About this file
This is a Request for Programmatic Qualifications (RFPQ) issued by Multnomah County's Preschool & Early Learning Division to select provider sites for the Preschool for All program. The county seeks to qualify new providers to deliver preschool slots and assist in refining program details for this ongoing initiative. The sourcing event opened on September 11, 2026, at 8:00 AM PDT and closes on October 12, 2026, at 4:00 PM PDT. The RFPQ number is RFPQ-37-2027. Responses must be submitted electronically through the Multco Marketplace Supplier Portal, and all proposals must be in English, though event documents are available in Spanish. Suppliers currently qualified under the County's Preschool for All System are not required to reapply. Organizations applying for multiple sites with distinct Tax ID Numbers must submit separate applications for each location. Prospective suppliers without existing portal access must complete the MMP Supplier Access Request Form at least five days before the closing date.
Evaluation of proposals will be based on programmatic qualifications (75% weight) and responsible business practice (25% weight). Programmatic questions address provider experience and program strengths, capacity to serve priority populations, cultural and linguistic diversity practices, inclusion and retention policies for children with developmental delays and disabilities, daily program schedules, and experience serving low-income families and accepting Employment Related Day Care payments. Responsible business practice questions assess state licensing status, environmental health and safety protocols, staff lived experience and family engagement approaches, and workforce development supports. A labor harmony question, though not scored, requests confirmation of the provider's commitment to preventing labor disputes. The commodity code is 99070203 for Child Care & Development. Contact for the sourcing event is Lucas Hoelter at lucas.hoelter@multco.us or +1 503-988-7550 ext. 87550. Sample documents provided include a General Services Agreement and Insurance Requirements template.
