Amendment 3: Questions and Answers Derby Diversion Dam Replacement of Gates & Metalwork

Solicitation No. 140R2018R0001

Questions and Answers

1. Factor 2 Past Performance evaluation criteria stated in Section L that the Offeror will be evaluated for similar work completed, or has on-going, during the last 5 years. Note it specifically states evaluation shall be based on “last 5 years”. Specification section 35 22 24-1.5A Contractor Qualifications states the Contractor must have at least 10 years of experience replacing and installing slide gates of similar size and complexity. This appears to conflict with the referenced Section L.

Please confirm the years of experience required by the Contractor.

The specified requirements for section 35 22 24 and section L are for different information and there is no conflict. Reclamation shall evaluate for Award those requirements in Sections L and M only.

The Qualifications for the Contractor performing Slide Gate and Operator Stem work shall be in accordance with section 35 22 24.

2. During the site visit it was noted that there is obvious damage to the slide gate guides that will require repairs beyond 1/16” as called out in 35 22 24 3.05.

a. Will the contract be modified if repairs required exceed the 1/16”?

b. Does the 125 microinch profile pertain to all 3 faces of the gate guides?

a) Per Section 35 22 24-12, paragraph 3.05, notify CO in writing identifying areas that have more than 1/16-inch-deep corrosion or other damage on a sketch. The CO will determine if a modification is warranted.

b) The 125 microinch profile pertains to the gate guide mating or machined surfaces. In addition, specification section 09 96 20 outlines surface preparation requirements.

3. Leakage Testing – 35 22 24 3.09 D

a. If the stop/step in the gate guide for the upper leaf is not exactly the correct dimension the upper and lower leaves will not seat onto each other or the downstream guide face properly.

Perimeter seal leakage is limited to 0.1 gallons per minute per foot of seal. Does this 0.1 gpm per foot of seal also pertain to the seal between the upper and lower leaves? If yes, how should the potential dimensional issues be addressed?

Yes, the 0.1 gallons per minute per foot requirement of seal pertains to the seal between the upper and lower gate leaves. Specifications section 35 22 24, 1.04 requires significant information regarding initial conditions and shop requirements for the scope of work related to the gates.

4. Bulkheads

a. Will a PE stamp be required for the design of the bulkhead revisions?

b. Could you provide the original design for the bulkheads and their anchoring system that is currently in place?

Attachment 8

Solicitation No. 140R2018R0001

c. The specifications call out that the current bulkheads are anchored into place. Will the bulkhead need to be modified in place? Can the bulkheads be removed and/or modified only during low flow seasons?

d. Can you provide average monthly river elevations?

a) Yes, as indicated in specification section 35 22 24, paragraph 1.04.

b) The bulkheads were designed and anchored in a previous contract. The Government does not have the original design documentation. Each bulkhead is anchored to the upstream side of the concrete piers with a single anchor in each pier. Those anchors are located in the upper halves of the bulkheads.

c) The bulkheads may be removed/installed during non-diversion (low flow) season. However, the non-diversion season is unpredictable. The Contractor may remove the bulkheads for modification at their own risk with an approved interruption in service request.

d) The pool elevation is heavily dictated by water diversion requirements. As such, the elevation is unpredictable. The maximum anticipated upstream pool elevation is EL 4205.5, which is the top of the 10-foot bulkhead.

5. Who is to provide the gear box for gate 10 as it was not observed onsite?

The Government will furnish gate 10’s gear box. The Contractor shall furnish and install a new Drive Nut for the gear box. The gear box is currently located in the small control building adjacent to Derby Dam with all appurtenant parts with exception to the Drive Nut.

6. Will the Area Manger also do the additional electrical and control work for the new oilers? See 35 22 24 3.08 D 1?

The Contractor shall furnish and install conduit and wiring with sufficient excess to allow termination into the electrical housing integrated into the operator. The Government will terminate the wires and complete any programing.

7. For bidding purposes should it be assumed that the bottom seal will not require repair or replacement?

Yes.

8. Will a PE stamp be required for the design of the gate lifting bracket?

This is addressed in previous question.

9. Access across the railroad typically requires a permit. Will procuring and paying for this permit be the contractor’s responsibility?

No, the Government intends to attain a permit for crossing the railroad. Railroad crossing requirements shall be in accordance with Section 01 55 00, Part 3.04 A.

Solicitation No. 140R2018R0001

10. Page 01 14 10-2 Paragraph (G) states as follows: “All Project activities will occur outside the period of Lahontan Cut Throat (LCT) and Cuiui peak spawning (February through early May)”. Since this contract will probably be awarded in late February or early March, would the Government consider issuing a two-part notice to proceed, allowing the Contract to make its submittals and order materials between the award date and early May in the first part of the notice proceed and allowing for work to begin on-site after issuance of the second part of the notice to proceed? If the second part of the notice to proceed were issued mid-May, the 230 day performance period would end approximately January 1, 2019, a month or more before the spawning period.

No. The Government intends to issue a single notice to proceed and maintain the performance period specified in Section F. See Section H provided in amendment 1 regarding acceptable onsite activities between Feb. 1 and May 31.

11. Page L-9 of the solicitation requires Volume 1 to contain a Financial Statement. We have not seen this requirement before in past Reclamation projects (but this is our first one that we have pursued in your area). Is this something we can provide later if we are indeed under consideration for award?

No, Volume 1 shall be submitted in accordance with Section L of the specifications.
