Amendment 0002 is hereby issued to incorporate the following into the Invitation for Bids 15BFA022B00000008A:

1) Change bid due date to August 10, 2022, no later than 2:00 pm CST;

2) Change performance completion from 120 calendar days to 200 calendar days after receiving notice to proceed;

3) Incorporate Bidder questions with BOP responses (see attached); and

4) Incorporate seven additional drawings.

Invitation for Bids 15BFA022B00000008A Relocate Grease Trap FPC – FCI Marianna Questions and Answers

Question 1:

What will be the extent of the background checks? Will badging be a requirement?

BOP Response: Clarification NCIC and Attachment 10 paperwork will be required, same as site visit requirement.

Question 2:

There was discussion of a trough/trench installed in front of the Tilt Skillet leading down to the floor drain. There is a Watts Dead Level Trench Drain in the SOW. Is this the product for that installation for there is not detail in the drawings? Could we receive clarification?

Watts dead level trench drain or equal.

Question 3:

Does the contractor need to install an epoxy cove base around the perimeter of the floor? If so, what would be the dimensions?

No cove base is required. Wall may need to be dressed/smoothed after demo to provide aesthetics for painting by owner.

Question 4:

Clarification that the owner will recycle material (Steel/Piping) that is demoed?

Owner will dispose of all recyclable steel/piping. Container will be provided on site by owner to receive demoed steel/piping.

Question 5:

The drawings detail clean outs in the receiving corridor. Upon the site visit, it was determined there were no clean outs. How would the contractor need to proceed? Would new clean-outs need to be installed in this location?

Contractor will install new clean outs as per drawings provided.

Question 6:

What allowable downtime will be available to the contractor when the installing/tying in the new septic lines?

From review of the site visit, the existing septic lines are routed in the location of the New Grease Trap which would result in a sufficient amount of downtime for the installation of grease trap and piping.

Allowable downtime will be as minimal as practical and not to exceed 2 weeks of sanitary sewer disruption for the Administration Building areas. The owner expects the Administration Building sanitary sewer re-direct to be priority for to return to service once disrupted.

Question 7:

Would additional time be available for this project? Due to the lead time of the Grease Trap being 14-16 weeks and the extent of demolition and piping, we perceive that the project duration may not be sufficient.

BOP Response: Change See Amendment 2 changing completion of performance to 200 days from notice to proceed.

Question 8:

Will any shoring be required once the existing grease trap is removed from inside the building until dirt and compaction has been completed?

Shoring will be utilized if required by standard industry practices.

Question 9:

What is the approximate thickness and anticipated reinforcement of the slab on grade? Are there any anticipated structural footers that will be encountered? If so, what are the dimensions and what shall be the requirements for demolition, reinforcement, and replacement of said footers?

BOP Response: Change See Amendment 2, additional drawings.

Question 10:

Drawings Plan C100 details 3 septic and/or grease drains coming through the doorway from the receiving corridor. Is there an additional drain line in addition to the 2 coming through the door frame noted on Drawing P-101.

Question 11:

Who will be the approving party on the low-pressure testing?

The owner will be the approving party.

Question 12:

If any existing electrical, gas, telephone, or fiber utilities are discovered during investigation, will the contractor bear the cost to replace and/or reroute these utilities to complete the installation of Septic/Grease line and/or Grease Trap?

If additional existing utilities are discovered, the contractor will submit a RFI to the owner to determine a plan to resolve the issue.

The contractor remains responsible to verify and locate utilities prior to commencing earth work to avoid damage to existing utilities.

Question 13:

Will the contractor be responsible for painting of any walls that minor removal and replacement are performed for epoxy floor installation and/or vent repair?

The owner will be responsible for painting of walls as needed.

Question 14:

Will the owner be responsible for the disconnecting, moving and reconnection of kitchen equipment?

The owner will be responsible for disconnecting, moving and re-connecting of kitchen equipment.

Question 15:

What are the max allowable contractors allowed for the one allowable escort provided by the owner?

Up to 10 contractors per one escort.

Question 16:

Will subcontractors be able to visit the site during the bidding process to provide accurate bids being it would difficult to bid without reviewing the site?

A site visit was scheduled and conducted on June 28, 2022. Per the solicitation, that is the only site visit to be held before bid opening.

Question 17:

Will any compaction testing be required? Will existing soil be acceptable for fill? What testing will need to be required and at what lifts?

No compaction testing required. Existing soil is acceptable for fill. No testing required.

Question 18:

It appears that the Governments estimate could potentially be too low to perform this project. Will additional funds be available if the bidder exceeds the government’s top dollar estimate?

At this time, the government’s estimated magnitude for this project will not change. Should there be an increase, the government will reassess based on the circumstances.
