2. Other general items to be addressed:
• CONSTRUCTION WAGE RATES: This contract is subject to the Construction Wage Rate Requirements (formerly Davis-Bacon Act). General Decision MD20230029 is applicable for this area and has been included in Section 5 - Attachments. All applicable workers must be paid according to the terms of the wage decision.
• GOALS FOR MINORITY AND FEMALE PARTICIPIATION: Participation goals for this project are 4.8% for minorities and 6.9% for females -A "Good Faith" effort should be put forth by the contractor to achieve these goals (see provision 52.222-23).
• LICENSING AND PERMITS: All required licensing and permits are required to be obtained by the contractor who receives contract award.
• MAGNITUDE: The magnitude of the project is between $1,000,000 and $5,000,000.
• WORK HOURS: Work hours within the secure perimeter shall be between 7:00 am and 3:30 pm Monday through Friday excluding weekends and federal holidays.
• COR: The Contracting Officer's Representative (COR) is Mr. Donald Harden, Engineering Technician at FCI Cumberland.
• PERIOD OF PERFORMANCE: lrhe completion period is 56 calendar days after is�uance of notice to proceed.
• TIME EXTENSIONS: Time extensions for inclement weather will not be granted unless the weather is unusually severe and abnormal in comparison to prior years.
• LIQUIDATED DAMAGES: Liquidated damages for this project are in the amount of $597.42 per calendar day of delay after expiration of the completion period.
• PRE-CONSTRUCTION CONFERENCE: A Pre-Construction conference is required after the contract is awarded and will be scheduled accordingly.
• PROGRESS SCHEDULE: A copy of the progress schedule is to be provided to the Contracting Officer and COR as soon as possible. Each time the progress schedule is updated, it must be provided to both the Contracting Officer and COR. It's suggested an updated document be provided by the Prime Contractor at the mandatory monthly progress meetings. Changes to the schedule must be approved in advance by the Contracting Officer (thru the COR) and must remain within the contract completion period.
• PROGRESS MEETINGS: Progress meetings are mandatory and will be scheduled monthly.
• PAYMENT REQUESTS: Applications for payment are to be submitted on AIA G702 (with continuation page) or the contractor's own form as long as the information is similar to the G702 (see FAO-0007 on page 10 of the solicitation). Contactors can get these forms from the

SUBMITTED BY KRUSE INTEGRATION:
1. Please confirm that no new control console is required for this project.
CLARIFICATION: If new touchscreen controllers fit the current openings (19”W x 10 3/4”H and 19”W x 21 1/8”H), then no new console is required. If the touchscreens do not fit, a new console is required and will meet the specifications outlined in Section C, Number 3 in the statement of work.
2. Please confirm the quantity of inmate duress stations that will be annunciated at each of the 9 Inmate Duress Annunciation Panels.
CLARIFICATION: All 9 Inmate Duress Annunciation Panels each have 64 duress stations.
3. Please confirm the make and model of the existing PBX phone system and what type of output the existing PBX phone system currently provides to the existing Public Address System.
CLARIFICATION: Cerato 2020 with the output to existing Public Address Systems being provided over copper phone line.
4. Please confirm that none of the existing paging speakers will be replaced under this project. Please also confirm only the headend and amplifiers will be replaced.

CLARIFICATION: The fire alarm is programmed to release the door latches in the event of a fire. The PLC door control system is independent of the fire alarm system.
7. Please confirm the existing SM fiberoptic cabling is available to use for the new PLC network.
CLARIFICATION: Single Mode Fiber is available for use in all required locations.
8. Please confirm the period of performance for this project. Is it 56 calendar days or 154 calendar days, as stated in the provided Site Visit document.

A pre-Bid conference and site visit are scheduled for Wednesday, August 30, 2023, at 9:00 A.M. local time, at FCI CUMBERLAND 14601 Burbridge Rd. SE Cumberland, Maryland 21502.
Attendance is not mandatory (see provision 52.236-27 Alternate-I of the solicitation).
Criminal History Check forms checks will be required for all attendees. The authorization for release of information (Form BP-A0660 Criminal History Check, attached) shall be completed for each attendee and sent to dxharden@bop.gov by 12:00 p.m. local time on Monday, August 28, 2023. The forms must include a cover letter indicating they are for the Upgrade PLC System:
• Company name and list of individuals from the company who will be attending.
• Phone number/point of contact for the company for notification of any Criminal History Checks that are denied.
Please follow up with Donald Harden, dxharden@bop.gov to ensure receipt of Criminal History Check forms and directions to the institution.
All contractors approved to enter the institution for the pre-bid meeting must bring a photo ID and your license plate number. The following are not allowed: Weapons (including pocketknives), cell phones, blackberries, pagers, radios, cameras, drugs, and alcohol. Please arrive at least 15 minutes early to allow time for security procedures.
NOTE: Due to the COVID-19 pandemic, all visitors will be medically screened prior to allowing entrance to the institution. If a visitor cannot be cleared, the visitor will not be allowed to enter the institution. Additionally, all visitors are required to wear facemasks while on institutional property.

BANKING QUESTIONNAIRE
