RE: Request for Quote: 15B30819Q00000011 Concrete Floor Grinding and Finishing Federal Correctional Institution, Marianna, Florida

Q & A:

09/23/2019

Q: Will the toilets and beds be uninstalled prior to grinding?

A: The bunks will be removed from the cells, the toilets will remain in the cells.

Q: Can we have a container on site for secured storage of equipment/materials?

A: Yes, such as a gang box or connex box.

Q: Will a generator on site present issues with pass through for cables and open doors?

A: No, no issues.

Q: The black mastic glue is suspicious as ‘hot’. Will testing be done?

A: FCI Marianna was constructed after asbestos was banned in US buildings in 1978. Testing will not be performed, the Government will not provide funds for testing.

Q: D.4. on the SOW letter states the following;

4 Grind concrete floor to Class C Aggregate Exposure and a Finish Gloss Level 3 gloss in all open areas, walkways, offices, etc. as identified on drawings provided with this Scope of Work, approximately 13,000 square feet in Mohawk Unit and 24,000 square feet in Navajo Unit. See Aggregate Exposure and Finish Gloss charts below from the Concrete Polishing Association of America (CPAA).

a. Can you verify that this is an error. There is 11,000 sf CLASS A, Level 2 areas each building with the 13,000 sf in Mohawk unit, you get to the 24,000. This would make the Navajo space 35,000 sf? Please clarify.

A: CORRECT, that is a typo. 13,000 SF in each building of Class C / Finish Gloss 3 and 11,000 SF each building Class A / Finish Gloss 2. Totaling 26,000 SF and 22,000 SF total of each class / finish respectively.

Q: The space has significant concrete surface prep. A grout coat may need to be added to the proposal to address the significant spalls and cracking

A: Vendors may quote any and all work necessary to achieve the results described in the Statement of Work and grinding finish specifications.

Q: When do you estimate inmates may return and standard security will commence?

A: Possibly January 2020, but no date has been established.

Clarification of concrete areas included in the Scope of Work:

Not included: Triangular flat areas, Mechanical rooms, Showers, Stair treads.

Included: All inmate cells, walkways outside the cells, offices/storage rooms, hallway that adjoins each side of the unit, Stair landings.

A diagram is attached with areas not in the scope in black.
