FCI LOMPOC – NEW PERIMETER FENCE
SOLICITATION 15B61718B00000001
PROJECT 6B7Q – QUESTIONS AND RESPONSES
SUBMITTED BY GOLDEN BAY FENCE PLUS IRONWORKS INC.:
1. This project is listed as a 100% SB Set Aside Project. We have reviewed the bid documents and are still a little unsure of this requirement. Does this mean that the GC and all subs must be an SB company or just the GC? Please clarify.
CLARIFICATION: You are referred to Federal Acquisition Regulation (FAR) clause 52.219-8 Utilization of Small Business Concerns (Nov 2016), which is included on Page 10 of the solicitation.
2. A 14-step process was mentioned at the job walk. We are aware of the Banking Questionnaire, Past Performance Questionnaire (submitted by 5 references), and Contractor Financial Analysis requirements but what other “steps” are needed. Please provide additional information.
CLARIFICATION: The solicitation is clear on what is required to be submitted. You are referring to the reference of contractor responsibility determination, which is done by the Contracting Officer in accordance with the FAR. Nothing else will be required by the contractor pre-bid.
3. The Davis Bacon Wages that were provided in Addendum #2 listed “Fence Erectors” under the Ironworkers Category. We are signatory to the Northern CA Local Laborers and will be signing a one-time agreement with the Southern CA Local Laborers 220 (if we are awarded this project). I did not see wages for “Fence Erectors” under any of the Laborers Categories. Can we pay the Laborers wages for Southern CA, or do we have to pay the Ironworkers wages for Fence Erectors?
CLARIFICATION: You are referred to Federal Acquisition Regulation (FAR) clause 52.222-6 Construction Wage Requirements (May 2014). In addition, it is suggested you refer to FAR Part 22.406-3 Additional classifications.
4. What type of Contractor License is required to bid this project as a GC? A or B?
CLARIFICATION: An A or B licensed GC would be acceptable. However, the contractor must meet all other requirements for the contract. Note: We are not aware of any specific licensing requirements in regards to fence installation.
5. We intend to use Subs for some of the work on this project. The Bid Form does not allow for listing subs – do we need to list any subs we intend on using for this project?
CLARIFICATION: No. The Awardee however, will be required to submit this information after award. Please see FAR Clause 52.222-11 Subcontracts (Labor Standards) (May 2014).
6. Section 323113 is not quite clear on the type of pipe we are able to use on this project. Can we use Domestic CR40 (2.0 oz.) pipe or does it have to be Domestic Schedule 40 (2.0 oz.) pipe? Please clarify.
CLARIFICATION: Pipe shall be ASTM F1083 regular grade 30,000 psi yield schedule 40. Zinc coating shall be 2.0 oz/s.f.
7. The Hiring Goals – Is this met by using minority or women owned business or is this met by using individuals?
CLARIFICATION: You are referred to Federal Acquisition Regulation (FAR) clause 52.222-27 Affirmative Action Compliance Requirements for Construction (Apr 2015), which is included on Page 11 of the solicitation. To further assist, you may want to refer to the Technical Assistance Guide for Federal Construction Contractors – Appendix E, which can be searched for and located on the internet.

3. Is there a maximum number of security guard escorts available for this project? Will this number apply to both the perimeter fence General Contractor and the Intrusion Detection contractor (Integrated Security Corporation) when they are on site at the same time?
CLARIFICATION: As indicated in the Pre-Bid Site Visit, the supervisory staff have indicated this is a priority to be completed, thus they will supply as many staff as possible for escorts. The defined amount cannot be confirmed, as it will depend on what the prime contractor submits in their 30-day outlook in the schedule. It will be imperative the contractor be clear in their 30-day outlook, as this is how the FBOP will determine their work schedule to best accommodate the prime contractor.

5. Please clarify if the 30-day waiting period for the newly installed intrusion detection system can be started once each individual zone (1, 2, 3 etc.) has been completed, or must this 30-day period, wait to start until the entire system (zones 1-26) have been installed?
CLARIFICATION: Detection system can only be tested as a whole and complete system, with the 30 day burn in testing period starting upon completion of entire detection system.

The camera data wire is RG 59 U direct bury type, the camera power wire is direct bury #12, the floodlight and gate control conductors are direct bury #10
8. What is the brand of CCTV system currently installed at the vehicle sallyport? Is this IP or analog system?

SUBMITTED BY ALL COMMERCIAL FENCE:
1. If six guards are needed, will they be made available by the warden?
CLARIFICATION: You are requesting a set amount of escorts, which will not be confirmed. As indicated in the Pre-Bid Site Visit, the supervisory staff have indicated this is a priority to be completed, thus they will supply as many staff as possible for escorts. The defined amount cannot be confirmed, as it will depend on what the prime contractor submits in their 30-day outlook in the schedule. It will be imperative the contractor be clear in their 30-day outlook, as this is how the FBOP will determine their work schedule to best accommodate the prime contractor.
2. Please verify that stored materials on site will be paid from itemized invoices.
CLARIFICATION: You are referred to Specification Section 012900 1.4 B. In clarification with it, the FBOP will likely prefer the stored material be stored on our Federal Property. Itemized invoices will be required.
3. The existing fabric has been placed on the outside of the perimeter posts. The drawings for the new fence indicate that the fabric should be installed on the inside of the perimeter posts. To accomplish this, the installers will need to unroll the fabric by hand due to the 3 foot work space. Will the owner allow the fabric to be installed on the outside of the perimeter posts, like the existing? This would result in a significant cost savings on labor, due to the ability to use machinery to assist in the installation.
CLARIFICATION: Installation of the fence fabric will be performed as shown on the drawings and according to FBOP Technical Design Guidelines which mandates that the fence fabric is to be installed on the institution side of the fence.
