Questions and answers:
1. Is this a new contract requirement? If there is an incumbent, please identify the name of the incumbent and contract number. This is a new requirement.
2. In cases where government furnished equipment (GFE) requires maintenance or fails, what is the alternate method of servicing the government while awaiting replacement equipment? What is the estimated turnaround for GFE replacement as to minimize disruptions to service productivity? The contractor shall notify the Government as soon as GFE fails, and the Government will ship replacement GFE at the earliest time possible. Also, see response to question 3.
3. Upon contract award, would the government be willing to provide additional equipment if a primary laptop is out of service? The Government is willing to provide additional equipment as backup in the case that the primary GFE is out of service.
4. Statement of Work- Section 4.0 Qualifications, 4.3 pg. 42 Item 4.3 requests offerors "Provide resumes for key personnel." Please clarify the government intent as to which positions are considered key personnel and/or may contractor propose a separate labor category for key personnel. Disregard the label of key personnel. Contractors shall submit with their quote documents that demonstrate the personnel utilized for this requirement meet the experience requested below:
Personnel should have 2 years of experience in a professional business environment performing duties that include: spreadsheet data input, clear concise oral and written communication, technical document categorization, official correspondence, file maintenance, system reporting, customer service, and coordination of business processes. Personnel should also have at least 2 years¿ experience with electronic records management and have a clear understanding of engineering and technical vernacular.
5. Statement of Work-Instruction to Offerors, pg. 44 The RFQ states "All quotes must be submitted by August 30, 2022 at 3:00 PM." Please confirm the time zone for the 3:00 pm proposal submission deadline. The time zone is MST.
6. Statement of Work-Instruction to Offerors, pg. 44 Are two (2) volumes required for technical and price? No.
7. RFQ, Basis of Selection-Section 7 Technical, 7.1 pg. 48 The RFQ states "Contractors shall also submit documentation that demonstrates the company can meet the requirements as outlined in the SOW. Failure to do so may render your quote non-responsive and ineligible for award." Is the government requesting offerors provide project documentation or will contractor responses specific to experience and approach of technical elements meet this requirement? The Government is requesting any documentation showing the company can meet the requirements.
8. Statement of Work-Section 9.0 Period of Performance pg. 43 The RFQ lists Base Year POP as 9/12/22 - 8/31/23, please confirm this is the estimated start date for the award. In addition, clarification is required on whether contractor personnel awaiting security adjudication cannot commence work until an interim or final clearance approval has been issued by DOI. Yes, that is the estimated start date.
9. Is there a preexisting Audit process or capabilities to support Phase I, II, and III that the CTR will need to follow or is it the expectation that CTR will audit our staff as part of the 40 hours? The government is not clear on what is being asked in reference to an audit.
10. Are any of the files, drawings, or plans to be reviewed or accessed considered as at least Confidential in terms of security clearance/access? Yes.
11. The government has specified a specific number of four staff in Section 2.0 (Scope); is this a firm number the government expects, or is the government open to alternative staffing levels? This is a firm number the government expects.
12. What is the ceiling level or maximum budget available to support these staff? The government will not provide its budget.
13. The government has indicated an annual period performance delivery of 1,920 hours per employee;
with the addition of Juneteenth (as a federal holiday) there are 88 hours of OPM-mandated holiday time, and typically 80 hours of vacation per year meaning the total number of delivered hours per employee would be 1,912. Would the government confirm they want 1,920 hours (delivered) as the bid element for offerors, or should this be 1,912? The Government would like to correct the delivered hours to 1,912.
14. What credentials (as identified in Section 2.0/PWS) are required for contracting staff access to Reclamation networks/infrastructure? Personnel will have to go through a Tier 2 background investigation ¿ Public Trust, moderate risk.
15. Will the government identify the security clearance necessary for the staff to perform this effort? Yes, see answer to question 14.
16. Will assigned staff be provided with PIV/CAC materials to access the government devices and networks? Yes.
17. What are the onboarding requirements for Reclamation in relation to these remote staff? Can the government identify any required training elements or materials that must be completed for staff to obtain access and satisfy government requirements? Introductory training will be provided by the Government at the start of the contract. The contractor is expected to have qualified personnel as specified in 52.212-2. See Question 14 and 15 for requirements related to clearances.
18. Item 3.2 of the PWS defines the need to obtain or have a tier 2 security clearance and credentials: Tier 2 ¿ moderate-risk positions, non-critical sensitive positions, and positions requiring access to Confidential, Secret, and Department of Energy (DOE) ¿L¿ level information. Will the assigned staff be required to hold a Secret clearance (or comparable DOE level)? The assigned staff will require a Tier 2 (NS) Moderate Risk (MR) Public Trust clearance.
19. If a security level above Public Trust is required, will the government provide a DD-254 or equivalent form for review justifying and describing the clearance needs and material actions the offeror must comply with? A security clearance above a Tier 2 Public Trust is not required. The Government will provide guidance to the contractor at time of Award.
20. Will the remote staff be allowed or capable of connecting printers or other required devices to the government laptops provided? Yes, only if required as part to fulfill contract requirements and after approval from the Government. However, no network-connected devices, such as cellphones, may be connected to the government furnished equipment at any time.
21. Will the government accept a statement affirming that the contents and substance of 52.213-3 have been completed electronically in SAM, or does the government want the entire substance of the clause included in the response submittal? The Government will accept a statement.
22. If 52.212-3 is required to be submitted, will it count against established page count for the response?
No.
23. Is the start date of the contract still 9/12/22? Please see answer to question 8.
24. ¿Basis of Selection¿ states ¿Contractors shall submit with their quote documents that demonstrate the personnel utilized for this requirement meet the experience requested¿ Is this for Key Personnel or all Personnel? This refers to all personnel.
25. Page 44 of the RFQ PDF says, ¿The Offeror must submit a quote in compliance with the instructions in this Request for Quote and must reference each of the Government¿s evaluation factors followed by the offeror¿s response in the order listed in solicitation provision 52.212-2 Evaluation ¿ Commercial Items (Oct 2014).¿ Later on the same page it says, ¿To be considered responsive, completed technical, personnel qualifications, past performance, and pricing responses must be electronically via email dhazak@usbr.gov and received not later than the closing date and time of this solicitation.¿ Please provide clarification on the following:
a. As the 52.212-2 Evaluation section lists ¿Price, Technical capability, and Past performance,¿ should we consider the personnel qualifications as a subset of our Technical Capability and include them in that section of our response? Yes
b. Page 19 of the RFQ says, ¿Within 10 days after contract award, the Contractor shall submit to the COR its IT Security Plan, and IT System Security Plan (if applicable) for Reclamation approval. This plan must be consistent with and further detail the approach contained in the offeror¿s quotation, proposal, or sealed bid that resulted in the award of this contract and in compliance with the requirements stated in this clause.¿ Is this IT Security Plan, and IT System Security Plan to be included in the Technical capability also? Yes
c. The Representations and Certifications aren¿t in the 52.212-2 list. Should they be at the back of the proposal or as a separate file? If they need to be in the proposal, will they count against the 50 pages we have available? The representations and certifications do not need to be included in the same document as a part of the 50 pages.
26. Page 48 of the RFQ PDF says, ¿Contractors shall also submit documentation that demonstrates the company can meet the requirements as outlined in the SOW. Failure to do so may render your quote non-responsive and ineligible for award.¿ Is there specific documentation you are looking for or is our technical capability and past performance considered ¿documentation¿? Documentation of your past performance and technical capability that show you are able to meet the requirements.
27. Would Reclamation consider extending the due date for this solicitation by two weeks? Not at this time.
28. Does the Government require price information to be left out of the technical volume and submitted separately, or is price information be included in the one 50-page document? Price information may be submitted separately.
29. The Government states, "the cover page shall be the original signed SF-1449." Will the Government exclude the cover page, Tables of Contents, Tables of Figures, and Lists of Acronyms from the 50-page count limit? No.
30. Are Representations and Certifications to be included in the same document as the Technical Capability and Past Performance? If so, would the Government exclude them from the 50-page count limit? The representations and certifications do not need to be included in the same document as a part of the 50 pages.
31. Would the government allow tables and graphics to be 10 point font? No.
32. The Government states that evaluation factors for this proposal are "Price, Technical Capability, and Past Performance. Technical Capability and past performance are equal to price." Would the Government please clarify if Technical Capability and Past Performance are collectively equal to price (i.e., price is 50% of the evaluation) or if are they each separately equal to price (i.e., price is 33% of the evaluation)? All three factors are separately equal.
33. With respect to management and direction of the four FTEs, does the Government anticipate that project management costs and quality control costs will be built into the rates or is the Government to provide those services with the FTEs providing staff augmentation? The Government will provide project management and quality control.
34. Page 47 of the RFQ, Basis of Selection #8 states: ¿Past performance will be checked via PPIRS.¿ Our mailto:dhazak@usbr.gov understanding is that PPIRS was retired in 2019 and all information was merged into CPARS.gov. Please confirm. Will projects with CPARS ratings or similar client evaluation be evaluated if they are relevant and recent? Yes.
35. Is there a period of validity required for the proposal? No
36. Would the Government consider providing an extension since the RFQ was issued 8/3, Questions due 8/16, and response to the RFP is due by 8/30? This just gives everyone an opportunity to review the answers to the questions and apply the answers appropriately. Not at this time.
