About this file
This is an addendum containing original technical drawings related to a gas turbine exhaust flex seal replacement project at Brandy Branch Generating Station, operated by Jacksonville Electric Authority (JEA) in Florida. The project involves the removal and replacement of flex seal plate-type expansion joints on both B52 and B53 gas turbine exhaust diffuser components. The scope includes installation of multi-layer Inconel 718 flex seals with three-layer staggered-seam configuration, insulated fabric expansion joints rated for 1250°F, ceramic fiber insulation, and associated hardware, fasteners, and gaskets. The planned outage window runs from March 11, 2027 through April 18, 2027, with 38 days available for project completion. Bid responses were due September 15, 2026, with a mandatory pre-response meeting held on August 20, 2026 at 2:00 PM EST via Microsoft Teams. Award was made to the responsive and responsible respondent with the lowest bid price.
Minimum qualifications require respondents to have completed three similar contracts within the last five years involving fabrication and installation of GE 7FA leaf seal replacements of comparable size and scope. All work must comply with ASME standards, AWS structural welding codes (D1.1 and D1.3), and OSHA safety regulations, with only AWS-certified welders permitted. The contractor must provide all labor, supervision, scaffolding, access platforms, confined-space attendants with appropriate certifications, fire watches, utilities, and site waste management with disposal permits. Bid responses must include a bid bond equal to five percent of the total bid price, and the awarded contractor must furnish a Payment and Performance Bond before work authorization. Payment terms offer a 1% discount for payment within 20 days or net within 30 days. Liquidated damages apply if project completion deadlines are not met. The solicitation includes Jacksonville Small and Emerging Business (JSEB) participation requirements, and vendors must not appear on the State of Florida Convicted or Suspended Vendor Lists or Jacksonville's Disqualified Vendor List.
