FCI Marianna, Floor Grinding Questions and Answers

6 May we exclude the following Under Quality and Warranty as they are applicable to the installation of concrete rather than concrete polishing:

2.04.B.1.b – is applicable to Section 03 30 00, Cast in Place Concrete

2.04.B.1.c – is excluded as it is applicable to determining floor flatness and floor levelness

2.04.B1.e – is excluded as it is applicable to concrete floor and slab construction

2.04.B.1.f – is excluded as it is applicable to tolerances for concrete construction

Yes, these may be excluded. However, should new concrete be needed, these will be applicable. FCI does not foresee the need to install new concrete, as we have already performed this type work at several locations throughout the property, and the need for new concrete has not occurred.

7 We understand the aggregate exposure and gloss of the existing work that we were shown during the walkthrough (excluding the work in the conference room shown by pictures) in the cell and corridor areas is acceptable. Is this correct?

Existing work does not set the standard for acceptable work. See attachment A & B to the Scope of Work under Part 4. The attachments show the industry standard and expectation for the finish product aggregate exposure levels and finish gloss level in each area identified.

8 Is it possible to store 2‐3 32’ equipment trailers, other large equipment, and a dumpster on the grass near each of the building in the event these items cannot be left on the sidewalk?

Equipment trailers, large equipment, and dumpsters can be stored on the grass area BEHIND the housing units and behind slow down fences, not on the compound side (front of building). NOTE: when the FCI begins to house inmates, estimated October 1, 2020, security restrictions will be strengthened. At minimum, dumpsters will be required to sit at the FCI Rear Gate overnight and be removed from the FCI Rear Gate area between the hours of 3 AM & 5 AM by the solid waste disposal company hired by the contractor.

9 The polishing under the stairs and tables is not going to be acceptable to heavy equipment and will not match the field of the floor and this is understood and acceptable?

Polishing under the stairs will be accomplished by hand grinders or small polishing equipment. The level of polish under the stairs is understood.

10 There is a painted area under the handrail to the open area – the paint will not be removed. No coating will be removed on the stair treads. Face of the stairs will not be polished, and no coatings will be removed, and all of this is understood and acceptable?

Concrete stair treads and concrete stair risers are not included in the Scope of Work to be ground, nor to have paint removed.

Concrete flooring under the handrails is included and should be ground, painted or not.

11 The areas where the concrete has been troweled around the floor drains are very rough. These areas will be done in accordance with the area shown to us in the walk thru and in accordance with the pictures that were taken during the walk through. This is understood and acceptable?

The area around the drains is understood to differ in appearance from the remaining floor areas. Fillers and leveling will be necessary around the floor drains.

12 The plans call for A aggregate and level 2 finish however the scope of work calls for level B and level 3 finish (highlighted pink) and level C aggregate and 3 finish but the scope says level C and level 4 finish (highlighted yellow), can we obtain clarity on which is correct?

The Scope of Work is correct as written. No areas should be A aggregate and level 2 finish. See corrected drawings included with Amendment 00002.

13 Do the floors have to be abated? No. FCI Marianna was built from 1986 to 1988. No ACM was used in the construction of the institution.

14 Does the threshold molding need to be replaced? If moldings are removed due to the floor grinding process, they need to be reinstalled. If the moldings are damaged during the process of floor grinding, they will need to be replaced with new.

15 Do the stair treads have to be removed and replaced? No. Stair treads are not included in this Scope of Work.

16 Due to the degree of heavy equipment, will inmate labor be offered to mobilize heavy equipment to obtain access the upper levels?

No.

17 Will there be access to air conditioning during this process due to the excessive heat in Florida? (a vacuum system or wet system process would be utilized to control dust)

No. The HVAC systems are brand new. The duct work has recently been cleaned. Ducts will be sealed off and HVAC systems will be turned off during the floor grinding process to prevent dust and debris from re‐contaminating the ducts and new HVAC systems.

18 Is there 3 phase power available? Yes, 3 phase 208v is available.

19 Will the facility supply the dumpsters? No.

20 Can the timeline be extended? Yes, the period of performance has been extended to 120 calendar days from Notice to Proceed. See Amendment 00002.

21 What happens with the timeline if a COVID case or Hurricane is presented? (what are the expectations?)

In the event an excusable delay arises, an extension to the period of performance will be issued. Additional information is contained in the following clauses (included in the solicitation document):

COVID 19 – See BOP 52.218‐000, Continuing Contract Performance During a Pandemic Influenza or Other National Hurricane – See FAR 52.249‐10, Default (Fixed Price Construction)

22 Do the joints have to be sealed? During the walk through it was stated there was no need however the SOW states differently.

Yes, joints shall be sealed.

23 Is patching of various areas required? If patching is needed to provide a consistent finish throughout the identified areas, then yes, patching is required by the contractor.

24 Will there be a place for heating and cooling the crew lunches (being the crew has to stay on site once they have entered the premises) or can they bring in a mobile trailer with their own refrigerator and microwave?

FCI will provide 2 microwaves and ice. Contractor must supply their own cooler.

25 Will/can the time frame be adjusted due to the current 90 days being extremely unrealistic?

Yes, the period of performance has been extended to 120 calendar days from Notice to Proceed. See Amendment 00002.

26 Most diamond abrasives used for grinding and polishing are produced outside of the United States. Will there be a buy America exception guarantee?

No.

27 Is the job wage scale? The contract is subject to construction wage rate requirements.

The applicable wage determination is included in the solicitation as Attachment 3.

28 Should bid be based of LF and SF in the scope or should it be based on sub contractor take offs?

The solicitation requires the contractor to submit a firm fixed price bid. How the bid price is determined is the responsibility of the bidder.

29 Will mock ups be a separate mobilization or can they be done while primary grinding is taking place at the start of the project?

Mock ups can be done while primary grinding is taking place at the start of the project.

30 How long will it take to get the mock up approved? Less than 8 hours.

31 How many LF of polyurea filled joints should be included in bid? Contractor to verify all dimensions and materials needed to complete the project.

32 Can additional people be submitted for badging throughout the project?

Yes; however, this leads to a lot of confusion and lots of paperwork.

FCI recommends getting all personnel cleared at the beginning of the project. It is much easier for all concerned to have everyone cleared, then decide some are not needed, rather than only have a few cleared and continually add additional personnel.

33 How far from work area will shipping container storage be placed? Storage containers can be located outside the building being worked on, on the back side of the building(s).

34 Can shipping container storage be moved throughout project? Yes, if moved by the contractor.

35 3.01/D of scope states a FF of 40 must be confirmed. Who is to confirm this and what if the existing slab does not meet this requirement?

Contractor shall confirm.

If the floor does not meet the FF of 40, a Request for Information (RFI) should be submitted to the Contracting Officer’s Representative for review and answers.

36 How are repairs to be priced considering it is likely repairs will come to light during the initial grinding.

If any unforeseen repair work (outside of the existing scope of work) becomes necessary, it will be treated as a differing site condition.

37 The process will be performed wet to meet OSHA Silica Standard. Is there a place to store filled 55 gallon drums?

Yes. Contractor shall be responsible for disposal of any and all drums used.

38 The process will be performed wet to meet OSHA Silica Standard. Is there a place to leave a 20 yard dumpster with a filter liner that will allow water to drain out and separate solid slurry particulate?

More information of this process will be required before an answer is given, environmental impacts will need to be considered. An RFI will need to be submitted for review and approval by FCI Marianna.

39 Will power access be provided? FCI will provide standard electrical service of 120V outlets. 230v is available in distribution breaker panels located in the housing unit central electrical rooms.

40 If power is provided who assumes the cost for an electrician to hook up power or can the polishing contractor hook up power?

If power is to be hooked up into electrical boxes greater than a standard wall plug, FCI Marianna’s electrician will complete the hook up of conductors to electrical panels. A 24 hour in advance request should be submitted to the COR.

41 Will water access throughout the project be provided? Water is provided via sinks in each cell or via hose bibs on the exterior of the buildings. Contractors should practice water conservation as much as possible.

42 Is propane powered equipment allowed to be used indoors? Yes, however, propane tanks will need to be removed from within the perimeter fence daily.

43 If propane powered equipment is allowed what are the requirements for storing full and empty propane tanks?

Tanks cannot be stored within the secured perimeter fence and will need to be taken in and out daily.

44 How expeditiously will tool checks be performed entering and leaving facility?

As expeditiously as possible. Contractors can speed up this process greatly by having a pre‐printed tool inventory completed prior to the beginning of the project for daily check off. Only A and AA tools will need to be brought in and out each day. B class tools can be secured within a gang box and stay inside the fence. B class tools will still need to be inventoried at the start and end of each work period, even if staying within the perimeter fence.

45 If employees are left waiting for personal to show up to perform tool checks entering and leaving facility will additional compensation be provided to contractor to pay those labor costs?

No. Time to complete security requirements should be included in the bid. Scope of Work, See 2.05, B Work Hours, #3. FCI Marianna will strive to complete security requirements and processing as quickly as possible to allow contractors to perform work.

46 Can wall protection such as plastic be left hung up from day to day? Yes.

47 What are the aesthetic requirements for the transition between Class B and Class C?

Industry standard is acceptable.
