Description of Changes –There are no technical changes incorporated by this amendment. This amendment provides the questions and answers submitted by prospective contractors. These are provided for information only.

Acknowledgement See Block 11 above regarding how to acknowledge this amendment. The Government must receive the acknowledgement at the place designated for receipt of bids, (See Block 10 of the Standard Form 1442).

Prospective Contractor Questions and Answers

General Questions

1. Schedule B Quantities for Mobile Barrier. Plans show 3 mobile barriers at Carter Lake Dam, and 2 mobile barriers at Green Mountain Dam which does not align with Bid Schedule quantities. Please confirm quantities.

Reference Amendment 001, quantities for Mobile Crash Beam Barriers as shown in Section B, Price Schedules 1, 2 and 4 are correct.

2. RSN 01 71 20-5 Requires Quantity Survey Notes and Computations requires a licensed surveyor to perform surveys and computations of work performed during each progress payment period. Due to the fact that the quantities are so small at each site, it seems that the requirement to involve a licensed surveyor in each computation is an unnecessary expense. In order for a surveyor to determine quantities, multiple mobilizations will be required for each bid item at each site. It is our opinion based upon previous similar projects that field measurements confirmed by on site contractor and Government staff in combination with material receiving tickets can adequately quantify quantities without the additional expense of a licensed surveyor. Please advise if the Government is willing to modify this requirement in order to decrease costs and simplify the progress billing procedure.

Surveys to support pay requests shall be performed in accordance with specifications Section 017120.

3. Has coordination already taken place between land owners/stake holders regarding this project? Are there any permit requirements that the contractor should be aware of, particularly those with potential cost and schedule impacts?

Reclamation has notified and coordinated with pertinent County Public Works Departments, County Sheriff’s offices, and U.S Forest Service representatives from the White River and San Isabel National Forests. Reference specifications Section 011415 for contractor coordination requirements with U.S Forest Service representatives.

Reference specifications Section 015520 for contractor requirements to obtain applicable county right-of-way permits.

4. For both types of crash barricade, the Specifications include the following requirements: “Lockable in the open and closed position” (34 75 13 2.01 A 1. e.) and “Lockable in the closed position” (34 75 13 2.01 B (4)). Are there specific lock types or locking mechanisms that the Government will require?

The locks are barrier specific locking equipment based on manufacture provided equipment/recommendations.

Mt Elbert

5. Who is responsible for removing the foundations of the existing gates and to what elevation?

The Government will remove the existing gates at the Mt. Elbert Forebay Dam. The concrete foundations may be left in-place.

6. Is there an available staging area?

Contractor may use the Mt. Elbert Forebay Dam road for staging.

7. For estimating purposes, please clarify if the contractor should include costs to reroute the communications line shown in the plans. If so, please provide details.

Exact location of the buried communication line is unknown. Reference specifications Section 015610, Article

1.03 for Contractor requirements to field locate and protect existing utilities. Reference specifications Section 015610, Article 1.01, for pricing these requirements.

8. Are there any weight restrictions on top of the earth dam?

It is not anticipated that contractor activities would exceed weight restrictions, but would be dependent on contractor’s planned means and methods.

9. Would it be possible to more clearly define the limits of work?

Reference drawing 382-600-60028 for finished ground limit shown in cross sections.

10. Surfacing in turnaround is not defined.

The existing material from hillside cut is to be reused to construct the turnaround slope. See specifications Section 312310, Articles 2.01 and 3.05.

11. Who is the land owner at this location? Will any other agencies need to be coordinated with for access or permits? Have the other agencies been notified of this work?

Work on the right abutment is on Reclamation property. Work near the left abutment on County Road 4 is on San Isabel National Forest land. Reclamation has notified and coordinated with pertinent County Public Works Departments, County Sheriff’s offices, and U.S Forest Service representatives from the White River and San Isabel National Forests. Reference specifications Section 011415 for contractor coordination requirements with U.S Forest Service representatives. Reference specifications Section 015520 for contractor requirements to obtain applicable county right-of-way permits.

Green Mountain

12. Can the Government confirm if the existing fiber optic conduits are likely to be in the way on the West footing of the Northern barrier?

Exact location of the fiber optic conduits is unknown. Reference specifications Section 015610, Article 1.03, for Contractor requirements to field locate and protect existing utilities

Carter Lake

13. Based upon the proposed layout of the Southernmost, it appears that if this gate is raised vertically it will likely hit existing overhead cables. Were the overhead cables accounted for in the design? When this gate is open horizontally it may interfere with anchor cables for existing power pole. Were the power pole anchor cables accounted for in the design?

The overhead cables were considered during the design process. This gate will not be operated vertically, only horizontally. The guy wire anchor cable is at ground level where shown on the drawing under the gate arm and should not interfere with the gate operation.
