About this file
This document is a Justification for Other than Full and Open Competition (JOFOC) for the Department of Justice Bureau of Prisons at FCI Morgantown, West Virginia. The sole source acquisition is for urgent out-of-network catastrophic medical services for an inmate, provided by incumbent contractor Seven Corners, Inc. from August 1-31, 2024, with an estimated requirement value of $140,322.12. The justification cites 41 U.S.C. 3304(a)(1) as the statutory authority for the sole source procurement, emphasizing that only one responsible source is capable of providing the immediate and urgent medical services required to maintain continuity of care for the inmate population.
The document details that when the institution's medical staff cannot provide necessary medical services, referrals are made to community-based medical providers. The contracting officer has determined the rates to be fair and reasonable and certifies that continuing services with the incumbent provider is in the best interest of the Government. The JOFOC includes certifications from a Health Service Administrator and Contract Specialist Richard Hammond, confirming the accuracy and completeness of the supporting data and justification.
