OAKDALE MOLD REMEDIATION
PROJECT 5D1V
Questions & Answers from Oakdale Remediation of Mold Site Visit held 12/10/9:00 AM
1. In the skylight area it appears that plywood was installed instead of gypsum board after skylights were installed. The contaminated Plywood will have to be removed in order to access the attic space for cleaning, Is the awardee to install plywood back or gypsum board in that space?
BOP ANSWER: Both plywood and gypsum board will need to be installed.
2. In two locations where the gypsum board has fallen there appears to be insulated piping above ceiling which will have to be abated and cleaned , does the awardee reinsulate the existing pipes after abatement is completed?
BOP ANSWER: All piping insulation can be abated or replaced based on cost effectiveness.
3. The SOW calls for cleaning and decontaminating all surfaces walls ,ceilings, floors ,and fixed objects in the 100’s of rooms and cells, but at the site visit it was observed literally hundreds of objects from chairs ,desks tables and mattresses that are “not fixed” is the awardee to clean them all and leave on site or dispose of?
BOP ANSWER: Chairs, mattresses, and other items with like material can be disposed of. All hard surface items such as desks, tables, and like material will be cleaned and put into use.
4. At site visit it was noticed that the lath wood boards that the gypsum is attached to appear wet and rotten, there will most definitely be a lot more once we expose the attic. The contract states the vendor is to abate and decontaminate but undoubtedly wood boards, plywood and or rafters will need to be replaced ( Most will be sanded ) , to what extent is the vendor responsible for replacing “any wood” maybe you can include in the scope 15% of the board/square feet to be replaced as per base bid?
BOP ANSWER: Contractor is responsible for replacing 100% of all rotted wood. Contractor is responsible for abating 100% of salvageable wood.
5. The Statement of work calls for 1 “ type X gypsum board to be installed, after speaking with various suppliers/Installers the 1” Gypsum only comes in 2 foot widths and 6, 8, or 10 foot lengths due to it’s weight. Would it be acceptable to install 5/8 Type X ? ( Please verify but I believe that what’s there now is 5/8 . If NOT is it acceptable to install TWO 1/2 “ boards??
BOP ANSWER: The existing gypsum board is actual 1” not layered to make 1”. If cost effectiveness can be reach and maintain the industry standard layering may occur. Double 5/8” gypsum, first 5/8” layer all butts, flats, and gaps must be taped using compound mud. The second 5/8 layer must be a finished product.
PROJECT 5D1V
6. There is Fiberglass Batt insulation in the ceiling now that is contaminated and the awardee will have abated it. The Scope of work does not mention replacing the insulation. Is the awardee to replace the Batt insulation? And would it be with the same R value that’s existing??
BOP ANSWER: If replacement of equal R rating is more cost effective than abatement the contractor is approved for replacement.
7. In Appendix C under the Scope of work in Electrical: Who is responsible for Lock-Out of Electrical Systems?
BOP ANSWER: BOP and contractor are both responsible for all lock-out equipment.
8. Will the FCI do the Evaluation of the Electrical, Plumbing, Fire Suppression Systems, Cameras, Electronics, and Data Cables (And provide proof) prior to start of Abatement to verify that all are in working order (So Contractor won’t be held responsible for anything that’s not in working at completion of project) All above items have been exposed to mold and moisture for long periods of time which WILL undoubtedly affect their function and or working condition.
BOP ANSWER: Contractor will not be responsible for faulty equipment due to moisture and mold caused by the roof leak.
9. Who will be responsible for hooking up the Contractors Power Panel Units to the main Electrical panel?
BOP ANSWER: Contactor will be responsible for their power panel. BOP staff will approve this work prior to installation.
10. The Power in the Building might not be sufficient enough to run all our equipment, Dozens and dozens of Dehumidifiers (to maintain 60%RH) Neg. Air’s , heaters ,dryers, Vac’s .etc. for months ( These will be running 24hrs. 7 day’s ) . Are portable Trailer mounted Generators allowed to be brought to site?
BOP ANSWER: No on site generators will be approved.
11. Is there a limit or any fees on the number of Security Clearance packets a vendor can submit?
There could be as many as 50 or so clearances for various trades, Electricians, Mechanical, abatement, drywall installers, sparklers, painters, Insulators, Fire suppression, Camera, and Surveillance contractors, Floor tile installers, Etc.
BOP ANSWER: The contractor may submit as many security clearance packets as necessary. No fees will be assessed for submission of security clearance packets.

BOP ANSWER: The contractor shall have a supervisor/manager on site to oversee all work.
13. Please confirm that all 3 Contaminated (After visual inspection at site visit) Mechanical rooms are to be abated and decontaminated?
BOP ANSWER: All 3 mechanical rooms will be abated. If replacement of insulation is more cost effective, the contractor is approved to install new insulation at the same R rating and design.
14. Please Clarify that all 3 Mechanical rooms need to be reinsulated to match existing? (Duct work, Breeching walls ceiling etc. with insulation and chicken wire to match what’s removed?
BOP ANSWER: All 3 mechanical rooms will be abated. If replacement of insulation is more cost effective, the contractor is approved to install new insulation at the same R rating and design.
15. As part of our scope of work we are to clean the floor, As noted at site visit most of the Floor Tiles are heavily water stained ,cracked, loose and curling on the ends, these tiles will come loose and broken when work starts. There will be man lifts, Scaffolds and ladders in work area all of which WILL damage the tiles. Is the awardee responsible for damaged, broken, or removed tiles?? If so does the awardee have to replace with New??
BOP ANSWER: Contactor is not responsible for broken or missing floor tile.

19. Would you consider adding the abatement of floor tiles to our Scope of work?
PROJECT 5D1V
BOP ANSWER: The contractor will be responsible for cleaning/cleansing flooring for abatement purposes. FCC Oakdale will be responsible for missing or damaged tiles.
20. Clarification is required to the Statement of Work, in particular to Section N (PRIOR INVESTIGATION RESULTS) states that Contractor shall review the attached Mold Inspection Report dated 7/17/19 performed by QRI. It states that “ All recommendations shall be followed as part of this Scope of Work ” In the QRI report under Recommendations page 8 it states “Remove all mold affected sheetrock and wood substrate building materials ( Again what percentage % of wood would you allocate to be removed and replaced under this contract ?)
This includes electrical wiring and fixtures as moisture will affect their function (AGREE wiring most likely rusty) Is it expected of the awardee to remove all the lights , camera s and cables/wiring as well as fire alarms and associated wiring?? If so will this be replaced by the awardee or others?? Cleaning the inside of the lights is time consuming and not cost effective.
BOP ANSWER: Contractor is responsible for replacing 100% of all rotted wood. Contractor is responsible for abating 100% of salvageable wood. All above mentioned wiring can be cleaned not removed. If replacing lights is more cost effective than cleaning the replacement lights will need to be LED and produce enough candle light for the area per OSHA and BOP standards.

BOP ANSWER: Pertaining to Page 8 of the QRI report, the Contractor will not be responsible for repair and resealing of skylights in Rapides 1 or Rapides 2 (bullets 2 and 3). This was accomplished during the completion of Rapides 1 and 2 roof replacement, and is a recommendation from QRI to avoid continued use of sky lights in future roof replacements.
23. See question 22, “We concur that these items must be replaced. It would be counterproductive to abate, clean and replace ceiling, insulation etc. Only to find out that those items listed aren’t in working condition.” SOW is not clear if this falls under this contract please clarify.
BOP ANSWER: See SOW section ‘C. Contractor Responsibilities’. The SOW from FCC Oakdale shall be followed concerning all construction matters. The QRI report should be consulted concerning mold remediation and abatement practices.
24. What is the protocol for the man lifts that will be required for this project, does the awardee have to drive them out at end of work day, which would be a 20min. drive each way and waste precious battery life, or are they allowed to be disabled (take out batteries and control panels every day)?
BOP ANSWER: Lifts must be small enough to enter the front entrance doorway. These lifts can remain on the jobsite if they are secured with a log chain to the stairways and have removable control boxes to be stored in BOP tool room when not in use.
25. There will be miles of extension cords, water hoses, exhaust ducts required for this project and they will be in use 24hrs. a day seven days per week for months in order to keep our Negative air units, dryers, heaters, fans Etc. running. BOP ANSWER: Contractor is responsible for conditions of drying to time meet the 180 day dead line
31. Is there a possibility of extending the completion time to 240 days? Understood that this would require a different Security Clearance but all contractors would agree that it’s better than $1,100 per day liquidated damages.
BOP ANSWER: The performance period for this project will remain set at 180 days. Liquidated damages remain the same regardless of the determined completion time.
32. Would you consider waving or lowering the $1,100 per day Liquidated damages in lieu of extending the completion time?
BOP ANSWER: The liquidated damages will remain the same and will not be waved or lower, regardless of the determined completion time.
33. Please confirm that the Contractor is responsible for hiring the 3rd. party full time air monitor and clearance testing?

44. Post remediation clearance standards seem to be missing from the SOW. What, if any, post remediation clearance testing is to be done and what are the criteria for a pass?
BOP ANSWER: Industry post remediation clearance standards apply. The contractor shall schedule a 3rd party inspection to perform a post remediation inspection of the site to ensure remediation of mold in the buildings was successful. The purpose of the post remediation inspection should be to assure that the mold cleanup has been done correctly and effectively in the work area and to confirm that the cleanup did not accidentally distribute high levels of moldy dust and debris into other building areas or into its mechanical systems such as heating or air conditioning systems.
45. Is Section C (Contractor Responsibilities) of the SOW comprehensive? Section N states that all recommendations of the third party report are to be followed as the scope of work. The third party report recommends that the roofs be replaced, the floor covering be replaced in sections, and the report appears to be incomplete. What recommendations is the awardee to complete?
BOP ANSWER: The recommendation of roof replacement was subsequently accomplished. Floor/tile replacement will be performed by FCC Oakdale upon project completion. The QRI report was utilized in the formation of the SOW. The stamped/approved SOW from FCC Oakdale should be followed as is.
46. Is the contractor's scope of work limited to the Oakdale FCC Scope or do the recommendations in the QRI Mold Report also apply?
BOP ANSWER: FCC scope of work pertains to demolition and construction, QRI scope pertains to mold remediation and the cleansing of walls, cells, and flooring for abatement purposes.
