Part 1 – GENERAL INFORMATION

1.01 INTRODUCTION

The Bureau of Reclamation (BOR), Parker Dam and Power Plant is located at Latitude: N 34° 17'

41.3844" Longitude: W 114° 8' 24.9684", on Parker Dam Rd., in San Bernardino County California.

Parker Dam requires replacement of the 12-Year-old Uninterruptable Power Supply (UPS) Battery Bank.

The 540 VDC UPS Battery Bank consists of 240, EnerSys Inc., Type 4DX-07, Flooded, lead calcium-type cells, made up of 60 units of 4-cells each, 2.25 VDC each cell.

1.02 BACKGROUND

Parker Dam is a concrete arch structure that spans the Colorado River between Arizona and California, 155 miles downstream of Hoover Dam. Built between 1934 and 1938 by Reclamation, Parker Dam is one part of a system of storage and diversion structures built by Reclamation to control and regulate the once unruly

Colorado River. Parker Dam is located south of Lake Havasu City, Arizona.

1.03 SCOPE

The contractor shall provide all personnel, equipment, tools, parts, materials, supervision, and other items necessary to satisfactorily remove and properly dispose of one (1) existing UPS battery bank consisting of

240, EnerSys Inc., Type 4DX-07, Flooded, lead calcium-type cells, made up of 60 units of 4-cells each.

Install and commission (1) new UPS battery bank with 240, EnerSys Inc., Type 4DX-07, Flooded, lead calcium-type cells, made up of 60 units of 4-cells each. The UPS battery bank is in the battery room, elevation 391.00 of the Parker Dam powerhouse.

The UPS battery is installed on a double back to back, two (2) tier rack with 15 units per tier with limited access around the battery rack and limited floor space for staging the new and old batteries in the Battery

Room.

The elevators size of 3 foot by 3 foot six inches and weight capacity of 1000lbs. limits freight capabilities.

The BOR will provide crane support to facilitate equipment and material removal and positioning.

Effective communication between the government and contractor will be required to ensure timely support and completion of this requirement.

1.04 OBJECTIVE

Successful achievement of the project will entail complete UPS battery bank removal, disposal, and installation of 240, EnerSys Inc., Type 4DX-07, Flooded, lead calcium-type cells, made up of 60 units of

4-cells each. After successful achievement of the battery bank installation the system will be commissioned to ensure battery is operating per specification. Any undesired test results will be addressed, corrected, and verified to include retesting if deemed necessary.

1.05 REQUIREMENTS

Principle features of work include the following:

1) Sixty batteries for the Parker Dam UPS 540VDC Battery Bank to be removed, new batteries installed, and tested.

2) Clear plastic covers shall be provided to protect the tops of the battery terminals. The terminal covers will cover the entire terminal so that the series connections are finger-safe.

3) Each battery cell must be equipped with a flame arrester designed to prevent destruction of the cell due to ignition of gasses.

4) All connection hardware between batteries shall be provided. All hardware shall meet the manufacturer’s recommendations.

5) The Parker UPS System 60 batteries are housed in a straight line with the batteries in a back-to-back, two-tier configuration, setup for an electrical series connection. Current battery steel support rack must be reused.

A Certificate of Recycle shall be provided back to the government.

9) Paperwork: A special work permit will be written by the government, that the contractor will review and sign. A Clearance will be written by the Parker Dam Operations Supervisor which will meet BOR FIST 1-1

Hazardous Energy Control Procedures (HECP). Clearance will be issued to a Reclamation Operations

Supervisor. Everyone will walk the Clearance boundary for the safe working area, then the Reclamation

Representative and the Contractor’s Work Place Representative shall put their locks on the Clearance Box.

This has to be done for each Clearance required, which takes time and is considered part of the cost of operation and safety to all involved.

10) Training: A minimum of 8 hours of training shall be provided on maintenance and testing of battery.

Training material for up to 6 people shall be provided. During the testing of the batteries, this may be considered part of the training, such as the field portion of training.
