CLARIFICATION SET NUMBER ONE

15B51518B00000001

REPLACE SECURITY WINDOWS PHASE II

FCI TEXARKANA, TEXARKANA, TEXAS

1. Has the Government completed an asbestos and lead inspection, if so can this signed report be provided? An overall asbestos and lead survey has been conducted at FCI Texarkana and can be provided to the successful contractor. For bidding purposes, contractors shall assume conditions described in the contract drawings apply.

Clarification

2. Federally-owned facilities are exempt from the Texas Asbestos Health Protection Rules (TAHPR) but are required to follow the EPA AHERA rules. Despite being exempt, some federal agencies still require that the TAHPR be followed. With this facility require TAHPR rules to be followed? Refer to specification section 02 82 00, subpart 5.1.1, which says, “All work under this contract shall be done in strict accordance with all applicable federal, state and local regulations, standards, and codes governing asbestos and lead paint abatement and any other trade work done in conjunction with the abatement.” Texas state abatement regulations are to be complied with.

3. Will Naturalized Citizens with clean background checks be able to work at the Texarkana

Prison Facility? Yes, Naturalized Citizens may work inside institution once they received clearance. Note Mexico is not on the list of U.S. allied Countries with regard to the DOJ Residency clause 52.27-103-72 located on page 5 of the solicitation.

4. What methods will be acceptable for temporarily securing window openings overnight? If the space is unoccupied and lockable (See answer to Question #6 below) the window opening will need to be covered and secured by ¼” thick sheet metal or similar. If the space is occupied or unlockable a window will need to be in place and secured by the end of the work day. Clarification

5. From site visit please confirm that the gate opens at 730 AM and closes at 400 PM so the 30-45 min processing time in and out must be completed within that time frame. Be advised, the operating hours of the rear gate are 7:30 am to 3:30 pm NOT 7:30 am to 4:00 pm. The processing time will need to be completed within this time frame.

For bidding purposes, assume 30 minutes processing time, however, it is possible this can be shortened if the contractor is well organized, has minimal tools, and quickly complies with all BOP policies. See amendment #1

6. From site visit please confirm that work areas will continue to be in use throughout the project. Barring emergencies, FCI Texarkana will make an effort to ensure the work area is NOT in use during the window replacement, meaning, it is our intent at this time to remove inmates from the wing being worked on to accommodate contract work. Only one wing will be vacated at a time. Clarification

7. Please confirm from site visit that a guard will be provided to work crews and workers must stay together as a group for the entire workday even for bathroom breaks. An escort will remain with the work crew at all times. All tools and equipment will be inventoried prior to entering and leaving the institution. In the event a worker needs to leave the worksite, an additional escort will be called to the worksite to accomplish this. The time that additional escorts arrive will vary depending on availability of staff. Clarification

8. Some of the windows that were looked at for replacement during the walk through do not appear to be marked on the drawings Will the government provide a window count for replacement. Some windows viewed during the pre-bid meeting were part of the original contract documents, however, an amendment was issued to reduce the total number of windows requiring replacement. The quantity of windows requiring replacement is as noted on the amended drawings. Clarification

9. Can the government provide access to electrical and water at work areas. Yes, the government will provide electricity and any water needed at or near the work areas.

10. Please confirm that equipment will be able to drive up to windows on B-1 Unit and R+D

Unit without damaging underground piping or tanks. There are no concerns with the equipment in this area. Clarification

11. Will the man door discussed during the walkthrough that enters into the courtyard from the exterior be usable for access to work area. The R&D gate discussed during the site visit will be utilized to access the courtyard windows only. Clarification

12. Can the government provide photos that were taken by prison officials at site walk through for reference Additional reference photos are attached. See amendment #1
