STATEMENT OF WORK

Annual Electrical Inspection

FCC TERRE HAUTE

I. INTRODUCTION

The contractor shall provide all necessary labor, equipment and to perform the Annual Electrical Inspection per the following description.

II. SERVICES TO BE PERFORMED

A. Contractor Work Scope for the CUP: Day 1 Power will be off to the whole complex.

a. BATTERY SYSTEM – (2 - SAFT Battery Banks)

i. Visual and Mechanical Inspection

1. Verify ventilation of battery room or enclosure.

2. Verify existence of suitable eyewash equipment.

3. Inspect physical and mechanical condition.

4. Inspect anchorage, alignment, and grounding.

5. Clean corroded/oxidized terminals and apply an oxide inhibitor.

6. Verify tightness of accessible bolted electrical connections.

ii. Electrical Tests

1. Measure charger float and equalizing voltage levels.

2. Verify all charger functions and alarms.

3. Measure each monoblock / cell voltage and total battery voltage with charger.

4. Measure intercell connection resistances.

b. SOLID STATE RELAYS – ((9 - Basler BE1-851 Relays) (6 - Basler BE1 – GPS Relays) (6 - ABB Circuit Shield #87M Relays) (9 - C-H DT-3000 Relays) (9 - C-H IQ DP-4000 Relays))

i. Visual and Mechanical Inspection, as applicable

1. Inspect relays and cases for physical damage.

2. Clean the unit.

3. Tighten case connections. Inspect cover for correct gasket seal. Clean cover glass. Inspect shorting hardware, connection paddles, and/or knife switches. Remove any foreign material from the case. Verify target reset.

4. Inspect relay for foreign material, particularly in disk slots of the damping and electromagnets. Verify disk clearance. Verify contact clearance and spring bias. Inspect spiral spring convolutions. Inspect disk and contacts for freedom of movement and correct travel. Verify tightness of mounting hardware and connections. Burnish contacts. Inspect bearings and/or pivots.

ii. Electrical Test, as applicable

1. Inspect targets and indicators.

2. Verify operation of all light-emitting diode and indicators.

3. Set contrast for liquid-crystal display readouts.

4. Specific Functional testing (As Applicable or per Manufacturers Bulletins).

5. ANSI # 47 Phase Sequence or Phase Balance Voltage Relay

a. Determine positive sequence voltage to close the normally open contact.

b. Determine positive sequence voltage to open normally closed contact.

c. Verify negative sequence trip.

d. Determine time delay to close the normally open contact with sudden application of 120 percent of pickup.

e. Determine time delay to close the normally closed contact upon removal of voltage when previously set to rated system voltage.

6. ANSI # 50 Instantaneous Overcurrent Relay

a. Determine pickup.

b. Determine dropout.

7. ANSI # 51 Time Overcurrent

a. Determine minimum pickup.

b. Determine time delays at two points on the time current curve.

8. ANSI # 87 Differential Relays

a. Determine operating unit pickup.

b. Determine the operation of each restraint unit.

c. Determine slope.

d. Determine harmonic restraint.

e. Determine instantaneous pickup.

c. MEDIUM VOLTAGE SWITCHES – (2 - MV Switches)

i. Visual and Mechanical Inspection

1. Inspect physical and mechanical condition.

2. Inspect anchorage, alignment, grounding, and required area clearances.

3. Clean the unit.

4. Verify correct blade alignment, blade penetration, travel stops, and mechanical operation.

5. Test all interlocking systems for correct operation and sequencing.

6. Verify all indicating and control devices for correct operation.

7. Apply appropriate lubricant to moving current-carrying parts and moving and sliding surfaces.

ii. Electrical Tests

1. Measure contact resistance across each switchblade and fuse holder.

2. Measure fuse resistance.

B. Contractor Work Scope for the FCI Power House: Day 2 Section B needs completed.

d. BATTERY SYSTEM – (2 - SAFT Battery Banks)

i. Visual and Mechanical Inspection

1. Verify ventilation of battery room or enclosure.

2. Verify existence of suitable eyewash equipment.

3. Inspect physical and mechanical condition.

4. Inspect anchorage, alignment, and grounding.

5. Clean corroded/oxidized terminals and apply an oxide inhibitor.

ii. Electrical Tests

i. Visual and Mechanical Inspection

1. Inspect physical and mechanical condition.

2. Inspect anchorage, alignment, grounding, and required area clearances.

3. Clean the unit.

4. Verify correct blade alignment, blade penetration, travel stops, and mechanical operation.

5. Test all interlocking systems for correct operation and sequencing.

6. Verify all indicating and control devices for correct operation.

7. Apply appropriate lubricant to moving current-carrying parts and moving and sliding surfaces.

ii. Electrical Tests

1. Measure contact resistance across each switchblade and fuse holder.

2. Measure fuse resistance.

g. BOLTED PRESSURE SWITCH – (1 – LV BOLTED PRESSURE SWITCH)

i. Visual and Mechanical Inspection

1. Inspect physical and mechanical condition.

2. Inspect anchorage, alignment, grounding, and required area clearances.

3. Clean the unit.

4. Verify correct blade alignment, blade penetration, travel stops, and operation.

5. Test all interlocking systems for correct operation and sequencing.

6. Verify all indicating and control devices for correct operation.

7. Apply appropriate lubricants to moving current-carrying parts and moving and sliding surfaces.

ii. Electrical Test

1. Measure contact resistance across each switchblade and fuse holder.

2. Measure fuse resistance.

C. Contractor Work Scope for 23 Liquid Filled Transformers: This work can be completed Day 1, 2, or 3. But the power will not be interrupted day 3.

h. Visual and Mechanical Inspection

i. Inspect physical and mechanical condition.

ii. Verify presence of PCB labeling.

iii. Check for signs of leaks or seepage.

iv. Verify proper fluid levels.

v. Verify positive pressure on tank.

vi. Check temperature gauges and reset maximum temperature indicator.

vii. Sample in accordance with ASTM D-923 and test for:

1. Dielectric Breakdown: ASTM D-1816-1

2. Acid Neutralization: ASTM D-974

3. Interfacial Tension: ASTM D-971

4. Color and Visual: ASTM D-1533

5. Dissolved Gas Analysis: ASTM D-3612

D. Security Clearance/Contractor Badges

1. All requests for security clearances shall be submitted to the Contracting Officer’s Representative, a minimum of fourteen (14) working days prior to the start of work.

2. All contractors and sub-contractor employees will provide a check list of all employees on-site each day to the Contracting Officer’s Representative verifying the number of workers on site each day and that all workers are pre-approved to be on the site.

E. Safety and Personal Protective Equipment

1. All contract employees are required to maintain and utilize required personal protective equipment prescribed by industry standards at all times while on the job site. The contractor is responsible to provide such equipment.

2. All ladders, regardless of the size, shall be stored and secured to a stationary fixture with a chain and lock in a pre-determined area. The ladders must be secured to ensure they are not mobile.

3. All extension cords, regardless of length, shall be in good condition with no broken outer insulation and will be secured in a locked construction gang box.

4. Any system requiring lock-out/tag-out shall have both contractor and FCC Terre Haute locks on the isolation point to prevent shock. All lock-out/tag-out procedures will be in compliance with the institutional lock-out/tag-out program. The program information will be provided at the Pre-Construction Conference.

F. Other Considerations

1. FCC Terre Haute shall ensure that all potential power sources in order to prevent back feeding are locked-out and tagged-out with contractor and FCC Terre Haute representative signatures.

2. The FCC Terre Haute shall ensure a representative is present to allow access to all areas requested by the contractor.

3. The Contractor shall provide to the Contracting Officer’s Representative (3) three copies of the safety data sheet (SDS) on all materials and substances that may be used during the course of the project. In the event the material is not approved by the Institution Safety Manager, it shall be the responsibility of the contractor to locate and procure an alternative product.

4. Lost time due to security restrictions/considerations; Contractors should plan for a certain amount of time accrued for security considerations, i.e., check-in screening, delays due to inmate movements, Institution lock-downs, Institution emergencies, etc. In the event of an Institution emergency, the contractor will be instructed to abstain from all work, secure and stow all tools, equipment and materials, and the contractor shall be escorted out of the Institution. Work will be suspended until the Institution emergency passes.

5. Contractors will not be allowed to bring cell phones, cameras or two way pagers into the Institution. Numerical pagers are allowed and will be verified as working equipment prior to the entry to the Institution. If use of a telephone is required in case of an emergency, the Government will provide a phone line for use.

6. The contractor shall be responsible for restoring federal property to standard and removing all waste material from the Institution property.

7. The contractor and any sub-contractors must attend a Pre-Award/ site visit prior to the awarding of the contract.

8. Section A needs completed Day 1. Section B needs completed on Day 2 or 1. This is because you will have only day 1 and 2 of power outage. You will have 3 Days to complete all work. Performance Period will be October 23rd, 24th, and 25th only. Work hours will be 7 to 3:30. Work objectives must be completed during this time.

G. Submittals

1. Product Data: Submit five (5) copies of product literature/data and installation instructions for approval by the Federal Bureau of Prisons.

2. Warranty: Submit two (2) copies of manufacturer's Limited Material Warranty to cover a period of one year.

H. Qualifications

1. Installer Qualifications: Inspector must maintain all Federal, State and Local certifications and or licenses required. Certifications and Licenses must be provided with bid.

2. Requirements of Regulatory Agencies: Materials used in the approved system shall meet existing Federal, State and local laws and regulations.

I. Utilities

1. The FBOP will provide minimal electricity service (120V), for battery chargers, radios, small hand tools, etc.

2. The FBOP will provide restroom services.

3. All other utilities must be provided by the Contractor.
