About this file
This document contains responses to questions from contractors regarding a federal solicitation for the Trinity Dam Hemispherical Bulkhead Refurbishment project. The solicitation involves removing, refurbishing, and reinstalling an intake bulkhead assembly and guide frame at Trinity Dam. Key details include that the work must be completed between November 15th and February 28th, with two potential short outages allowed. The Bureau of Reclamation will consider awarding the contract within 20 days of the bid date to allow sufficient time for contractors to complete the work within the specified window. Laydown areas have been identified, though contractors will need additional approvals for some. The document clarifies inspection requirements and responds to contractor questions regarding permitting needs, reservoir water levels, schedule timelines, and contractor responsibilities for dewatering and rewatering.

Attachment 5 – Industry Questions and Government Responses
1) The contract allows 365 days from NTP, but there is only one outage that is allowed in the project from November 15th to February 28th, which could only possibly occur in 2022-2023.
Why is there 365 days if the project must be completed by February 28th, 2023?
Government Response: Closer examination of the specification should show that there are two short outages available, one for removal of the bulkhead, and one for returning, testing and inspection. The 365 days is for our internal requirements and project closeout.
2) The Government has 90 days to award the project from the bid date. 90 days after 8/1/2022, is approximately 11/1/2022. In the worst-case scenario, if this occurred, this would not allow enough time for NTP to occur, preconstruction submittals, ordering long lead materials, etc., to perform the work during the one outage period. Please considering changing this to a shorter duration, such as 20 days from 90 days for award.
Government Response: The Government notes the contractor’s concern and anticipates an early award shorter than 90 days.
3) Please provide a map showing all the lay down areas we will have to perform work in. Can we perform work at the Miners boat ramp area? If so, please provide a map of that work area also.
Government Response: Miner's ramp is not available for this project. It was not considered under our environmental process and does not have adequate parking to accommodate the project and expected public use.
Please see map of potential lay down areas. Site locations 1 through 3 are maintained by the Bureau of Reclamation. Location 4 is maintained by the Forest Service and is a potential location. The contractor would have to receive permission by the Forest Service to use as a lay down area.
4) There is a leakage requirement to be met of 100 gallons per minute. If we are not performing any work to the concrete hole itself, how will it be determined if the leakage is caused by the existing infrastructure or the bulkhead? Even if the bulkhead is rehabbed per spec, there could still be over 100 GPM of leakage due to the existing infrastructure, which the Contract cannot be liable for.
Government Response: You are correct, the result will be subjective as to whether the leak is caused by the contractor’s installation or existing issues are not addressed in the specification. If this happens the Government will address the situation during the construction efforts.
5) What is the current GPM leakage of the bulkhead, or what was the value of the last recording of it?
Government Response: The bulkhead has never been used or tested so there is no data.
6) How/where will the leakage be physically measured, and by who? (for the 100 GPM requirement)
Government Response: See A4. The leakage will be determined at or near the powerplant and will be measured by both the contractor and the on-site government representative (inspector).
7) Please specify or show exactly what is meant by the “horizontal” part of the concrete conduit that will be required to be inspected. If possible, please also show on a drawing the starting point and the end point of the inspection.
Government Response: Specifications Section 02 25 00, Concrete Conduit Inspection, paragraph 1.01 A requires the 28-foot diameter horizontal conduit be examined from the upstream o the Fixed Wheel Gate (FWG) to the vertical conduit elbow. This can be seen on Drawing 416-D-164 (sheet 17), Profile, from Station 15+27.00 to Sta 29+13.55.
8) Specification section 02 25 00 para 1.01 Part A.1.a.2 states to inspect the horizontal concrete of the conduit. Para 1.02, part C.1.a, talks about the concrete and steel inspections, which is contradictory. Please specify what all is to be inspected.
Government Response: The steel and concrete in specifications Section 02 25 00, Concrete Conduit Inspection, paragraph 1.02 C 1 a, refers to exposed steel, embedments, and concrete reinforcement encountered in the horizontal conduit during the inspection.
9) The bid documents allow for a 90-day award period. With a bid date of August 1st and work window of November 15 through February 28th, this will not leave sufficient time to design and procure necessary materials to finish the project. Please confirm that award will happen within two weeks of the bid date.
Government Response: Please see government’s response to Question 2.
10) Please confirm that mobilization and setup of marine equipment and laydown yards can happen before the Nov 15th shutdown date.
Government Response: Mobilization can be approved prior to the November 15th shutdown date dependent on approved submittals.
01 14 10-1: Use of site 01 31 30-1: Contract Document Management System (CDMS) 01 32 10-1: Construction program, representative information
01 32 10-2: Construction program, baseline schedule.
01 35 20-1: Safety and Health, safety program.
01 35 20-2: Safety and Health, job hazard analysis.
01 35 30-1: Contractor’s Onsite Safety Personnel, safety representative (safety professional) 01 55 00-1: Vehicular Access and Parking, initial digital recording.
01 55 20-1: Traffic Control 01 56 10-1: Protection of Existing Installations 01 57 30-1: Water Pollution Control
11) Please confirm that the road below Fairview Boat Ramp can be graded to allow 9-axle loads to safely transport equipment and materials to the water.
Government Response: This property is maintained by the Forestry Service, not by the Bureau of Reclamation so permission would need to be arranged and their requirements met by the contractor with that agency.
12) Please confirm the contractors are to bid the project assuming it is under water the entire time.
Government Response: Please reference Specification Section 01 14 50, Part 1.02; Reservoir operations during construction. The government does not know what the lake elevation will be at the time of bid or mobilization. Trinity Lake elevations are weather dependent and cannot be controlled by the government. This research of historical data would be the contractor’s responsibility.
13) Diving at different water depths comes at different costs. Can you provide a water depth to bid to for removal and installation to allow the contractors to bid apples to apples?
Government Response: Please see government response to Question 12.
14) Specs call to remove 10% of the stiffener ring bolts and replace them. Per the as-builts these are C78 standard bolts, which are no longer available. Please provide a new standard for these bolts.
Government Response: If bolts are no longer available, contractors shall use their technical capabilities to provide bolts of equal or greater quality.
15) Due to the complexity of this solicitation, please consider providing a 1-week extension on the bid date and moving it to a weekday other than a Monday.
Government Response: The bid date has been changed to August 1, per Amendment 001.
16) Does this lake typically freeze (ice) over, during November through March of each year?
Government Response: Trinity Lake does not freeze over. There may be ice that forms near the shoreline occasionally.
17) 01 14 30 (Pg. 16) Clarify Schedule/Timeline: What is the overall project timeline and anticipated year for the work? Will that be gaps in time between the scope section & specified consecutive days? I.e. Is there allowed to be time between the 2 days for guide testing and 14 day window for bulkhead install/conduit inspection OR is the project required to be completed in the total 19 consecutive day window? If this is the case, what is the expected work week & shift schedule?
Government Response: Contractors are required to utilize their technical expertise and provide schedule/timeline consistent with the SOW and period of performance.
18) Are there any permits from BOR for review?
Government Response: No. Our environmental clearance is currently in process.
19) 01 57 30 (Pg. 89) Will a 402 permit be required?
Government Response: The government doesn’t know if a permit is required as we are unaware of the contractor’s means and methods. If a permit is required, the contractor shall obtain it.
20) 01 57 30 (Pg. 91) Will a 404 permit be required?
Government Response: The government doesn’t know if a permit is required as we are unaware of the contractor’s means and methods. If a permit is required, the contractor shall obtain it.
21) 35 23 24 (Pg. 166) Dewatering is noted to required 3 days what support is required of the contractor? What is the duration of the rewatering process and what support is required from the contractor?
Government Response: Please reference Specification Section 35 23 24, Part 3.05, as this section defines the contractor’s and government’s unwatering and rewatering responsibilities.
Part 3.05, E. 2. d.; Rewatering 8-hrs.
