Question 1:

How many hours should subcontractors allowance for daily check-in/ out procedures?

BOP Response:

Clarification During regular working hours, the subcontractors need to plan to spend approximately 30 minutes each time, for check-in and check-out process.

Question 2:

Is this project phased?

This project will not be phased, however, the winning bidder can present and discuss strategies regarding scheduling at the Pre-Con meeting.

Question 3:

The scheduled fans on M-601 do not appear elsewhere in plans:

F-N-1, F-O-1, F-R-1, F-R-2, F-S-4, F-S-8, F-S-9, F-S-10, F-S-11, F-S-12 F-S-13, F-S-14, F-T-4

Please advise if revised AD sheets will be released noting fan locations.

The listed fans will not be replaced in this contract. The Contractor will remove the existing fans, perform the specified roof repairs of the fan curbs below, and then reinstall the existing fans.

Question 4:

During the job walk on 5/24, it was stated that 10 hour work days are permitted during times the facility is not occupied by inmates. It was later mentioned that working hours could be negotiable during times the prison is not occupied by inmates. Please confirm whether or not multiple shifts and/or 10+ hour workdays are possible provided the facility is not occupied?

Strategies for multiple shifts and 10+ hr. workdays while the Institution is not occupied with inmates is encouraged and can be presented and discussed with BOP staff at the Pre-Con meeting.

15BFA023B00000007/0001Page 9 of 18

Question 5:

Where will access be provided for equipment to load the roofs with material and equipment?

Access for equipment to place materials and tools on the roof will be granted though the rear gate of the institution during regular working hours. Space is available on the perimeter adjacent to the buildings for loading.

Question 6:

Where can dumpsters be staged within the fence line? Will there be a construction laydown area? If so, where?

Dumpster storage is located outside the secured area of the rear gate. While in use, dumpsters can be placed adjacent to the building where work is being performed for easier disposal of rubbish.

Question 7:

If the prison is vacant of inmates, can tools, materials and equipment be left within the secure fence line overnight?

No matter if inmates are present or not, the Contractor can leave tools within the secure fence overnight as long as they are secured in a lockable container, ie: job box, tool boxes, or trailer.

Question 8:

During the job walk on 5/24, it was stated that BOP may elect to populate portions of the prison during construction. If this is the case, workdays would be cut down from 10+ hour days to 7am- 3:30pm. Being this is a competitively bid project, there is no way for the bidders to know whether their productivity will be impacted based on a “what-if” scenario. Please confirm whether or not bidders are to include an allowance for a cut in productivity due to inmate move-in and define the allowance amount, or confirm that productivity inefficiencies are to be excluded and will be handled via change order when/if the facility is populated during construction.

BOP Response:

Clarification There is not a need for an allowance for a cut in available daily schedule. The performance period of 550 calendars is calculated to complete the project with regular working hours in a correctional environment. The potential for extended daily hours is being made available to encourage a mutually beneficial savings of time for both the Contractor and the Gov.

Question 9:

The existing lightning protection on all roofs is in disarray and non-functional. The Scope of Work Summary on sheet G-002 states to install new lightning; however, there isn’t a design for lightning protection. Please provide plans and details of how the lightning protection system is to be installed.

As typical, lightning protection is designed by a lightning protection subcontractor and submitted to the BOP in the form of a shop drawing for review and approval prior to fabrication and installation.

Question 10:

The Scope of Work Summary on sheet G-002 states to completely tear off roof assemblies down to the roof deck. During the 5/24 job walk, it was observed that at Building D, Wing B, the metal deck is rusting and in needs of replacement (can be seen on sheet AD101 below). Please confirm whether or not metal decking should be replaced? How should this be handled at other buildings where the condition of roof deck is unknown? Does the BOP want to carry an allowance for roof deck replacement? If so, how much?

The roof in question has surface rust. The roof decks are not scheduled for replacement. As always, if there is a question in the field during demo, present your question in the form of an RFI for consideration.

Question 16:

No wiring work anticipated in the project. Contractor to install BOP provided lights where designated.

Question 24:

Can you confirm the schedule for prisoners to return to the facility?

(This may impact how the job is manned to possibly complete it before any prisoners get there.)

Please see response to question #8 above.

Question 25:

Since no prisoners are on site, can you confirm how long it will be for workers to check in/out for a workday?

Please see response to question #1 above.

Question 26:

Are we allowed to set up staging for the sloped roofs? If so are there any special requirements for security, since there are no prisoners on site?

Staging will be allowed. Security precautions stated in the project will not change with or without inmates present. Any questions about security for particular buildings or equipment can be discussed at the Pre-Con walk through, monthly meetings, or in RFI format.
