About this file
This document package comprises a State of Nebraska Purchase Order (PO 1459502 Z9) and two Field Staff Service Agreements between the Nebraska Game & Parks Commission (NGPC) and Leise Lawn Care, a sole proprietorship operated by Joseph Leise of Hartington, Nebraska. The agreements involve mowing and landscape maintenance services at three Wildlife Management Areas (WMAs): Buckskin Hills WMA, Powder Creek WMA, and Chalkrock WMA, located in northeastern Nebraska near Newcastle and Junction. The contracts are administered by the NGPC with involvement from the Lewis and Clark Natural Resources District (NRD).
The combined contracts establish three separate service arrangements with identical contractor but distinct work scopes and pricing. For Powder Creek and Buckskin Hills mowing services, the total compensation is $6,000 not-to-exceed, with monthly payments of $1,200, shared between NGPC ($792/month) and NRD ($408/month), for a fiscal year 2025-2026 allocation of $2,400 and 2026-2027 allocation of $3,600. For Chalkrock WMA mowing and trash cleanup, compensation is $1,250 not-to-exceed with monthly payments of $250, allocated $500 for fiscal 2025-2026 and $750 for 2026-2027. All agreements run from May 1, 2026, through April 30, 2027, with renewal options available at the Commission's discretion upon 30-day written notice. Services include vault toilet cleaning, picnic shelter maintenance, campsite grill cleaning, litter pickup, mowing to heights of 2.5 to 4 inches, and trimming around structures. Work must be completed within five business days of scheduling notification, with specific completion dates specified for 2026 (May, June, July, August, and September). The contractor is responsible for all equipment, materials, and supplies and assumes liability for damage to government or private property. The agreements include standard compliance requirements regarding federal work eligibility verification, drug-free workplace certification, debarment status, and Buy America Build America Act compliance for infrastructure materials.
