CLARIFICATION SET NUMBER ONE

SOLICITATION NUMBER 15B50218B00000002

REPAIR ROOFS

FCC BEAUMONT, TEXAS

1. In the Statement of Work section “Interior Valleys – USP Unicor Building” when referencing the problem with the existing gutter/roof drain, it says “Contractor shall design and install larger roof drain system with a backup drain.” When I was out at the location for the site visit I did not get a good look at the inlaid gutter. Do you have any photos or a detailed drawing that would give me a better idea of the scope of work? Answer: See amendment #3 for Detail Drawing of Gutter

2. Section 07 51 00-1 asks for a 4 ply minimum with a top coating. It was my understanding that the word bituminous applies to modified. Are you requiring a modified cap sheet or just a straight 4 ply fiberglass felt with hot asphalt? Answer: Roof shall be applied as described in the SOW and TDG Section 07 51 00 (Clarification)

3. Section 07 50 00-5 on “D” will rib insulation strips be required between the ribs of the steel decking? Answer: Yes (Clarification)

4. The drawings and/or SOW do not clearly identify the water retention areas. What areas require retention of water? Answer: Water retention is for Flood testing ONLY. When roof is finished, a test will be conducted to ensure that water will not be retained on the roof.

(Clarification)

5. SOW “existing conditions” state that repair for is a “short term solution.” Are there currently leaks that need to be repaired before the roof is replaced to keep the entire roof system weather tight? If so, what is the quantity of repairs needed? Answer: We are not concerned about being weather tight, refer to statement of work. (Clarification)

6.

7.

6. Scope says repair and/or replace standing seam roof. What quantity needs to be repaired and what quantity needs to be replaced? Metal roof being replaced? Answer: Quantities are listed on drawing A-1. Yes, Metal roof will be replaced. (Clarification)

7. Schedule of Work, Page 03 of 04, last paragraph reads: Contractor shall provide replacement lightning system. Question: The existing lightning protection is in good shape. Can the existing lightning protection system be repaired and refurbished as needed along with a letter of compliance in lieu of total replacement? Answer: Follow the Statement of Work (Clarification)

8. Technical Design Guidelines, Section 07 21 00 – Thermal Insulation, Paragraph K – Vapor Retarders Question 01: Are Vapor Retarders required on concrete decks? Answer: Yes (Clarification) Question 02: Are Vapor Retarders required on metal decks? Answer: Yes (Clarification)

9. Technical Design Guidelines, Section 07 21 00 – Thermal Insulation Question: Several insulation types are identified in the specification. Most common type for this application is Polyisocyanurate ASTM 1289, Type II, Class 2, Grade 2. Is this Acceptable?

Answer: Yes (Clarification)

10. Technical Design Guidelines, Section 07 21 00 – Thermal Insulation Question: What is the required average R-Value of the combined insulation? Answer: R20 (Clarification)

11. Roof Drawings Question: Roof Plan Note 3 indicates an additional field roof tapered insulation may be required to obtain adequate slope. Does the bidding contractor include additional field tapered insulation other than for roof crickets between roof drains roof drainage scuppers and roof curbs? If yes, will the additional tapered be 1/8” per foot or ¼” per foot? Answer: Yes ¼” (Clarification)

12. Technical Design Guidelines, Section 07 50 00, page 04, Part 2 – Products, line 2.1 A thru D Question: Specification lists 4 roof systems with the inclusion of section 07 51 00 in the following section (Built-up Bituminous Roofing) At the pre-bid conference, it was indicated by the facility that a Modified Bitumen Roof System was desired which would be (Section 07 52 00) that was not included in the specifications provided. Please verify. Answer: Statement of Work will be followed. (Clarification)

13. Roof to high center block walls Question: The center block walls above the roof system are allowing water to migrate into the roof systems. As a suggestion, we need to cover these walls with a 24-gauge galvanized pre-finished metal wall panel to eliminate the leak source. Please advise. Answer: This will not be covered under this solicitation, a possible contract MOD or separate acquisition for this work may be done at a later date. (Clarification)

14. General Question: Can FBP provide the structural deck roof plans in order for the bidding contractor to be able to identify the types of decks. This is needed to properly calculate the roof assemblies.

Answer: Drawings are being provided, see amendment #3.

15. The ¼” tapered insulation system between the roof drains and against the parapet walls are standard on all buildings in the US. In order to give a competent roof bid I need to know which of the 20 buildings have a tapered steel deck and which building will require fully ¼” tapered insulation system.

Answer: Roof Drawings are provided, see amendment #3.

16. The roof plans were not included for buildings 16, 24, and 32 (Entry Administration Buildings).

20. The scope of work does not address concrete work but FBOP Technical Design Guidelines

Section 03 30 00 was included in the solicitation. Answer: Section 03 30 00 in N/A Clarification

21. I am writing in regards to the roof repairs contract posted on fbo.gov. The Statement of

Work and the description online state that “these buildings consist of approximately 1,214,019 square feet.” However, when I add up the square footage from the red areas on the Drawings form, it comes out to 764,810 square feet. Is there a discrepancy in my math or is the information listed in red incorrect or correct? Answer: All the roofs at FCC Beaumont is approximately 1,214,019 square feet. Only the areas listed in red totaling approximately 764,810 square feet are the only buildings to be repaired. The intent was to give information on all the roofs at FCC Beaumont and then reference all the roofs in red that had major damages. The existing conditions in the SOW generalize the square feet of all the roofs. In the description of work section in SOW, it references the attach drawing identifying the buildings needing roof repair. (Clarification)
