About this file

This is a Request for Proposal issued by the Iowa Department of Natural Resources seeking a qualified non-profit organization to complete projects that protect or propagate migratory game birds and/or acquire, develop, restore, maintain, or preserve wetlands outside the United States. The RFP, numbered 27CRDWBKSMIT-0013, opened on July 9, 2026 at 11:00 AM CDT with proposals due August 7, 2026 at 2:00 PM CDT. The contract must be executed by June 30, 2026, with all project work completed by June 30, 2027. All specifications, cost proposals, and bid submissions are available exclusively through the IMPACS electronic procurement platform, with prospective vendors required to register through the JAGGAER ONE platform to access solicitation details and submit bids. No alternative submission methods are permitted. Respondents must submit separate technical and cost proposal files and certify and resubmit if the proposal is opened after initial submission or if amendments are posted.

Funding for this contract is derived from Iowa's migratory game bird fee ("duck stamp") established in 1972, with approximately $35,000 available for fiscal year 2026—representing fifteen percent of available revenue that may be used for projects outside the United States under Iowa Code 484A.4. No additional funding beyond this amount is available. Respondents may take exceptions to contract provisions using the attached Exceptions Form, though exceptions that materially change terms or requirements may result in disqualification at the State's discretion. Bidders must address payment discount terms for fifteen-day and thirty-day payment periods, and may request confidential treatment of specific information by completing Form 22 and clearly marking confidential materials. The primary contact is Colton Lullmann at colton.lullmann@dnr.iowa.gov, with contract terms and conditions posted at http://www.iowadnr.gov/InsideDNR/RFPBidLettings.aspx.

Objective: The DNR seeks to contract with a non-profit organization to complete projects that protect or propagate migratory game birds and/or that acquire, develop, restore, maintain, or preserve wetlands outside of the United States.

Background information: Iowa established a state migratory game bird fee (commonly referred to as a “duck stamp”) in 1972, to provide a dedicated funding source for migratory waterfowl conservation. Per Iowa Code, the receipts from this fee are to be used as follows:

• 484A.4 Use of revenue.

1. All revenue generated from the migratory game bird fee shall be used for projects approved by the commission for the purpose of protecting and propagating migratory game birds and for the acquisition, development, restoration, maintenance, or preservation of wetlands, except for that part which is specified by the commission for use in paying administrative expenses as provided in section 456A.17.

2. The commission may enter into contracts with nonprofit organizations for the use of fifteen percent of such funds outside the United States if the commission finds that such contracts are necessary for carrying out the purposes of this chapter.

For the State of Iowa Fiscal Year 2026, fifteen percent of the available revenue is approximately $35,000. No additional funding is available beyond this amount. The contract must be executed by June 30, 2026, and all project work must be completed by June 30, 2027.

NOTE: Anytime the Respondent opens their bid after the initial submission, they MUST certify and resubmit. No information will be lost from the initial submission.

NOTE: Respondent must approve and resubmit their Proposal after an amendment has been posted by the Issuing Officer. If the Proposal was submitted before the amendment, all information will be saved. The Respondent only needs to read and acknowledge the amendment.
