MARKET RESEARCH QUESTIONNAIRE
Vocational Programs
FCI EL Reno, Oklahoma
The Federal Bureau of Prisons is conducting market research in compliance with Federal Acquisition Regulation, Part 10. The services will encompass the provision of vocational programs. The contractor will provide instruction in electrical, diesel and plumbing that will qualify inmate graduates for at least an entry level position in the industry. These services will be provided for the prisoners held in the custody of the Department of Justice, Federal Bureau of Prisons, located at the Federal Correctional Institute (FCI) El Reno, Oklahoma. The requirement for these services will consist of an estimated 35 sessions per week. Each session will be defined as approximately seven (1 hour sessions) hours in length. It is anticipated the services will be required 7:00 a.m. to 3:00 p.m. Monday through Friday, excluding Federal Holiday. The schedule is subject to be adjusted to meet program requirements and the needs of the institution.
A mutually agreed upon schedule between the contractor and the Bureau of Prisons will be determined following award of a contract. There will be an estimated maximum of 30 inmate participants in the electrical program, an estimated maximum of 18 inmate participants in the diesel program and an estimated maximum of 30 inmate participants in the plumbing program.
The performance period will be for a base year, being Date of Award (DOA) through September 30th. and four 12 month option periods. The Government anticipates requiring 3,528 session for the base period and 5,187 per option periods thereafter. Data collected from this survey is for informational purposes only.

All potential quoters are advised if a solicitation is issued it will include the clause at FAR 52.212-4 (July 2013) for Commercial Items. This clause requires all contractors doing business with the Federal Government after September 30, 2003, to be registered in the SAM database.
