About this file

This is a Request for Proposal (RFP) issued by Metropolitan State University for snow removal and deicing services at its Saint Paul Campus. The university is seeking a qualified contractor to provide comprehensive snow and ice management services including labor, equipment, supervision, deicing materials, transportation, and snow hauling for campus parking lots, parking ramps, roads, sidewalks, walkways, stairways, entrances, and plaza areas. Services are required from October 15 through April 15 annually, with snow removal operations triggered at one inch of accumulation for parking areas and 0.5 inches for sidewalks and pedestrian zones. The RFP opened on September 2, 2026, with responses due by September 22, 2026, at 2:00 PM CDT. A mandatory pre-bid meeting is scheduled for September 14, 2026, at 10:00 AM at the Metro State Student Center, Room 101. The selected contract will be effective October 15, 2026, for an initial three-year term with an option to renew for an additional two years if both parties agree.

Pricing is structured as monthly service rates for each of the three contract years (Year 1: October 15, 2026–April 15, 2027; Year 2: October 15, 2027–April 15, 2028; Year 3: October 15, 2028–April 15, 2029), with respondents required to provide their expected rate of increase or decrease after year three. Evaluation will be weighted as follows: Company Profile and Staffing (20%), Operational Plan and Service Approach (30%), Cost/Value (35%), and Equipment and Technology (15%). All submissions must be made exclusively through Minnesota State's e-procurement system, and vendors must submit a notarized Affidavit of Non-Collusion and Affirmative Action Declaration. The RFP identifies specific operational requirements including response time to service calls within 30 minutes, use of polyurethane cutting edges and non-metal hand tools, provision of 21 salt buckets for seasonal placement, and environmental stewardship through approval of deicing products with no rock salt permitted. The contractor bears liability for all property damage and must complete a pre-season walk-through and post-season documentation by May 1, with sod replacement by May 20 annually.
