1.0. SCOPE.

1.1. OBJECTIVE.

1.1.1. This procurement seeks a qualified contractor to inspect, test, troubleshoot, repair, and retest to certify the armature’s repair was successful.

1.1.2. The contractor shall supply a drawing of the actual wiring diagram of the repaired armature.

1.2. BACKGROUND.

1.2.1. Hoover Dam uses rotating armatures to inject 250 volts DC onto generator stator windings. The armature was in service for decades before being sent for rewind under contract R14PC00111. Return shipping by the repair facility was authorized after review of all reports, documents, and photographs.

1.2.2. Armature 70000060 was inspected on delivery and stored for four years before being removed from storage, inspected, tested, and placed in service. A flash (similar to a fire-works sparkler) occurs after voltage is applied. A photo of the burned area is attached. The service life of the armature was eighty-seven seconds.

1.3. REPAIR FACILITY, TOOLS and MATERIALS REQUIREMENT.

1.3.1. The contractor must arrange a transport vehicle and driver trained and licensed to safely operate the vehicle in all types of weather on typical highway and roadway surfaces.

1.3.2. The driver must bring the tools, equipment, and accessories to safely secure the load placed on the transport vehicle at the Hoover Dam Central Warehouse (and at the repair facility).

1.3.2.1. Armature 70000060 weighs approximately 13,000 pounds.

1.3.2.2. Armature 70000060 is crated to minimize damage during shipping.

1.3.2.3. Armature crate dimensions are about 6’ (length) x 6’ (width) x 5’ (height).

1.3.3. The contractor must furnish a clean, secure work site, tools, equipment, cranes, rigging, and other items to unload, repair, rewind, test, balance, crate and reload this armature at the repair facility.

1.3.4. The repair facility must supply all materials to repair armature 70000060.

1.3.5. The repair facility must be operated by an Electrical Apparatus Service Association (EASA) contractor certified to repair rotating armatures in compliance with ANSI/EASA AR100-2020.

1.3.5.1. AR100-2020 lists recommended practices for repair of rotating electrical apparatus.
