PROJECT 6C6F QUESTIONS & ANSWERS
SOLICITATION 15B61121B00000001
SUBMITTED BY KOMAN INTEGRATED SOLUTIONS. LLC:
1. Please confirm contractor laydown area as adjacent to the new gun locker building.
CLARIFICATION: Area adjacent to the gun locker location is acceptable.
2. For the Contractor office trailer, will there be any special security precautions that must be taken into account (i.e., fencing, special locks, etc.)?
CLARIFICATION: If an office trailer will be necessary it should be no larger than a sixteen foot trailer. No fencing or institution security locks would be necessary.
3. During the job walk, the current contractor for the security systems, cameras etc. was identified as "American Alarm". It was also said that FDC would provide the contact for this company. Please provide a contact for these systems, as well as the system manufacture information.
CLARIFICATION: The current PLC was install by American Alarm and it is an Omron brand. The CCTV camera recording system is currently being installed by Signet and is a Qognify NiceVision product.
Contactor Contact Information American Alarm: Richard Vivrette Ph# Office: 925-779-1121 Signet: Justin Houston Ph# Office:240-264-3295 Mobile: 240-595-4504
4. In the RFP documents, there is no geotechnical survey, nor any geotechnical information at all. There is also no earthwork specification (or associated testing), and minimal basis of design data for the foundation of the gun locker, characteristics of both existing soils and any required imported structural fill, and anticipated excavation depth to reach suitable subsurface conditions.
During the job walk we noted a significant 'sponginess' of the ground surface at the site. Please provide all of the above items, or clarify how you want us to price (specifically) these elements out.
CLARIFICATION: See Earthwork and Foundations on general notes page T0.3. In note #1 a performance spec. was provided for 1500 psf and referenced the IBC/Washington building code table 1806.2. In note #2 we indicated that removal and replacement of existing loose fill with compacted structural fill may be necessary. We recommend that on the construction side the contractor hire a geotechnical engineer to verify the performance spec. noted above be satisfied.
It is likely that a complete geotechnical investigation will not be necessary and that local soils can be R&R’d onsite under the supervision of a geotechnical engineer or inspector.
5. Spec 051200: This specification includes: Structural steel, Prefabricated building columns, Field-installed shear connectors, Grout, however none of these elements are included in the scope of the project. Please confirm.
CLARIFICATION: We confirm that this does not apply.
6. Spec 072100: Spec section is for thermal insulation, mineral wool blanket.
Spec section 075419 refers to “Thermal Insulation" for insulation beneath the roof deck." The drawings do not indicate any thermal insulation in the roof or deck details, nor any other details on the building. Please confirm there is no thermal insulation in this structure or provide relevant drawing details to indicate the requirement.
CLARIFICATION: As noted on the sections on A5.0 and the wall details on sheets #A6.0 and #A6.1 there is tapered rigid insulation on the roof deck, this is the only insulation required.
7. Spec 090190.52: Spec section is for "Maintenance Repainting" and appears to be a renovation spec. This does not apply to this project, unless it is meant to apply to the limited cores we need to do for conduit/fire sprinkler connections?
Please clarify.
CLARIFICATION: Yes, this applies to any damage to the existing structure.
8. Spec 099113: Spec section is an exterior painting spec, however the exterior finish is EIFS, which does not require painting. The drawings also do not indicate an exterior paint requirement. Please clarify intent of this spec.
CLARIFICATION: This would only apply to any repairs needed on the existing building.
9. Spec 102600: This is a specification for corner guards, however there are no corner guards indicated in the drawings. Please confirm or clarify.
CLARIFICATION: There are no corner guards required.
10. Drawing T0.2: FP Note 1 states "THESE DRAWINGS INDICATE AREAS TO BE PROTECTED BY AUTOMATIC FIRE SPRINKLERS, IF THE FIRE SPRINKLERS IN THE PROJECT WORK AREA ARE
NOT UP TO CODE. THE CONTRACTOR SHALL BE RESPONSIBLE FOR CORRECTING IT AS PART OF
THIS CONTRACT." How are we to know that the existing FS system, which we are to tie to, is up to code? Please delete this note or clarify how we are to price this.
CLARIFICATION: The institution’s Fire Suppression system is inspected annual by an independent Washington State certified inspector. The current fire suppression inspection showed no deficiencies concerning FDC SeaTac’s branch lines or wet system sprinkler heads.
11. Drawing T0.2: FP note 7 indicates "SYSTEM SHALL BE DESIGNED TO MEET OWNER’S INSURANCE COMPANY STANDARDS AND REQUIREMENTS." We do not know what the owner's insurance company requires, please clarify.
CLARIFICATION: FDC SeaTac is a Federal entity, the Federal government is self-insured. Contractor must follow all applicable NFPA codes that pertain to Local, State, and/or Federal applications, whichever is the most stringent.
12. Drawing T0.3: Testing & inspection note 1 indicates the testing agent will be selected by the owner, please provide your selection information so we can coordinate pricing, or give us a list of approved testing agents so we can select.
CLARIFICATION: Testing must be conducted by an independent Washington State certified inspector and follow applicable NFPA codes that pertain to Local, State, and/or Federal applications, whichever is the most stringent.
13. Drawing E0.1: Programming system note 1 indicates "THE EXISTING TOUCHSCREEN
CONTROL SYSTEM LOCATED IN THE CONTROL ROOM MUST BE REPROGRAMMED, ADJUSTED AND
CONFIGURED TO INTEGRATE NEW CAMERAS, INTERCOMMS, DOOR POSITION CONTACTS AND DOOR
CONTROLS. CONTRACTOR IS RESPONSIBLE FOR ENGAGING AND RETAINING THE EXISTING
SYSTEM VENDOR MUST PERFORM SYSTEM INTEGRATION AND PROGRAMMING ACCORDINGLY. OBTAIN
CONTACT INFORMATION FOR EXISTING SYSTEM VENDOR FROM FBOP REPRESENTATIVE PRIOR TO
BID." Please provide relevant vendor information so we can coordinate pricing & scope.
