WBR 1413.106-1 Form 1 0040421346 (February 2017)

DETERMINATION TO SOLICIT FROM A SINGLE SOURCE

PR No: 0040421346 Solicitation No.: 140R8119Q0019 Project Name: Emergency Routing Service Pursuant to Federal Acquisition Regulation (FAR) 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT). Contracting Officers may solicit from only one source if the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand name, or industrial mobilization).

When a single source is identified to provide a portion of the purchase as a Brand-Name, the documentation in paragraph 3. Must state that this determination is only for a portion of the requirement.

1. Agency and Contracting Activity. The Department of Interior, The Bureau of Reclamation, Acquisition and Assistance Operations Branch, Denver, CO.

2. Name and Address of Single Source. This requirement is for products under the brand name of West. This requirement will be competed on FBO.gov.

3. Description of Supplies/Services and Estimated Cost. This requirement is to upgrade, integrate and configure an Emergency Routing Service with the virtual emergency gateways for the Bureau of Reclamation in Denver, CO. The ERS is a hosted service that will provide the Bureau of Reclamation with E911 connectivity to Public Safety Answering Points (PSAPs) across the United States using a single SIP or PSTN connection. All 911 calls are routed to the ERS from the Bureau of Reclamation’s phone systems, which then delivers the call and precise location information to the appropriate PSAP.

The ERS is a fully managed service, eliminating the need to purchase PS-ALI accounts and additional local trunks. The Virtual Emergency Gateway (V-EGW) is an on-site appliance that automates and simplifies E911 management for enterprise IP-PBX systems. The contract must be a West Safety Services Certified installer and shall include the following:

Emergency Gateway Virtual Appliance – Enterprise Edition SW911-EGWEVA and Desk Alert Software

These brand name licenses include a first response time for Major outages within 15 minutes after trouble reported, with an on-site visit within two hours from the original report of trouble. Response time for Minor outages/service interruptions will be within two hours, with an on-site visit by close of business day reported. Replacement items on Major outages are to be obtained by the next business day. Minor item replacement parts should be replaced within two days.

All goods must be installed within 30 days ARO and licenses will expire one year from the contract award date. The estimated cost of the supplies and installation is estimated to be $

4. Description of Circumstances, including why only one source is reasonably available.

This requirement is for brand name software licenses for current Bureau of Reclamation systems. The Bureau of Reclamation is purchasing an upgrade to the emergency routing system. Currently the system solution is manual, and the upgrades will automate the system to ensure timeliness and accuracy of information that is passed from the emergency location to the Public Safety Answering Points (PSAPS). The vendor must be a West Safety Services Certified installer to ensure they have

WBR 1413.106-1 Form 1 0040421346 (February 2017) the knowledge of the current infrastructure and that the system is maintained. If the Bureau of reclamation were to replace the system it would cost approximately $143,000.000 however no other system can fill the Bureau of Reclamations requirement for 911 services on Jabber clients and other telework solutions.

5. Determination of Fair and Reasonable Cost.

The Contracting Officer will perform necessary price analysis of all responses to the solicitation based on adequate competition IAW FAR 13.106-3(a)(1). However, additional price analysis techniques such as market analysis for similar items in the industry (FAR 13.106-3(a)(2)(i) and (v)) and review of current price lists or catalogs (FAR 13.106-3(a)(2)(iii)) will be employed, if deemed necessary in further assuring that the government will receive the best value for its dollars.

6. Description of Market Research. The Bureau of Reclamation Corporate Voice Team researched upgrade options available to the Bureau of Reclamation. The team reviewed both Cisco and E911 emergency routing solutions. The result of market research showed that the only brand that can support the manual to automated solution change is the manufacturer of the products currently utilized in the Bureau of Reclamation infrastructure. The manufacture/brand of West. No other vendor found makes or sells parts or software that can be integrated with the already purchased and installed West systems the Bureau of Reclamation currently utilizes. Other vendors were found with similar products but were found to lack compatibility of operation with the existing communication systems produced by West. The vendors found through market research produce equipment that would provide the services required by the Bureau of Reclamation, however, the cost to replace these existing West systems exceeds the cost of maintenance on the existing systems and would not support the features required by the Bureau of Reclamation.
