Special Notice 14-SN-0006
NOTICE OF INTENT TO AWARD A SOLE SOURCE
9-Jan-14
The Office of Naval Research (ONR) intends to execute a contract modification to increase the ordering maximum amount for an IDIQ contract and extend the ordering period under the authority of FAR 6.302- 1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about December 19, 2013 to Oceaneering International, Inc. (OI) under Contract Number N00014-11-D-0327. The new ordering period will expire on 15 MAY 2016 and the new ordering maximum amount will be $18,000,000.
The IDIQ contract supports the development of an advanced mooring system with the capability to capture, moor, and unmoor ships and craft, including the Joint High Speed Vessel (JHSV) with a Roll- On/Roll-Off Discharge Facility (RRDF), an LMSR with the Mobile Landing Platform (MLP) in Sea State 3 (Threshold), up to Sea State 4 (Objective).
Task order 0004 will build and factory test a limited demonstration system and will be followed by Task Order 0005 which will conclude the program with an at-sea full scale demonstration. OII will finalize integration and control algorithms in preparation for functional test and at-sea demonstration. System functionality will be tested to the extent possible in factory tests conducted ashore. The contractor will support the at-sea demonstration preparation effort. This includes support of test planning and integration of the OII internal system data.
This follow-on effort is within the scope of the AMS base IDIQ contract Statement of Work. Attachment 1, Statement of Work to the IDIQ contract describes Phase III: Sea Demonstration as including the fabrication, testing, and evaluation of a full-scale, proof-of-concept AMS technology demonstrator, including individual sub-systems and the full-system. It also states that Phase III includes the demonstration of the full-scale, proof-of-concept AMS technology demonstrator in a relevant dynamic motion environment. Task Orders 0003 (awarded) and 0004 (soon to be awarded) provide the means to build and factory test the sub-systems and full system and to plan and prepare for the full-scale at-sea demonstration. Future task orders, estimated to cost on the order of $3M will include the installation of the system and test instrumentation on the test platform, operation of the system during the at-sea demo, and removal of the systems from the test platforms.
ONR intends to increase the maximum ordering amount and ordering period on a sole source basis to OI because OI has proven to be the only offeror capable of performing to the Government’s current requirements. Their development efforts over the past three years make them uniquely qualified to understand the limitations of the current system and to provide recommendations/models for design improvements based on lessons learned.
The North American Industry Classification System (NAICS) code for this requirement is 541712 with the size standard of 500 employees. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a quotation and technical capabilities, which, if received within fifteen calendar days of publication of this notice, shall be considered by ONR. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
