during the site visit.
a. Question: Please send information for Main Fire Alarm Panel in the Control Room?
b. Question: Does the Main Fire Alarm Panel in the Control Room have a Computer Graphics workstation?
CLARIFICATION: a. The Main Fire Alarm Panel is located in the Communications Shop. The Communications Shop is located adjacent to the Control Center. The Main Fire Alarm Panel is an Edwards System Technology 3 (EST-3) Fire Alarm Control Panel (FACP). This panel serves as the central location to which all field panels report to. There are a total of 18 field panels and they communicate to the main FACP via a Multi-Mode Fiber Optics Network.
CLARIFICATION: b. There are two (2) Computer Graphics workstations. One (1) Computer Graphics workstation is in the Communications Shop and is used for graphics updates and programming. One (1) Computer Graphics workstation is located in the Control Center and is used as the primary user interface.
3. We did not have access to the COMM Room during the site visit.
a. Question: Is the Main Fire Alarm Panel in the COMM Room?
b. Question: Please send information for Main Fire Alarm Panel in the Control Room?

CLARIFICATION: a. The Main Fire Alarm Panel is located in the Communications Shop. The Communications Shop is located adjacent to the Control Center. The Main Fire Alarm Panel is an Edwards System Technology 3 (EST-3) Fire Alarm Control Panel (FACP). This panel serves as the central location to which all field panels report to. 4. The SOW states there is a total of one (1) EST3 FACP.

5. The SOW states there is a total of seventeen (17) EST3X FACPs.
a. Question: What buildings and what locations are the EST3x FACPs installed in?

6. During the site visit we noticed remote annunciators installed in some buildings.
a. Question: Since we did not inspect all buildings in the contract, please list the names of all buildings having remote annunciators installed?
CLARIFICATION: a. Remote annunciators are installed in the following buildings:

7. The Scope of Work states “All field devices shall be replaced, with the exception of several listed.
a. Question: Is this project “only a device replacement”?
CLARIFICATION: a. This project requires that all field devices be replaced, with the exception of ten (10) recently installed Honeywell OSI-R-SS beam detectors. Please refer to pages 6 and 7 of the Statement Of Work. Pages 6 – 7 state the requirement to replace two (2) Computer Graphics workstations.
8. The Scope of Work states “Should faulty wiring be located the contractor will inform the COR and Contracting officer.
a. Question: Who will be responsible for correcting the faulty wiring?
CLARIFICATION: a. If faulty wiring is discovered by the contractor, the contractor will immediately notify the Contracting Officer Representative in writing. There are zero (0) wiring faults currently indicated by the EST3 Main Fire
Alarm Control Panel. There are zero (0) wiring faults currently indicated by the EST3X Fire Alarm Control Panels. Prior to the contractor beginning work on any Fire Alarm Control Panel and/or circuit, the status of the panel/circuit will be documented by the COR. The contractor shall not be responsible for pre-existing wiring faults, trouble, supervisory and /or monitor faults documented by the COR.
9. During the site visit it was noticed that some panels were in trouble and one panel was Red tagged.
Question: Will the contractor be provided with clean and trouble-free panels when we start a building?
CLARIFICATION: a. Immediately prior to contractors beginning work on the fire panels, all trouble, supervisory and monitor instances will be documented by the government. The contractor shall not be responsible for pre-existing trouble, supervisory and/or monitor faults.
10. The SOW list fire alarm devices to be replaced.
a. Question: Is the contractor to re-use the existing power supplies for the Horn/Strobe & Strobes?
CLARIFICATION: a. Existing power supplies for the Horn/Strobe and Strobes shall be re-used.
11. The SOW list quantities of devices to be replaced by the contractor under this contract.
a. Question: Can the contractor be provided with the actual quantities of each device per building for estimating and labor resources?
CLARIFICATION: a. Quantities of each device per building are listed on the attached pdf “FCI Elkton Fire System Device Count”.
12. SOW calls for Fire Detection Workstations are as follows:
a. Question: Please define the function of the Fire Detection Workstations to be installed. (computer?
touchscreen? graphic display? Etc?)
b. Question: Is there an existing EST panel within 25’ of the new Fire Detection Workstation located in the
Communication Shop?
c. Question: Is there an existing EST panel within 25’ of the new Fire Detection Workstation located in the
Control Center?
CLARIFICATION:
a. There are two (2) Computer Graphics workstations. One (1) Computer Graphics workstation is in the Communications Shop and is used for graphics updates and programming. One (1) Computer Graphics workstation is located in the Control Center and is used as the primary user interface. See the attached pdf “Specification Sheet E85006-0068 --FW-UL6SW10 Server” for Computer Graphics workstation specifications.

13. Is there any hazardous material that will require abatement within the work areas? (ACM, lead paint, etc.
CLARIFICATION:
a. System Sensor 1251FB Ionization Smoke Detectors shall be disposed of by the contractor in accordance with all applicable federal, state, and local laws.
14. Do all Duct smoke Detectors have remote test stations?
a. A total of twenty (20) existing remote test stations shall be replaced. Twelve (12) remote test stations are used for beam detectors. Eight (8) remote test stations are used for duct detectors.
15. At the site visit it was observed that some devices had wire cage protectors installed. Please indicate if any new devices will require wire or other guards installed.
a. Existing wire cages shall be re-used/re-installed by the contractor.
16. During site visit, it was observed that existing pull stations had key lock to activate. Will the replacement Pull stations be required to be key activated?
a. There is no requirement for pull stations to a have key lock.
17. Please provide the type of fiber that was used for networking the FACPs.
a. Multi-Mode Fiber Optics 62.5 Micron
18. In order to properly bid project, we need to be provided with a device count for each building in order to verify that the existing power supplies and cards will support the new devices in order to supply the required calculations for the upgraded system. One way to do this is to provide the latest Fire Alarm Inspection Reports for each building.
Please provide this information.
a. Quantities of each device per building are listed on the attached pdf “FCI Elkton Fire System Device Count”.
19. SOW states to replace monitor modules on the PIVs. Please provide a site drawing that locates each PIV and which building FACP controls the module.
CLARIFICATION:
a. Quantities of each device per building are listed on the attached pdf “FCI Elkton Fire System Device Count”.
Please the attached pdf “ELK_23Z2AQ4 Replace Fire Alarm- Supervisory PIVs and OS&Ys - Flow Switches” that details typical module locations for each building.
20. Will the FBOP verify that the existing fiber optic network meets all the criteria as called out int the SOW provided?
a. No requirement is listed in this SOW to verify the fiber optic network.
21. How many escorts will be guaranteed on a daily basis? This is important as this will determine crew size and the duration of the field work. We would recommend that three escorts be available daily in order to complete the project in the allotted Period of Performance. Please confirm the number of escorts that will be provided each day.
CLARIFICATION:
a. Due to staffing manpower, the FBOP can guarantee two (2) escorts per day. Every effort will be made by the
FBOP to provide additional escorts, however due to the nature of the correctional setting, this will depend on the needs of the Institution, which are subject to change without notice.
22. At the Site Visit, it was stated that the Contractor would have to check in at the Front Desk and then be escorted through the facility to the Rear Gate, exit the facility, gather tools and material, reenter Rear Gate and then be escorted to the work site. At the end of the day, the Contractor would then repeat this process in reverse. We estimated that this would take 2½ to 3 hours per workday. Is there any possibility of being able to enter and exit through the rear gate directly in order to reduce this daily unproductive time?
CLARIFICATION:
a. Once the contract is awarded, during the pre-construction meeting, FBOP will hold “Escorted Contractor
Badge” training. Escorted Badged Contractors shall be permitted to utilize the Rear Gate as the primary entrance/exit each day. Upon any violation of policy, the Rear Gate Entrance/Exit shall no longer be permitted. At such time, the Front Entrance shall be the only permitted means of entrance/exit.
