RE: Request for Proposal (RFP) 15B11718R00000001 Comprehensive Medical Services Federal Bureau of Prisons United States Penitentiary (USP) Lee, Virginia
Dear Offeror:
Accompanying this cover letter is a solicitation package prepared by the Federal Bureau of Prisons, Field Acquisition Office, for the acquisition of Comprehensive Medical Services for USP Lee located in Pennington Gap, Virginia. The solicitation package consists of the following:

In submitting proposals, Offerors should consider all information provided herein. Please carefully follow all instructions located in the solicitation package concerning the content, format, and submission of the proposals. Detailed information can be located in Attachment 5, Submission and Evaluation of Proposals, of the solicitation.
All communications regarding this RFP, including any of a technical nature, must be made in writing to the Contracting Officer. Questions will not be answered by telephone or in person.
Please read the important instructions that are incorporated by reference in the provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, and any addendum.
The Contracting Officer assigned to this procurement is the undersigned. Your attention is directed to the fact that the Contracting Officer is the only individual who can legally commit or obligate the Government to an expenditure of public funds should a contract result from this
RFP.
Prospective Offerors are also cautioned against discussing the preparation of their offer (or any technical questions) with Government technical personnel. The circumstances of such contract, when verified, may result in non-consideration of the offer. Accordingly, all communication prior to award shall be directed to the Contracting Officer, in writing, at the address listed below.
Offers shall be received on or before the deadline of June 13, 2018, at 2:00 p.m. Central Standard Time.

Offerors are required to choose one of the following methods when submitting a proposal:
A. Electronic Proposals via e-mail:
Offerors may submit their scanned documents of Volumes 1, 2, and 3 electronically via e-mail to vsighamony@bop.gov. If Offerors choose to submit their proposal electronically, all documents must be in PDF format. All documents must be submitted and in the Government’s control by the due date and time set forth in Block 8 of the Standard Form (SF) 1449, page 1 of the solicitation. Please refer to FAR 52.212-1(f)(2)(i)(A), (B), and (C). The Government email system can only receive documents up to 10 megabytes (MB). Therefore, the email with attachments must be less than 10 MB. If the email with attachments exceeds 10MB, Offerors must submit their proposal using Option B below.
B. Proposals via Compact Disc (CD):
CDs containing Volumes 1, 2, and 3 in PDF format may be mailed or hand-carried to Contracting Officer or Contract Specialist at the address shown below no later than the time specified as the deadline for receipt of proposals. The official point of receipt for hand-carried offers will be the first floor reception area of the address listed below:

Please do not submit proposals to any location other than the one listed above. Proposals received after the deadline will be processed pursuant to FAR 52.212-1(f). It remains the Offerors responsibility to ensure all documents are in the Government’s control by the proposal due date and time.
