About this file

This is a Request for Proposal (RFP) issued by the State of Montana, State Procurement Services Division, on behalf of the Montana Historical Society for the design, fabrication, and delivery of signs and mounting systems for the National Register Signs Program. The RFP solicits proposals for two product line items: a wall and post mount sign system (P1) with a lump sum quantity and a 60-day delivery requirement, and an optional improved mounting system (P2) that vendors may propose with innovative design features for easier installation and removal. The proposal submission period opens August 13, 2026, at 2:00 PM MDT and closes September 3, 2026, at 2:00 PM MDT, with sealed proposals required until the close date. Offerors must address mandatory requirements including completion of business information documentation, scope of services, cost proposals, qualifications, and cost appendix materials. An optional pre-proposal conference is available for vendors seeking clarification on project requirements.

Payment terms are Net 30 with 0% financing, and responses must be submitted in US Dollars through the eMACS platform. Offerors must comply with Montana's procurement regulations, including verification of nondiscrimination against firearms entities, disclosure of artificial intelligence use in proposal development, and identification of any pre-existing partnerships. Vendors are required to be registered with the Montana Secretary of State and must meet debarment clearance requirements. The RFP encompasses commodity codes related to building and construction supplies and services, interpretive exhibits, media communications, graphic arts, and signage fabrication. Offerors may request exceptions or modifications to contract terms and mounting specifications through the Contract Exception form, provided such requests are submitted by the deadline; the State reserves the right to accept or reject any proposed exceptions.
