SF-30 Block 14 Description of Amendment

This amendment hereby incorporates the following:

1) Questions & Answers (attached). The question deadline has passed; no further questions will be accepted.

2) The new bid due date is February 18, 2021 at 2:00 PM Central.

Reminder: per the Instructions to Bidders document, bids are required to be submitted to the office specified in Grand Prairie, TX. Review the Instructions to Bidders for the specific address. Electronic bids are not permitted.

IMPORTANT: All bidders shall follow the instructions in block #11 on page 1 of this amendment (Standard Form 30) for acknowledging receipt of this amendment. If choosing option (b) from block 11 (preferred method), utilize block 19 on page 2 of the solicitation document (Standard Form 1442). The date entered in block 19 for each amendment should match the date reflected in block 3 of each respective amendment.

REPLACE PERIMETER FENCE – MDC GUAYNABO, PR

Questions & Answers

1. After removing a section of the existing fence, we’ll drill the new footings and pour the concrete with the new fence post. This can take some time before that concrete hardens and can hold the weight of the new fence panel, leaving an opening on the perimeter fence. Who will provide security for that area?

BOP RESPONSE: MDC Guaynabo will provide the security.

2. Will there be any phasing schedule for the removal and installation of new fence provided by BOP, or will the contractor determine that?

BOP RESPONSE: A schedule shall be provided by the contractor for the BOP review/approval and any changes to the approved schedule shall be notified in advance.

3. Will a material laydown area be provided?

BOP RESPONSE: Yes.

4. How many parking spaces will be allocated to the contractor or will there be adequate parking in or near the laydown area?

BOP RESPONSE: Parking spaces will be provided for contractor vehicles. If more than provided are needed, the contractor shall notify the BOP for that arrangement.

5. Will heavy equipment be allowed to be stored in the laydown area after each day of work?

BOP RESPONSE: Yes, a list of the types of heavy equipment will be needed in advance so adequate space is provided.

6. Does the BOP have any existing utility as-built drawings available? If so, please provide.

BOP RESPONSE: No, there are no as built drawings related to the fence or underground utilities available.

7. May the full time Site Superintendent also perform as the Site Safety Officer or does this need to be two separate individuals?

BOP RESPONSE: It can be the same person provided that the person is properly qualified/certified for both responsibilities.

8. Can the BOP provide pictures of the existing fence systems which are to be connected to the new fence system?

BOP RESPONSE: See Attachment A below.

9. Should the concrete pad under the jersey barriers be completely removed?

BOP RESPONSE: Yes, all barriers bases are to be removed, see Demolition Keynotes #3 in Sheet No. CD101 in the approved drawings.

10. What are the concrete foundation dimensions/sizes for each post?

BOP RESPONSE: If referring to the existing fence, that information is unknown, if referring to new fence, see Fence Post Foundation drawing in Sheet No. C-501 in the approved drawings.

11. What is the section length/distance permitted for demolition and construction in coordination with security? How will the demolitions be coordinated with security?

BOP RESPONSE: as a guideline, 100 feet shall be considered, however, if more or less is needed at a time, please provide an explanation so that BOP can make a better determination. See Question #1 for the security answer.

12. Must the jersey barriers be relocated or fully dispatched/disposed of?

BOP RESPONSE: All Jersey barriers/bases and fence that are part of the demolition shall be properly dispatched/disposed of by the contractor. See Sheet No. CD101 in the approved drawings and SOW, Division 017419.

13. Are any additional services required by the survey other than underground utility services? We know that a survey needs to be done in order to get the elevations, also a study of underground utilities services will be needed prior to construction to be sure construction does not affect any of these actual utilities.

Are environmental studies, other than usuals, required during the construction?

BOP RESPONSE: See the General Civil Notes in the approved drawings for information regarding land grading, erosion and sediment control and drainage among other. The contractor shall comply with any State, Federal and Local codes and permits, e.g.

the Environmental Quality Board and Environmental Protection Agency.

14. Will an area for office and storage be provided?

BOP RESPONSE: If the contractor needs an area for a field office and storage container, the area will be assigned in the pre-construction meeting.

15. Is Buy American Act applicable for this solicitation?

BOP RESPONSE: Yes, review provision 52.225-10 and clause 52.225-9 located on solicitation pages 27-28 and 20-22 respectively. All bidders are responsible for reviewing the solicitation document in its entirety. The solicitation document will become the contract document.

16. Are there any utilities that interfere with the work area?

BOP RESPONSE: Unknown, see General sheet notes #2 in drawing sheet No. CD101

17. What are the work hours?

BOP RESPONSE: 6:30 AM to 3:00 PM (See SOW Section 011000-SUMMARY Part 1, section 1.5 ACCESS TO SITE & SCHEDULE, part D)

18. From SOW 01-1000-3 g: Can cameras, computers, and/or tablets be approved for use onsite for onsite use by the construction personnel?

BOP RESPONSE: Cameras are not allowed on site, computers and tablets are subject to the Captain or Warden approval. Pictures will be taken by BOP personnel.

19. From SOW 01 1000-4 2: Is the mask mandate subject to change if the employees are vaccinated?

BOP RESPONSE: No, all employees shall wear the masks until further notice.

20. From SOW 323100-3 2.1 a: Is there an ASTM for the “marine grade coating” specified for the fence components?

BOP RESPONSE: The fence coating needs to be marine grade, fusion-bonded epoxy-coating.

21. From SOW 323100-5 3.5a: What additional signage is going to be required by the owner? How should the contractor price this?

BOP RESPONSE: Existing signage that cannot be relocated due to damage.

22. What restrictions are in place for the amount of fence that can be worked on and left unsecure at one time?

BOP RESPONSE: See question 11.

23. There don’t appear to be any temporary security measures in place; i.e., security guards and/or temporary fence. Please clarify what is required of the contractor.

BOP RESPONSE: See question 1 and 11.

24. Are as-built drawings available for the existing fence? If so, please provide.

BOP RESPONSE: See question 6.

25. Are as-built drawings available for the existing utilities? If so, please provide.

BOP RESPONSE: See question 6.

26. Is the owner/BOP taking ownership of the demolished fence materials and jersey barriers after they are removed or should they be disposed of offsite by the contractor?

BOP RESPONSE: See question 12

27. Where is the electrical panel providing the source power to each gate located on the project?

BOP RESPONSE: Main gate panel is located in the Boiler room, which is the building adjacent to the gate area. For the Secondary gate there is no power source available, the closest source is approximately 500 feet away inside the main building (across the parking lot road). Remember that this information is an approximate for reference only, the contractor is required to verify the actual distance prior construction.

28. What functionality is requested for operating the gate? Where are the controls to be located? Are the gates to be integrated into any other access controls equipment and if so, is the owner performing that integration?

BOP RESPONSE: Controls must be in the Guard Shack and also must be remote controlled.

29. Is there a requirement to remove the existing fence post footings (underground section)?

BOP RESPONSE: No, however verify the General Civil Notes in Sheet No. C-100 of the approved drawings for excavation, erosion and sediment control requirements.

30. The existing Jersey barrier (to be removed) has some footings at some of the sections, do they need to be removed also?

BOP RESPONSE: Yes, see question 12.

31. Does the fence need grounding around the substation and/or power lines tower?

BOP RESPONSE: Yes.

32. Will an area for a trash dumpster be provided?

BOP RESPONSE: Yes.

33. Will an area for portable toilets be provided? If so, how many portable toilets are allowed?

BOP RESPONSE: Yes, no more than two portable toilets will be allowed.

34. Is there any special certification or documentation needed for vehicles used during construction?

BOP RESPONSE: All vehicles and operators shall comply with required government and appropriate agency certifications and regulations, e.g. OSHA regulations.

35. Are utility drawings available? If so, please provide.

BOP RESPONSE: See question 6.

36. Who is going to provide construction permit?

BOP RESPONSE: Review clause 52.236-7 which is included by reference on page 16 of the solicitation document. The full text of any provision or clause included by reference may be retrieved from www.acquisition.gov/far

37. Who is going to provide permit to work in highway area?

38. Will space and utilities for contractor’s field office be available?

BOP RESPONSE: See question 14

39. Are orange vests allowed for contract workers?

BOP RESPONSE: No, Green or yellow safety vest shall be used.

40. Can you provide photos of existing footings of the fence?

BOP RESPONSE: Not available.

41. How many line feet will be allowed to have open and who will provide security during that time?

BOP RESPONSE: See question 1 and 11

42. What is the distance from the panel to the gate that should be connected?

BOP RESPONSE: Main gate approximately 300 feet, Secondary Gate approximately 500 feet. See question 27.

43. Can you provide the manufacturer and model of the electrical panel (e.g., GE, Eaton, Cuttler and Hammer, etc.)?

BOP RESPONSE: Manufacturer is Westinghouse, Model BA 208-120V and Model GHB 480-277V

44. Can you provide a photo of the breaker to verify type?

BOP RESPONSE: Not available at this time.

45. Is excavation needed for electrical work installation?

BOP RESPONSE: Yes

46. SECTION 011000 SUMMARY, Item 3 of subsection 1.2 states “Phased Construction,” but no description on how the construction is to be phased is provided. Please confirm if construction is to be phased. If yes, please provide details.

BOP RESPONSE: See question 2.

47. Is there a Lead/Asbestos presence survey available, or should it be included in our proposal?

BOP RESPONSE: No, there is no lead or asbestos in our site.

48. Is there a geotechnical report available, or should we include it in our proposal?

BOP RESPONSE: No geotechnical report is available, see question 13.

49. Are higher resolution Construction Plan pages available? Small details and text are blurry and can cause misunderstandings.

BOP RESPONSE: See the file labeled “Attachment 2 – Drawings (better version)” which was posted to beta.SAM.gov on November 24, 2020. That version is clear.

50. Shall we include the full demolition of the existing fence foundations?

BOP RESPONSE: Yes.

51. Are there any specific temporary safety measures we should implement while we are working on the fence sections?

BOP RESPONSE: Comply with OSHA regulations and any other state, local and federal regulations.

52. Fence Section Detail (B2/C-501) refers to Detail C4/C-501 for foundations detail not included on the page.

BOP RESPONSE: Fence post foundation detail A1 is included in sheet C-501.

53. Please confirm that the new fence is to be located on the exterior side of the existing fence?

BOP RESPONSE: No, the new fence shall be installed in the existing location.

54. No design for new sliding and pedestrian gates was provided.

Please provide detail.

BOP RESPONSE: Two sliding gates and one pedestrian swing gate of the same material as the new fence are required of the following dimensions:

1: Main sliding gate 29 feet wide and 12 feet tall.

2. Secondary sliding gate 28 feet 4 inches wide and 12 feet tall.

3. Pedestrian swing gate 4 feet wide and 7 feet tall.

55. Please clarify the contractor’s responsibility in relation to sediment control measures.

BOP RESPONSE: See question 13.

56. C-101, Key Note #17 says, “Contractor to provide gate controls to be located in the new guard shack,” but design for the new guard shack is not included in the plans provided. Please clarify if SOW includes the construction of a new guard shack and if we are to provide the design.

BOP RESPONSE: No, the guard shack was already built, in the solicitation documents it’s shown the location for reference only.

57. The construction plan does not include design details for the new man or sliding gates. Please provide.

BOP RESPONSE: See question 54.

58. Please provide fence grounding detail.

BOP RESPONSE: See Attachment B below.

59. Please confirm the fence does not require any lighting fixtures integration.

BOP RESPONSE: No lighting fixture integration needed.

60. Please provide an electrical connection point to supply power to gate motor operators.

61. Will Gov. provide all required permits, or should we include any permits and/or fees? If any, please list.
