ACTIVE VEHICLE BARRIER INSTALLATIONS

FOREWORD
Work under this solicitation is to be performed at four (4) Bureau of Reclamation, Eastern Colorado Area Office facilities located in Colorado:
1. Two barriers are located along Heeney Road near Green Mountain Dam, 30 miles northwest of Silverthorne, Colorado in Summit County.
2. Two barriers are located along Mt. Elbert Forebay Dam Road near Mount Elbert Forebay Dam, 14 miles southwest of Leadville, Colorado in Lake County.
3. Two barriers are located along Turquoise Lake Road (Lake County Road 4) near Sugar Loaf Dam, 5 miles west of Leadville, Colorado in Lake County.
4. Three barriers are located along S. Larimer County Road 31 near Carter Lake Dam, 11 miles southwest of Loveland, Colorado in Larimer County.
Principal components of work under these specifications:
1. Furnishing and installing active vehicle barriers along various roadways that access dam crests. Work includes installation of retaining walls, shoulder widening and drainage improvements.
2. Furnishing and installing new guide rail in the vicinity of active vehicle barriers.
The Government anticipates award of a firm fixed priced construction contract with an anticipated period of performance of 400 days.

METHOD OF SUBMISSION OF PROPOSALS

TYPE OF CONTRACT
This requirement is solicited as a “Request for Proposal (RFP), Lowest Price Technically Acceptable, using the Federal Acquisition Regulation Sub Part 15, Contract by Negotiation Procedures. Results from this solicitation will be an anticipated award of a Firm Fixed Price Contract.
COMPETITION REQUIREMENTS
This acquisition is restricted to a Total Small Business set-aside.
RECLAMATION SAFETY AND HEALTH STANDARDS (2014) EDITION)
For information regarding the Bureau of Reclamation’s publication “RECLAMATION SAFETY AND HEALTH STANDARDS” (2014 Edition):

PRE PROPOSAL SITE VISITS
Pre-proposal organized site visits will be held as follows:
For the two (2) locations near Mt. Elbert Dam and Reservoir and the two (2) locations near Sugar Loaf Dam: The organized site visit is Tuesday, June 26th, 2018, at 8:00 AM MOUNTAIN (COLORADO) TIME ZONE. Participants shall meet at the Bureau of Reclamation’s Mt. Elbert Powerplant located at 5583 Highway 82, Twin Lakes CO 81251.
For the two (2) locations near the Green Mountain Dam: The organized site visit is Tuesday, June 26th, 2018, at 1:00 PM MOUNTAIN (COLORADO) TIME ZONE. Participants shall meet at the Bureau of Reclamation’s Green Mountain Powerplant located at 170 County Road 1813, Heeney CO 80498.
For the three (3) locations near Carter Lake Dam: The organized site visit is Wednesday, June 27th, 2018, at 8:00 AM MOUNTAIN (COLORADO) TIME ZONE. Participants shall meet at the Bureau of Reclamation’s Eastern Colorado Area Office, 11056 West County Road 18E, Loveland CO 80537
Prospective Offerors should make arrangement by contacting John Foreman at telephone number 970-962-4527. Attendees are to provide and wear safety boots, hard hats, and safety vests.
SAM: Effective July 29, 2012, any contractor interested in doing business with the Government must register in the System for Award Management (SAM) database, prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website that consolidates the Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the excluded parties list system (EPLS). The contractor’s DUNS and Bradstreet number and banking information are required for registration.

PAYMENTS: Payment requests for the anticipated contract must be submitted electronically through the U.S. Department of the Treasury’s Internet Payment Platform (IPP) System. The IPP website is https://www.ipp.gov. The contractor must use the IPP website to register, access, and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via email at ippgroup@bos.frb.org or at telephone number 1-866-973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the contracting officer with their proposal.

1.04 PROJECT CONDITIONS
A. Government land may be used for required construction facilities.
B. When private land is used for construction facilities, or other construction purposes, make necessary arrangements associated with use of private land.
C. Location, construction, operation, maintenance, and removal of construction facilities on Government land will be subject to approval of COR.
D. Do not interfere with work of other contractors or the Government in vicinity, or with reservations made by the Government for use of such land.
E. Housing for construction personnel will not be permitted on Government land, except housing for guards or watchmen as may be approved by COR.
F. All work is located along public roadways and will require traffic control plan approval from several county highway agencies prior to commencement of construction activities.

3.01 CLEANING
A. Construction equipment:
1. Before bringing on site, clean construction equipment to remove dirt, vegetation, and other organic material to prevent introduction of noxious weeds, and invasive plant and animal species.

2. Contractor cleaning procedures shall result in equipment being cleaned as well or better than the procedures described in Cleaning Manual.
3. COR will inspect construction equipment following procedures described in Cleaning Manual before allowing equipment onsite.
3.02 RESTORATION
A. Restore Contractor use areas to pre-construction condition.
B. Restore temporary construction roads to original contours and make impassable to vehicular traffic when no longer required.
C. After completion of work, regrade and scarify Government land used for construction purposes and not required for completed installation so that surfaces blend with natural terrain and are in a condition that will facilitate revegetation, provide proper drainage, and prevent erosion.

3.01 PREVENTION AND CONTROL OF FOREST FIRES
A. For purpose of fighting forest fires on or in vicinity of project which are not caused by Contractor or Contractor's employees and when requested by CO, place Contractor's employees and equipment temporarily at disposal of Forest Service.
1. Payment for such services will be made by Government at not less than current rate for firefighting services established by Forest Service in area concerned.
2. Employees and equipment furnished will be relieved from firefighting as soon as Forest Service finds that it is practicable to employ other labor and equipment adequate for protection of area.
3. An equitable adjustment in contract time will be made for this period.
3.02 TEMPORARY ACCESS ROADS
A. Except for those access roads and borrow areas specifically covered in these specifications, approval of CO shall be obtained in advance before locating additional access roads or borrow areas on national forest land. Mark proposed locations of access roads and borrow areas on the ground for approval by CO in advance of construction.
B. Temporary Access Roads:
1. To prevent excessive erosion, do not use grades in excess of 8 percent, except those which are approved in writing by CO.
2. Generally, back slopes of cut banks shall be stable and compatible with existing topography, except where rock is encountered and flatten and round such slopes into natural ground surface so far as practicable.
3. Install suitable devices and drainage structures in sufficient number to prevent accumulation of excessive water and erosion of the road surface, drainage ditches, and scarred areas.

1.06 REVIEW OF SUBMITTALS
A. Time Required:
1. Submittal review will require 21 days for review of each submittal or resubmittal, unless otherwise specified.
2. Time required for review of each submittal or resubmittal begins when complete sets of materials required for a particular RSN are received and extends through return mailing postmark date.
B. Time in Excess of Specified:
1. CO may extend contract completion date to allow additional time for completing work affected by excess review time:
a. Time extension will be to extent that excess review time caused delay to contract completion date.
b. Time extension will not exceed time used in excess of specified number of days for review of submittals or resubmittals.
c. Concurrent days of excess review time resulting from review of two or more separate submittals or resubmittals will be counted only once in extending contract completion date.
2. No time extension will be allowed if Contractor fails to make complete action submittals in sequence and within time periods specified.
3. Adjustment for delay will be made only to extent that:
a. Approval was required under contract, and.
b. Requests for approval were properly and timely submitted and were approved.
4. Adjustment will be subject to terms of paragraphs (b) and (c) of the clause at FAR 52.242-14, Suspension of Work; however, no such delay shall be deemed to be a “suspension order” as the term is used in that clause.

1.03 APPLICATION
A. For the purposes of this contract, “delivered under this contract” in paragraph (b) of the clause at FAR 52.223-3, Hazardous Material Identification and Material Safety Data - Alternate 1, includes:
1. Materials delivered to Government.
2. Materials incorporated into work.
3. Materials used by the Contractor during contract performance at the jobsite.
1.04 SUBMITTALS
A. Submit the following in accordance with Section 01 33 00 - Submittals.
B. RSN 01 35 10-1, Complete LHM and SDS.
C. RSN 01 35 10-2, Updated LHM and SDS:
1. Comply with paragraph (e) of clause at FAR 52.223-3, Hazardous Material Identification and Material Safety Data - Alternate 1.
1.05 DELIVERY
A. Do not deliver hazardous materials to jobsite which are not included on original or previously updated LHM and SDS before receipt of updated LHM and SDS by the COR.

1. Cover aspects of onsite and applicable off-site operations and activities associated with this contract.
a. Submit a comprehensive, job-specific safety and health program in accordance with Section 01 33 00 – Submittals and in accordance with the requirements of Section 3.3 of the Reclamation Safety and Health Standards (RSHS) and these specifications.
b. Follow the outline in Appendix B of the RSHS.
