Description of Changes: The following changes are hereby incorporated into and made a part of this solicitation.
Receipt of Proposals: The hour and date for receipt of the proposals is hereby changed from February 26, 2021 to March 3, 2021 at 1300 Mountain Time. (1 pm).
Acknowledgement: See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of bids (See Block 10 of the Standard Form 1442).

Questions and Answers
1. Clarify if arc resistant design is required for Metal Clad Switchgear 26 17 23: “Arc
Resistant” Metal Clad switchgear falls under C37.20.7. This standard is not mentioned in the specifications. C37.20.2 is listed which is the metal clad switchgear standard for standard design, not “arc-resistant” design. “arc-resistant rating” is referred to in 2 locations in specification 26 17 23

A: The switchgear is not required to be arc resistant. Refer to IEEE C37.20.2 as required by specifications Section 26 17 23, Paragraphs 2.02 E.2.a and 2.07 I.
2. Please clarify IEEE standards required for specification 26 18 36.
a. 1.02.E.2 lists C37.04 – this standard applies to high voltage circuit breakers, it doesn’t appear to apply to the new “disconnect switches”.
b. 1.09.A states C37.20.2, this is the standard for “Metal Clad Switchgear”.
c. 2.01.B.1 states “Metal Enclosed” design. This would most likely be C37.20.3
(design standard for metal-enclosed switchgear assemblies).
d. C37.20.4 is a design standard for indoor AC switches up to 38kv for use in Metal-
Enclosed Switchgear. Please confirm if this standard is requested.
A: The references listed are the requirement of specifications Section 26 18 36.
3. Disconnect Switch Enclosure in specification 26 18 36 2.01.B.2 is specified as “Nema 12”. Metal Enclosed switchgear is required to be ventilated which does not qualify as Nema 12. The switchgear can be built as an indoor design with “dust resistant” features. Please confirm if this is acceptable.
A: Refer to specifications Section 26 18 36, Paragraph 2.01 B.2. for the switchgear requirements.
4. Specification 26 18 36 2.03.B.1 references footprints shown on drawings. Please advise which drawing that shows the footprint dimensions.
A: Refer to specifications Drawing Nos. 382-D-60097.
5. Section 01 12 10, paragraph 1.02.A.2. states that other work that may be performed in the vicinity of the work by other contractors includes the Bridge Crane Modernization. Should the contractor assume that the bridge crane will be unavailable throughout this contract?
A: Refer to specifications Section 01 54 20 for crane availability.
6. Section 01 14 12, paragraph 1.02.C.1. states that allowable working hours are Monday through Thursday. The project site is remote and not practical for a crew to work 4 days per week. We request that work be allowed 5 days per week, Monday through Friday, with an occasional Saturday if necessary. This would also minimize outage durations.

7. Section 02 82 20, paragraph 1.07.A. states that the government has performed a limited hazardous materials survey. If the survey is not complete, what should the contractor assume for bidding purposes? What specific equipment being removed is considered hazardous?

8. Section 02 83 30, paragraph 1.07.A. states that existing coatings contain hazardous materials. What specific equipment being removed should be considered to have coatings that are hazardous?
A: Refer to specifications Section 02 82 30.
9. Section 26 05 02, paragraph 1.03.A.3. states that the contractor may reuse existing cables and that if existing cables cannot be reused, replace with new cables, as required? For bid purposes, should the contractor assume that all existing cables are in reusable condition?
A: Refer to specifications Section 26 05 02.
10. Section 26 17 23, paragraph 3.02.B. states that all onsite work shall be performed under the supervision of a qualified field engineer from equipment manufacturer provided by the contractor. The manufacturer generally sends a technician out to inspect the installation and test the equipment once it is installed, but is not there during the entire process of installation. Is this acceptable? If a field engineer from the manufacturer is required to be onsite for all work it would unnecessarily increase the project cost.

11. Section 26 18 36, paragraph 3.01.A. states the Contractor will modify existing bus duct for insertion of medium voltage switch assemblies. It is not clear, but our understanding of the plans and specs is that the new switches will be installed in a new bus runs between existing isophase bus and new output switchgear U1B. The sentence above seems to indicate the switches are being installed in a run of existing bus that needs to be modified. Please clarify.

A: None are available. Refer to specifications Sections 01 11 00, Paragraph 1.02 F.1. requiring field investigations.
14. Section 013326, paragraphs 1.04.C.3, 1.04.C.4, 1.04.D.6, and 1.04.D.7 will require cross-referencing of all internal wiring terminations throughout the switchgear and MV switches to a level beyond what is provided by equipment manufacturers. Recreating all the equipment wiring diagrams takes considerable time and effort, which unnecessarily delays the submittal process and adds a significant expense of engineering time. Would manufacturer standard drawings be acceptable for either the submittal or final drawing stage?
A: Refer to specifications Section 26 17 23, 1.05 D., G., and J.
15. Request a 1 week postponement to the offer due date in our effort to secure the best pricing possible from our vendors and manufactures.
A: Yes. The proposal due date has been extended to March 3, 2021 at 1:00 p.m.
16. The NAICS code that posted in beta.sam.gov is 237130. The NAICS code in the solicitation is 237990. Which is correct?
A: The NAICS code posted in beta.sam is incorrect. The correct NAICS code is 237990- Other Heavy and Civil Engineering Construction as stated in the solicitation.
